The Mint has described the BJP’s I.T. Vision as “outlandish”, saying it was full of glamorous I.T. fixes.
While the Mint echoes in the passing questions raised by Offstumped on funding and aggressive timelines, its the derisive tone and shallow content of the Mint editorial that is troubling.
Rather than offer an informed response to the intent behind specific elements of the I.T. Vision, the Mint has dismissed the Vision in its entirety as bordering on disbelief.
The credibility of the Mint’s criticism is further eroded with this a rather cheap shot at the BJP
As its rural base is eroding to populist coalitions, it would do well to focus on meaningful rural schemes—not an IT mirage. What will be dreamt up next?
The core of the Mint’s contention is that
#1 IT is a distinctly urban phenomenon that has limited roots in rural India.
#2 Until Indian urban and rural markets are better bridged, the IT projects proposed by the BJP may prove unsuccessful.
The Mint may have unwittingly made the case for the BJP’s outlandish vision by taking this line.
To better understand this let us look at something which was not supposed to be an urban only phenomenon.
The DNA on March 5th 2009 carried this piece on rural teledensity in India despite the Mobile revolution
rural teledensity (phones per 100) is still quite low at 12.62%, against urban teledensity of 81.3%. The overall teledensity as of end of December 2008 was 33.23%.
The piece also gives further details on the rural subscriber base of the major carriers
Reliance Communications and Idea Cellular, the rural user base is around 31%, 34%, 19% and 30% of their respective wireless pie.
Out of an all-India mobile subscriber base of 347 million as of 2008-end, the rural India contributed around 92 million, or 26%.
Here is the irony though when one considers the utilization of the Universal Service Obligation Fund which was created to improve the phone penetration in rural parts
While Rs 20,404 crore has been collected as USO Fund since the FY2002-03, only Rs 6,723 crore has been allocated and disbursed till now
So here we have nearly 14,000 crores languishing unused over a period of 6 years doing little to spur the rural telephony market.
Clearly something is not working with the rather inlandish idea of a Universal Service Obligation despite benefitting from the luxury of funds to the tune of 14,000 crores and the luxury of a 6 year time period.
Now suddenly the BJP’s outlandish idea of subsidizing smart mobile phones to rural BPL families, doesnt seem all that outlandish after all.
With the attendant benefits of accessible Banking to rural families and Direct Cash Transfer in lieu of welfare schemes, this single outlandish idea has the potential to help stimulate the rural economy in ways the moribund USO Fund could not even imagine or concieve.
That is not only, Prof Anil Gupta of IIM Ahmedabad writing in the Indian Express has another idea that can meaningfully recast the NREGS to create rural entrepreneurial opportunities.
Thousands of local varieties preserved in the National Gene Bank are supposed to have descriptive information about local uses of such varieties. However, the relevant column either doesn’t exist in the descriptors of the gene bank or are blank. The employment guarantee programme can be used to generate such data from different households and put it in the gene bank. The food processing industry will get a fillip in the process.
The opportunity for recasting the employment programme requires moving away from a colonial legacy of treating people as worthy of only menial labour. India deserves better. Indian labour deserves even better because it has such an intimate knowledge of resources, environment, climate change and other factors of survival.
There could not have been a better argument against the Mint’s assertion of rural illiteracy than this for where the Mint sees grey clouds in rural illiteracy, Prof Gupta’s idea looks at traditional rural knowledge as an opportunity that can be exploited to create Intellectual Property Assets through the NREGs.
But it calls for a mindset change or in other words an “Outlandish Vision”.
In closing let it be said that unless we raise the bar and think the unthinkable and dream the impossible we will neither shed the baggage of failed ideas nor will we spur the creativity and out of the box thinking that is essetial to bring transformational change.
So yes, Mint, we need outlandish visions and impossible dreams, after all a few months back you were second to none in toasting the “audacity of hope”.

I think such a method is prevalent in Venezuela and has been commended by un and world bank agencies. So as Yoss says this needs some positive debate

I would call the plan ambitious, not unrealistic. Your critique about the adult literacy rate in rural areas has limited relevance to the laptop scheme. The laptops are targetted towards students, not adults, and greater than 90% of children are enrolled in school today thanks to the Sarva Shiksha Abhiyan (another BJP initiated program). As such these school going children will be able to use the laptops.
Other questions about cost and speed of implementation are certainly things that need to be looked into. But again, for the laptop scheme itself, the equipment cost works out to $2 billion ($200 times 10 million students), which is a very affordable $400 million spread out over 5 years. Given that the vision document only envisages a subsidy for buying the laptop, the cost for the laptop program will be even more reasonable.

