Finally we are seeing some policy specifics emerge from Mr. Advani’s website. A discussion paper on Agrarian crisis and Agri-reforms was tabled during Mr. Advani’s recent interactions.
It is noteworthy to many of us in from the NextGen who identify with “Right of Center” positions on economic issues that the discussion included known economic liberals like Sharad Joshi.
There is quite a bit of policy detail in the brief ranging from the populist to the pragmatic. Offstumped will leave it to policy wonks to parse through the detail here. However in terms of broad ideas that can fire the imagination of a Young India here is one that stands out
Introduce measures which can help attract and retain youths in farming by making it intellectually stimulating and economically rewarding, by conferring the power and economy of scale to small and marginal farmers both in the production and post-harvest phases of farming. Each agricultural graduate should be an entrepreneur and associated public-private sector support such as creation agriclinics, e-chaupals and revamping of the Small Farmers Agribusiness Consortium should be assured.
While the viability of the individual farmer with fragmented land holdings is debatable, the vision of thinking of the farmer as an Enterpreneur has an appeal to it which if supported with the right policy framework and economic freedom could provide a roadmap for farmers to work their way out of indebtedness and a dead end future in farming.

Malnutrition: Why a rethink is needed

There is a need to re-think the government’s strategy for tackling malnutrition. At present over 46 per cent of Indian children are stunted or wasted. Although the India government spends more on child nutrition programmes than any other country in the world, in the last five years malnutrition rates in India declined by only one percent. [In neighbouring Bangladesh, malnutrition rates fell by six per cent during the same period.] Such a deep rooted problem requires a multi pronged strategy and not a one dimensional approach.
We need to improve our Integrated Child Development Scheme (ICDS) and Midday Meal (MDM) programmes so that it reaches all parts of the country. No child should go hungry.
We must ensure that the food supplied to children has the necessary micronutrients for proper physical and mental growth. Approximately 75 per cent of Indian children suffer from iron deficiency (anemia), 50 per cent get less than half their daily requirement of vitamin A, apart from very high rates of zinc and folic acid deficiency.
In this context we need to focus on food fortification which is a cost effective strategy to eradicate deficiency diseases and protect the health of both the mother and child. We should ensure that all meals served in the ICDS and the MDM schemes in the states are fortified. Existing laws mandating that salt should be fortified with iodine must be implemented. Fortifying food staples like oil and wheat with vitamin A and iron respectively on the Gujarat model is another strategy which should be considered. Dairies which remove vitamin A and D during processing should be asked to replenish the vitamins in the milk.

BJP’s Prime Ministerial candidate L K Advani has said that Gujarat Chief Minister Narendra Modi had the capabilities of becoming a prime minister and promised to implement the Gujarat model of development if NDA comes to power.
During an online chat session organised by Rediff with netizens, Advani was asked if BJP had other leaders who could don the mantle of Prime Minister. “The BJP has many such leaders who have the capability of becoming Prime Minister and Narendra Modi is one of them. He agreed that there were many leaders in BJP who were very capable,” BJP spokesperson Rajiv Pratap Rudy told reporters, quoting Advani.
In a response to another question, Advani said, “Gujarat under the leadership of Modi has become a model for all others in the country as a corruption-free state. I believe this would be one of the principal objectives a new NDA government at the Centre would have in mind.” Modi, who is considered as one of the rising second rung leaders within the BJP, has been in the thick of controversies for his Hindu right-wing image.
Advani received 11,000 questions during the one-and-a-half hour interaction, according to Rudy.
Advani replied to 35 of them.
When asked whether he felt India should attack Pakistan, Advani said, “What action precisely to take is a matter in which only a government which is fully posted about all the necessary parameters within which action can be taken can decide.”

Keshav – we should do all we can to make every one of these entrepreneurs competitive in both domestic and global markets. At the same time they the farmers have a responsibility as well to be independent and viable. The policies must strike a balance between these two. That’s my half baked thinking on this subject, I am no policy wonk, merely applying commonsense.
We have to realize that agriculture is one field that has implications far beyond mere economics of the country. Strategically a food dependent country is even worse than an energy dependent country and hence indigenous agriculture should not only be viable and sustainable but also value transforming one. Which means that extra people should be weaned away from land and those dependent upon it have to be upgraded to higher skill sets which means that educating, disciplining and scientifically managing the agricultural community of India. Our best lands unfortunately are the most lagged ones in terms of productivity while Haryana-Punjab-Eastern UP do the heavy lifting for the rest of the country.
A sensible move will be to have government appointed district agricultural development managers who are directly recruited and are answerable to the DC/DM only and should be charged with dissemination of information, active help in farm management, organizing agricultural markets and intensive use of technological resources like remote sensing/laser balancing that can boost our production several times.
@Keshav – GoI is already subsidizing agribusiness to the extent it could – case in point: fertilizers, earlier the wheat MSP. It simply does not have the resources to match Americans.
This is what’s an all style no substance policy.
Globally, agriculture has had a very limited contribution to economic development. We do have the capability to develop niche markets and in the past we’ve done so – for ex. farmers in Punjab have successfully tried strawberry farming, or for that matter, the success of Amul. But except maybe Denmark and the Swiss, very few countries have hinged their efforts on small scale agribusiness.
Two possibilities:
1. To develop agriculture, adopt the tried and tested: a pull system – first allow big business to enter retail markets, this will stimulate demand and the infrastructure to support niche farming. Small scale farmers do not have the necessary funding and wherewithal to work on their own. Scale is extremely important to counter risks and pay for the development of a cold chain.
When Yum and McDs entered the Indian market, they were importing over 80% of their raw materials. Today that percentage is drastically down as they have moved to local sourcing (We have some exotic potato species grown in India!). Imagine what the possibilities might be, if we are able to develop an organized retail sector.
2. Have Amul II (replication across states in form of offshoots like Mother Dairy is already there) – but this is extremely slow, time consuming and prone to failure. The days of populist-socialist small scale industries model have led to our current state of affairs. Time to shake things up!

