Mr. L.K. Advani speaking at the 81th Annual General Meeting of the Federation of the Indian Chambers of Commerce and Industry (FICCI) has called for a new model of economic development that is a creative re-interpretation of Swadeshi. The full text of the speech can be found here.
Mr. Advani made five points to describe what he referred to as a creative reinterpretation.
1. Swadeshi means that national priorities must override policies that have benefited only a minority and largely excluded the majority in the nation’s progress. In other words, just as the centre of gravity of the world economy is shifted from the West to Asia, the centre of gravity of our national economy must shift from “India” to “Bharat” ? to agriculture, revitalization of our villages, small and medium enterprises, and unorganized and informal sector of the economy. Bharat includes not only the rural population but also the urban poor and middle-classes. Swadeshi does not believe in an antagonistic relationship between “India” and “Bharat”. The two are interdependent and integral parts of our nation.
2. Similarly, it sees no conflict between the public sector and private sector. There is no place for dogmatism in favour of or against either, since both have to be strengthened. In view of the recent global experience, the public sector needs to be further strengthened in the financial system and in core sectors like energy.
3. Swadeshi is not antithetical to cooperation with the international community, just as the concept of Swaraj was not. Nevertheless, its cornerstone is national pride and the belief that the India of our dreams has to be built only by our own genius, with our own efforts, and principally with our own natural and capital resources. India’s problems need Indian solutions.
4. Swadeshi wholeheartedly embraces the knowledge and products of modern science and technology. It holds, however, that our country should revive its own rich and diverse knowledge traditions and emerge as a major contributor to global scientific and technological progress, instead of remaining mere consumers of outside knowledge.
5. Swadeshi affirms that business and economy should serve as a means and not an end in themselves, and the higher possibilities of human progress should not be sacrificed at the altar of acquisitiveness, consumerism and environmental destruction.
While wiser minds will parse and critique this new direction Mr. Advani is advocating, here are some initial thoughts that come to mind.
#1 – The devil is in the details and it is imperative that we learn more on how these 5 attributes of “Swadeshi” translate to Government Policy, Role of the State and Freedom of the Private Sector.
#2 – It is also important to know what this means in terms of freedom of choice to consumers and protectionism.
#3 – It is absolutely important to know if in this re-interpretation of “Swadeshi” if centralised planning still has a role.
#4 – It cannot be understated that we must also have clarity on the question will the State make choices for the individual and communities to help achieve the goals of Swadeshi or will the State lay its faith on the wisdom and judgement of the people to make responsible choices
#5 Lastly as it seeks to revitalize inidgenous pools of Knowledge and Intellectual Capital, does it see the State as the primary vehicle for development and delivery or does it see the State as an active agent that catalyczes the development of such pools of knowledge and Intellectual Capital within the private sector
It is in these questions that lies the difference on how exactly this reinterpretation of Swadeshi is different from
a hark back to the Nehruvian days where an all-knowing all-pervasive State made all the choices through Central Planning
as opposed to
a rejection of the laissez faire West which had the State see no active role for itself with all change left to the forces of market
Back in June 2008, when Offstumped had enunciated an Indian Model of Economic Development, Offstumped had spelled out that
One of the defining characteristics of the evolution of India has been the decentralized nature of cultural choices. There have been no overarching doctrines that demanded oaths of allegiance, no centralized diktats. So any Indian model of economic development has to be consistent with this defining characteristic of Dharma. To do so it must devolve to the local level all socio-economic choices.
Any creative re-interpretation of Swadeshi would incomplete without a clear enunciation of how the “Freedom to Choose” and the “Power to Decide” would be devolved to the lowest level of Government at the City, Town, Village and Taluk level.
So Offstumped calls upon Mr. Advani to make it clear that this “creative re-interpretation” of Swadeshi
#1 does not mean the Central Government will legislate and codify all aspects of the “How” of economic activity.
#2 instead the role of the Central Government would be to first focus on the structure and processes that would empower “Local Governments” with the freedom to choose and decide on economic activity in their City, Town, Village, Taluk.
#3 The role of the Central Government will be limited to devising creative incentives and disincentives so Local Governments make the economic choices that ultimately serve “Swadeshi” goals.
In closing Offstumped would like to sugges to Mr. Advani that the ultimate goal of Swadeshi must be to create an Ownership Society that celebrates a Culture of Responsibility rather than a society that depends on the State by craving for a “maai baap” Culture of Entitlement. This cultural shift can only happen if Swadeshi in Gandhiji’s spirit becomes a movement for empowering Local Government.