BJP is smart is one thing…it has learned its mistakes from Delhi, where its campaign was purely anti-Congress with not much of a vision set out for what they beleived the right path for Delhi was…it is channeling its campaign through positivity…Chauhan, Khanduri, Modi, Yedyurappa and of course, L.K. Advani. I think promotion of new leaders in weak states such as Kishan Reddy, Rahul Sinha and Dharmendra Pradhan is going to be extremely important for the future.

What do you know about it? I am shocked journalists do not know or bring out the fact that the Sri Rama Sene made itself a political party and put up 83 candidates against the BJP in Karnataka during the assembly elections. Not one candidate saved his deposit but they fought against the BJP. I do not deny that someone like that Muthalik at some time may have had a link with the Sangh parivar. But he has formed his organisation as a political party against the BJP. The other day, when they asked me about the attack at the Bangalore airport, I was inclined to say this, but I did not, as they will say he is attacking the Sri Rama Sene over the pub incident only because it put up candidates against his party during the assembly polls.

Yes, a very surprising rebuke from Mint. Surprising bcos Mint consistently espouses conservative economic ideas and has been criticizing Congress socialism all this while. Maybe “Open Source” sent alarm bells ringing.
1. In Tamil nadu, college students are being given subsidized laptops installed with open source software. I guess the prize is about 30k. If this project were to be implemented on a national scale, 1 mn laptops at 10k is easily possible.
2. Broadband at 200 rs is a ridiculously easy target to achieve. I guess Mint editorial board doesn’t remember the 24 rupee per min cell phone calls made in the mid 90s and how NDA brought in a telecom revolution.
3. Creating 12mn rural IT enabled jobs is also well within reach. Indian IT majors anyway have to move up the value chain. With better IT infrastructure, lots of BPO activities can be moved to tier 2 and tier 3 cities across the country. Besides a higher internet penetration would require a substantially bigger work force in the interior parts of the country to cater to local business needs. Meaning Indian IT should serve India as much as it does to US now for instance.
4. e-basha, why is Mint laughing at this? Without exaggerating, in Tamilnadu, I can safely say that there are lot more people working on Tamil e-computing projects than on regular-english open source projects. I’m sure its the same case in many other languages too. Funnily, its even possible that more people read Economic Times in Tamil as part of the arrangement with Daily Thanthi than the entire subscriber base of Mint. They better watch out for vernacular India.
5. e-governance and Multipurpose ID cards – well, these two are so ridiculously obvious and easy that, Mint will have egg on its face even before the BJP’s honeymoon period in the saddle is over.

It is certainly important to have ambitious ‘vision’, especially for an entity, which is likely to lead the nation.
However, it’s the strong ‘political will’ for ‘execution’ that is critical.
I remember the UPA govt started with lofty goals and vision statements. Everyone knows where we all are today.
Lofty visions, when donot materialze, will have demoralizing effect on common man’s psyche. Credibility is lost. Precious time is lost.
Therefore, it is important to assess not only the ‘funds and resources’, but also the ‘will-power’ of relevant entities to persevere and execute the ‘vision’
in a reasonable time-frame, and in the context of a coalition govt.
The key here is whether BJP has the ‘will-power’ to make IT happen.

BJP should prepare a roadmap to build a sustaible healthcare policy.
This IT vision document will influence IT purchasing decisions, and all types of vested interests will come into play. I wouldn’t be surprised if Mint was nudged by some big name vested interests.

The main thrust of his analysis is to say that issuing digital ID’s etc will cost a lot. Atanu has worked out the numbers to tell us that it is all scary. Sure it is, but isn’t this also an opportunity for India to bring down the cost of the RFID smart card/chip card through technology/R&D/manufacturing innovation, as suddenly there will be a demand for a billion pieces ? We need innovative minds here, and not just bean-counters !
I remember, a few years after C-DOT was setup, the MNC companies who were selling India obsolete telecom equipment at sky high prices, suddenly decided to drop the price… simply because our capability to produce competitive technology at competitive prices was demonstrated and even those import lobby babus within DoT could not have helped these MNCs any longer… That proof was all it took ! And the “36 crores” that was invested by the government in C-DOT paid handsome dividends.
We need such renewal missions… and this is an opportunity, rather than a cost burden.
There is also a strong case now for converting some of the amassed “foreign reserves” to growth-stimulating assets, such as technology. Sitting on a stash of dollars of uncertain future is risky business these days.
Times now is saying Jaitley wont attend todays meeting and he has decided to quit the party itself if Rajnath doesnt budge from his position. This is ridiculous that Rajnath is indulging in one upmanship when polls are only a month away. There are also rumors that Rajnath will issue showcause notice to Jaitley if he doesnt attend the meeting today. what is going on?