Yoss: I remember MS Swaminathan praised Modi’s Govt in Gujarat for agri reform few years back. We need to dig a lot and find those linkages, what he was presented and what he said precisely.
What happened to river linking plan. Is there any mention of any plan for that in 09 LS manifesto. I think I had read about it in some Arun Shourie speech.
Also Gujarat is seeing an increase in water level because of Gujarat Government initiative to construct lot of rain water harvesting structures. These achievements need to be highlighted and may be similarly implemented in other BJP states.
I believe that BJP instead of using caste as a factor should look at voters from a professional standpoint. That is divide them into say students, housewives, salaried people, entrepreneurs, businessmen, professionals and look at the problems which each of these groups face and make policies for them. Because whichever caste you belong to if you are a professional or a housewife the problems confronting you would be the same. A housewife whehter uppercast or OBC when she does her monthly budgeting, goes for veg shopping is likely to face the same prices.
In that way they should look at farmers like entreprenuers and encourage them to innovate in crop planting etc, and draft policies with that mindset.
Just my humble opinion. Just an example.

Let us look at the statements in LKA’s discussion paper first:
1.Share of agriculture in GDP has declined to 19% last year from 50% during the 1950’s. This is good. But has the relative size or value of agriculture increased or decreased? I am sure the size of agriculture also has increased, although the rate of growth is probably very slow.
2.The ket point here is that a sector that contributes only 19% to the GDP still has 52% (70% of rural) workforce dependent on it ! This is NOT GOOD.
The aim of any common sense-based analysis should be that we need to reduce the % of people directly dependent on this sector, while increasing the output/productivity of the sector.
A realistic target for the next 10 years could be: Around 15% share of agriculture in GDP, 30% of workforce dependent on it, and the productivity/output increase around 7-8 % or more. The discussion paper lacks clarity on the aims, and therefore, I feel, is incomplete.
3.The question of food security is different.India has enough food grains in stock, but the delivery mechanism is inefficient.IMO, the Govt should just act as a regulator, and get out of actual warehousing activities.This is a complex question involving many areas of the economy, and merits its own discussion paper.
4.Minimum Support Price and subsidies – these have become tools for the political class; farmers will benefit if the price of what they produce is market driven, and any govt help should be in terms of facilitating adoption of better farming methods, water management, removing the middle layers using technology and so on..the dicussion paper again sounds very socialistic to me in this aspect.
5.Any reform in agri sector needs to be accompanied by a reform in local self govt..give the villages more powers in taxation, and let them play a role in deciding what their village needs; let them use their tax revenue first in their village, and a fixed amount can be sent upwards to the State and Union govts. This, however is a far reaching ‘rightist’ economic measure, and I am not sure BJP (or any other party in India) has the vision and guts to contemplate ‘more autonomy’ /decentralisation of power. So far, I have not seen much debate/discussion on this aspect in any BJP forum. Rajeev Gandhi and PVNR actually contemplated some measures like this, but could not see through those measures to implementation.LKA should now take the lead and energize the imagination of rural voters with this proposal.
4.’Retain youths in farming’? Why? We should actually reduce the number of people dependent on this sector, and increase the output of those who remain.
My bottomline: It is a welcome sign to see agriculture receiving attention from the BJP, but instead of a mere rehash of old remedies (which never worked and never will), the BJP must be bold (nod to Yoss), and champion true, right-of-centre thinking, in this critical sector of the economy.

I will give you an example, Nashik which is about 200 odd Kms from MUmbai, supplies veggies to eastern Mumbai. Price for TAMATAR in Nashik is around 50 paise per kilo and by the time this TAMATAR travels the 200 Kms to Mumbai its is available at 13 to 14 rupees per Kilogram.
Where’s the comparison? That poor farmer gets his AATH ANNA and goes home, so where does the difference go?
APMC chor’s loot us. LKA has to crack the whip and see to it that these sneak thiefs are put behind bars, else dis band this mechanism called APMC.

Btw, the conspiracy theorist in me thinks this way: Why has LKA been given this award NOW? Generally, life time achievement awards in any field are given to those people whose best contributions are in the past, and are effectively in an emeritus/retired state of activity.