The Bjp agriculturel rsolution has 10 points in its charter. The first point is better explained in this para.
this scheme did not provide any benefit to farmers owning more than five acres of land. Generally dry land farmers own land more than 5 acres. Millions of farmers who have honestly repaid even a single installment of their debt, were also denied this facility. A scheme which penalizes honest and credible farmers is bad in principle. This scheme has proved to be the worst gimmick played on the poor farmers of this country in post-independent India. A whopping eighty per cent of the farmers have not gained any benefit from this scheme. The BJP had demanded that a loan of upto Rs 50,000/- should be waived off in the case of each and every farmer. We firmly believe that all farmers are equal and there should be equal justice for all.
BJP has also mentioned – BJP had also demanded that the loan taken by farmers from money lenders should allowed to be taken over by banks.
Going into detail now can be a self goal, but hopefully when implemented as offstumped suggested, any future incentive, loans is linked to atleast a few percentage repayment of this loan over a long period. The farmers commitment to repay, efforts he takes in co-operation with govt agencies or policies or on his own to maximize his revenue also must be linked. This is important as currently he is dependent on weather.
Also somebetter administrator is given charge of food and agriculture ministry, some one who will inspire confidence. Even though Rajnath singh did weel to a certain extent, to me he does not inspire confidence. Just EF, FM,defence,HRD, Comm are seen as top ministry, I hope this given such a rating and is not handed over to an ally.
Also policies must be drafted that discourages lborrowing from money lenders and encourages farmers to seek assistance of givt. agencies rather than private. This is needed to permanently end this private lender nuisance. Awareness programme on ill effects of borrowing from private lender must also see a high priority. We cannot be having money taken from private lenders taken over by banks everytime.
Also banks must be sensitised on handling the loan to farmers. We have seen several hurdles on edu loan fron itself. It is important because a not so sensitive dealing by bank executives will only encourage money lender borrowing.
The point 6 is something to be welcome. one state or other is forced to hand out compensation to tune of crores every year. he sates of TN, AP figure in this list everyyear, either for drought or for flood. Hopefully this solves the burden to an extent. Also hopefully river linking is revived and together with point 5 reduces his burden on weather.
1. Loans of all farmers to be waived off under the principle of equality.
2. Agricultural loans to be provided at the rate of four per cent Interest.
3. Provision of subsidy directly to farmers
4. Adequate power supply for agriculture
5. Water for every field and work for every hand
6. Farm income guarantee insurance scheme for small farmers
7. Pension for old age farmers
8. Minimum Support Price for all crops
9. Minimum Support Price to be fixed after adding 50 per cent over production cost.
10. Implementation of the recommendations of the Agricultural Commission.

“Swadeshi” movement thinking is for good, but What is the guarantee that everyone will think the same. our Media is already bought and biased, Politicians having trillions in Swiss bank, Any one product other than man power Bharath have to show infront of the world or demand in the world market? Because of the policies of Government in India and the “Brown Slave”mentality even the education is influenced by Europe/West. In an school students will be knowing about Shakesphere, Leo Na Da vinci, But little known about Kalidasa or Raja Ravi Varma or Swathi Thirunaal. The “Halo” of anything “Phoren” is good & great is instilled on Bharathiya’s blood by education and TV/Media culture. Yagnavalkya has dealt with various matters, statecraft and regulations relating to the administration of a state by the ruler, pubic relationship and duty toward ruled citizens and the society, laws governing the family, and the reprimand and punishment to be meted out to the wrong doers by the authority, tempered with utmost fairness and moral justice, impartiality, equality and equity. Yagnavalkya has laid down exhaustive laws relating to loans, surety, mortgages, interest chargeable, deposit of articles on pledge, the law of evidence, the law relating to written documents, oral agreements, legal procedures on private property, inheritance and division of property among heirs, settlement of disputes about boundaries, sale of goods and articles, gifts and their acceptances, recession or return of articles purchased to the sellers, non delivery of articles sold, performance and breach of contracts, engagement between master and servant, usage and custom of a public body, payment of wages, gambling, wager and betting, defamation, assault and violence, robbery and theft, cheating, statutory regulations on forms of business similar to joint stock companies or associations of persons carrying on trade, procedure for settlement of disputes between corporations and arbitration of claims in trade etc.etc. In fact he has covered every of aspect of human life!

Nowadays there are courses on how to conduct one in interview, how to approach a GD etc etc and have a great weightage.
How many know/are taught the Nyaya and Tarkha Shastra which goes into great details on these aspects and is infact better than many of these courses. how many politics course contain tarkha shastra and artha shastra as a part of it.
I think it is high time a committe is established and bring up a coursework from 3rd to 12 th which deals with nyaya and tarkha shastra. This must be implemented by cbse and BJP ruled states without delay. Other than correcting the history, these are needed. Tarkha shastra cannot be called saffronisation.
Also history books must contain detailed chapters on history of Indian astronomy rather than a quarter page para on Aryabhatta. How many of us know about the kerala school of astronomy and how it was the backbone of many european findings. An astronomy school that flourished for three hundred years deserves no mention.

Re Taj Mahal
Shahjahan did not build it. He refurbished it with Koranic wiriting all over, and carved “Allah” on top etc. There is lots and lots of evidence, including shahjahan’s own “diary” that points to the structure being built by a Hindu king, later being taken over and refurbished as a mausoleum by the islamic king.
SJ may have chopped off fingers of the refurbishers, but I think that is a myth.