Guys….you all know that NaMo yesterday charged MMS on basis of a CAG report of a scam worth 50 thousand crores. Here are few excerpts from the report:
The auditing watchdog Comptroller and Auditor General (CAG) has detected serious discrepancies in the government accounts for 2007-08 including direct release of Rs50,000 crore granted to implementing agencies in states for flagship schemes.
“… Union Government made a provision for transfer of central plan assistance of Rs51,259 crore directly to state/district level autonomous bodies…for implementation of centrally sponsored schemes,” observed the CAG report which was tabled in Parliament On Friday.
Since the funds are not being spent fully by the implementing agencies in the same fiscal year, there remain substantial amounts of unspent funds in their accounts, the report mentioned.
Stressing the need for complete restructuring of the government accounts, CAG mentioned, “…Rs20,273.52 crore under 28 major heads of accounts was classified under the minor head…this indicates a high degree of opaqueness in the accounts,”.
The irregularities pointed out by the CAG include disbursement of Rs2,745 crore to two defence public sector units by the Ministry of Defence in 2007-08 for expenditure in the next year and Rs1325.49 crore retained by Sebi and IRDA outside government.
Clearly shows central govt has spent money on ambigous bodies without keeping proper accounts.

There is foreign funds flowing for conversion, but I am sure part of these funds are being used for the same purpose. Use our money to convert us!! Good old English maxim!! The balance money will probably go into the swiss bank accounts. Why does this surprise you at all. Guess where do Teesta/Arundhati et al get the energy to spout venom? History:
a) Naveen Patnaik has increased his popularity in Orissa partly due to the Industrial MOUs (POSCO) as well as HRD (Vedanta Uiversity)initiatives.
b)Some BJP leaders were known to be against the Industrial policy and projects in the state. ex. Jual Oram, Samir Dey. I’ve posted links earliar.
Recent events:
a) Obviously BJD leaving BJP.
b) Naveen Patnaik veering towards 3rd front.
Contradictions:
a) CPI’s obvious opposition to the POSCO/Vedanta University projects.
b) Swarupananda Patra(YMCA guy) joining the BJD.
In face of the above, I suggest, that, BJP follows this approach
a) Provide a complete/ demonstrated manifesto which focuses on a Industry orineted approach in the state.
b) expose the Inherent contradictions between the 3rd front / BJD alliance.
c) Take the issue of Odia identity in 2 cases.
i. Swarupananda joining BJD. he was the same guy who wanted UN Intervention in Orissa, due to Kandhamal riots.
ii. Tie-up between JMM/BJD. That is quite anti-odia. Since, JMM wants parts for Orissa for it’s greater jharkhand plan, which , Odias dont like.
I think that if the above becomes it core strategy, then, BJP has a good chance to win some seats in Orissa.
I’m writing this with a hope that, someone from the BJP top-brass is watching. This should be their campaign. If any of you guys know any BJP top-brass, please do pass this on to their campaign people…

If you watched, you wasted your time and congratulation if you didn’t watch it. In the morning, first it was one news channel that started highlighting Arun Jaitley’s absence in the important party meeting. This channel highlighted the news for half an hour, speculating different reasons of Jaitley’s absence quoting the sources. Soon after this, other news channels too jumped in and then the issue continued for a day and more. The fact was that Arun Jaitley was present at Advani’s residence at the time of the meeting in question.
Arun Jaitley is BJP’s Pramod Mahajan for the Lok Sabha elections 2009 and therefore the media will continue to drag him in every possible controversy; be it factual or fictitious, real or created, simple or exaggerated.
Similar is the case of Narendra Modi. The section of media will continue to be loud at him for any reason, because he has emerged as a single strong threat to the Congress and the left.
You remember how Delhi’s pro-Congress media covered Narendra Modi’s Vibrant Gujarat Summit success? They just highlighted ‘Modi as PM’ issue quoting couple of business leaders. Perhaps a section of media controlled by the Congress sympathizers wanted to create a rift between Advani and Modi to make BJP weaker but they failed. Now the same media has started working on another line. They project Modi as Advani’s successor if not an option for now.
When Narendra Modi said “the nation desperately wants to come out of one family’s rule” referring to Nehru-Gandhi dynasty in one of the rallies he addressed in Maharashtra, majority of the media, omitted this part of the speech and diverted the story to another line creating a controversy on Modi’s remarks that the Mumbai attacks were not possible without inside help.
When Modi, in another speech spoke about how poorly the Congress party performed in local body by-elections just after Rahul Gandhi’s visit in the state, no media neither highlighted nor even mentioned this. The whole media diverted the things on Modi’s “Aquarium fish” remark in the same speech.
If you are fed up enough with so much leftist, pseudo secular, pro-Congress, loyal to Gandhi-Nehru family part of the Indian media, try out these options and tell maximum people about them. Remember, if they can set their agenda, you can choice your media:

Despite Rajnath Singh not being the most competetent of BJP leaders, he is still the party president and Jaitley must compromise. Besides, IMHO, this issue of Sudhanshu mittal is too petty an issue for Jailey to take such a rigid stand on. Definitely this is not the time to stage a revolt. If he wanted to protest against the functioning of Rajnath, he could have done it months ago if he had genuine issues.
If he wants to quit B.J.P on this issue, what can one say?. Especially at this critical juncture. Maybe he thinks the BJP/NDA won’t come to power and wants to jump ship. If he quits the party on this issue, I would have to think he is an oppurtunist and someone whose loyalties to the BJP were always suspect.
Having said that, we all know about the machievalian tactics of the media, so this thing about quitting the BJP may well be deliberate rumors instigated by the CON party.
To call it ambitious is very much a statement of truth but to call it outlandish is to make an error of understanding. The author underestimates the power of IT. Take this for example:

An Internet enabled laptop with access to educational content is a much more powerful medium of spreading literacy and knowledge than corruption riddled government schools which do not have even basic infrastructure and have very few teachers attending. All that is needed is one computer literate person in a village to spread literacy and knowledge, and to help make other villagers make use of the laptop. Perfectly viable.

Further in a front page article in the in the New Indian Express exposes the terrorist link of Abdul Nasser Madhani and his wife. This is the same man who was in jail in connection with Coimbatore blast case and subsequently acquitted. This is the same man for whom the Kerala assembly passed a resolution for his release. This is the same man the authorities did not go in for an appeal against his acquital. This is the same man who was received by ministers of LDF on his release. One can judge how low communists can sink to get some votes from fundamentalists, terrorist sympathisers and such other notorious elements.

There is a report that leaders in CON party in Maharashtra are demanding scraping the alliance with NCP. They fear that CON party will be finished in MH if they tie up with NCP. CON party even issued a notice to their people to not to go for election campaign for NCP.

anti-minorities.
In a release, club president Clifford Lobo said under the changed circumstances the BJP government in the state had tried its level best to work for the welfare and development of the minority communities in the state.
Chief minister B S Yeddyurappa, who holds the finance portfolio, had given due importance for the overall development of the minority communities in his four budgets, the release stated.
According to it, various governments in post-independent India have showed lip sympathy to the minorities and utilised them as vote banks. The parties who had been in power for long have no moral right to accuse the BJP government of neglecting the minorities.

In a revelation that could have widespread ramifications, Father Joseph Menengis, priest of St James Church in Mariyannapalya, Bangalore, confessed before the Justice B K Somashekara Commission…that idol worship was being performed in churches to attract Hindus and convert them to Christianity.
…During cross-examination, the priest said that “despite idol worship being prohibited in Bible, we have idol worship in churches.” “The duty of every Christian is to convert non-Christians to Christianity by any means,” the priest told the commission.
…During cross-examination the priest confessed that “no girl students are permitted to use kumkum, bangles and wear flowers.”

Retorting to media reports about Father Joseph’s confession before the Inquiry Commission, Mr. Sangliana said the priest was “lying.” “If what he says is right, then he should be prosecuted. He is not fit to be a priest in a church. No idols of Hindu deities are kept in the churches to attract Hindus to Christianity. I am 65 years old and have been to several churches across India; nowhere have I seen this practice. I don’t know under which circumstance the priest has made this statement,” said Mr Sangliana. He added that he was “shocked” to read about Fr Menengis statement in newspapers. “I will personally make an inquiry to find out if what he is saying is true,” said the former cop.
So if they support their lies then it is truth, if they tell the truth, it is lies.

@NR @74: If the priest lied to the inquiry commission (under oath), it is an offense, as is known to anybody. People lie to protect themselves or others. Considering the content of his statement, there is no reason to believe that he is lying on the matter of idol worship (which the church prohibits).
Mr Sangliana says “nowhere have I seen this practice” — in the light of the above, I have to conclude that there is much in the church that Mr Sangliana is not aware of. This naturally “shocked” him, the outburst is just a result of the shock, which will subside…