My apologies . I have read your blog Kumar. Typo error in adding k. I dont see what is difficult in saying NO when one is aware that these channel is a hostile one and if he had refused what difference would it have made anyway? They would have given to some congresman and that would have been it.
Enough leniency has been shown to these two channels for years now and its time BJP acts tough and says openly that they are partisan.
It is a fact that in many states agriculture is no more remunerative. The present day government has neither the wherewithal nor the will to help agriculturists. Everything is viewed through the narrow vote bank perspective which is evident from the loan waiver scheme announced in the last budget. It is not agriculture nor the the welfare of agriculturists is the concern, but only their votes. Industrial development is alright, but it should not be at the cost of agriculture. India is an agrarian economy. Our primary concern should be production of enough food for our population. Prime agricultural land should not be diverted for any other purpose, whether it is for housing or industry. There should be a ban on diversion of agricultural land for any other purpose. Look at Kerala. This state imports almost all food items, rice, wheat, vegetables etc., etc. If the supply from other states is stopped, Kerala goes hungry. You can see many housing complexes coming up on prime agricultural land.
The other factor is that agriculturists do not get remunerative prices because of the middlemen and the government looks the other way. Small agriculturists are still exploited.
Marginal, small and medium agriculturists get their financial needs from local money lenders, for these farmers do not have the necessary time, expertise, and security to provide for the loans. Hence, they end up paying exorbitant interest. The loan waivers etc., benefit the rich and crooked, the black sheep among them. Government should take care of all the financial needs of these agriculturists, pay a remunerative price for their produce. If the produce is lost due to any calamity, the insurance should be paid within a set time so that the farmer is not to suffer any loss.
Our farmers are the pillars of our food security. Their need should be our primary concern. BJP should have a comprehensive plan for agriculture and agriculturists so that none of our farmers commit suicide.

More I read about past experiments I am getting more convinced that the government programs for so called poverty alleviation simply does not work. So, the comments @1, @3, @10, @11 would not work. The best government can and must do (and I wish if LKA were to articulate his thoughts this way) is to get out of farmers way. The government should only be in a business (as far as farming goes) of making sure that property rights are not violated. Making property transaction smooth and transparent (get rid of stamp duty) and making available to the public all the land records with ownership, past sales record etc.

New Delhi, Jan 24 (PTI) Lack of modernisation of armed forces due to non-procurement of equipment, need for proactive diplomacy to counter Pakistan and lacunae in intelligence gathering were some of the major issues discussed in the meeting between senior BJP leader L K Advani and leading security experts and analysts today.
“Many participants expressed serious concern at equipment deficiencies in the armed forces and the long and tardy procedures followed for procurement of equipment and stores,” BJP General Secretary Arun Jaitley told reporters.
The experts felt that controversies raised in recent years had further compounded the problem. It was suggested that a procurement set-up should be devised “which is immune from political pressures and take decisions based on holistic considerations”.
Today’s meeting was the third of such kind that Advani is holding with experts from different fields. The earlier meetings were with captains of industry and farmers’ leaders.
The meeting was attended by top retired defence personnel like Air Chief Marshal A Y Tipnis, Air Chief Marshal Krishnaswami, Air Chief Marshal S P Tyagi, Admiral Arun Prakash, Lt Gen J F R Jacob, Air Marshal D C Dhyani, former IB director Ajit Doval, former Punjab DGP K P S Gill, former RAW Chief C D Sahay and defence expert Brahma Chellani.

i feel the future government headed by sri lk advaniji should ban using agricultural land for housingpurposes.the farmers should get remunerative prices for their products.the present government loan wavier has sent wrong signals for genuine repayers.government should not think on waivers like this.
Loksabha electoral win in Gujurat and in Karnataka,also 3.5 lacs win of varun g frm. peeleebheet BJP must ponder as to where its strength and weakness lies. As a party which started its fledgling years as a political arm to RSS; when it was dependent on RSS and its Parivar for organizing and conducting grass root level politics, it has now grown into a formidable opposition party and proved that it can provide an alternative to Congress. What is clear is that if BJP has to come back to power and maintain its ‘Party with difference’ -slogan it must nurture leaders like Narendra Modi and Yeddiyurappa, Also the young leaders of ABVP who have regional presence but have national vision, in long run.
The problem with BJP is that they don’t encourage competent individuals to come above the collective organizational leadership and prove their calibre. but in this aspect they are alike to their ideological rivals – Communists. But they need to understand from the Gujarat election and Karnataka State election that a faceless campaign like the one carried by Congress is bound to fail, in spite of having lot of plus with them; like anti-incumbency, media, and so-called ’secular’ plank.
Further, the elections in India are getting more and more regionalized. This has given a breeding ground to regional leaders like Mayawati, Karunanidhi Farook Abdula. These ‘Pygmies’ have no greater vision beyond their state politics, because of which the country’s sovereignty and interest will be compromised if they have say in the policies regarding National interest. The Third Front is a bulshit mandat s proved,coalition, whose only objective is confuse the voters. As the namesake the coalition which comes third is a third front.
if BJP is to survive and maintain its stand as a relevant opposition than it has to come with vision of Hindutva and clean administration, that will yield electoral victories in future both Statewide and Nationwide.
