Connecting the Dots – Preface

In the immediate aftermath of the 11th July 2006 (7/11), serial blasts in Mumbai, writing on the Prime Minister’s response, Offstumped had on 13th July  said 

 In his entire address Dr. Singh makes no mention, none whatsoever about what is the nature of the terrorism India is now facing…Dr. Singh is in complete denial about this new brand of terrorism that has started to show its face over the last six months….Dr. Singh neither showed the courage nor the intellectual clarity in his address to the nation, to call out this new form of terror for what it is and. That it is no longer about Kashmir, it is no longer about Maoist revolution but a new brand of Islamic Terrorism with no apparent political objectives but with the clear anarchist aim of destabilizing our democracy and striking at the way of life

Two years later in the aftermath of the 26th November Mumbai Attacks, Offstumped once again reiterated that

Offstumped believes that it is critical for any strategic response to accurately define the enemy ….

define the nature of the War that was thrust upon us …

nature of the enemy that has called this War on the Indian State….

It seems Offstumped is not alone in asking these questions, Mr. Raman seems to have done exactly that with similar questions.

For the last 10 days Offstumped has been reflecting on the events this past month and has painstakingly gone through every publicly available story on acts of Terror in the past few years to connect the dots.

Having connected the dots Offstumped has come to the conclusion that India cannot win its War on Terror without “accurately defining the enemy” and more importantly India cannot win its War on Terror if there is no Dharma in how it goes about “defining” the enemy.

Over the course of this series of posts Offstumped hopes to share the thought process behind this connecting of the dots, the conclusions it leads to and a hypothesis on where India needs to focus its attention if it wants to win its War on Terror.

So where does one begin to connect the dots ?

Should we go back all the way to 1947 as the latest e-mail from the terrorists wants you to or Should we go back to L.K. Advani’s Rathyatra as Congress General Secretary Digvijay Singh wants you to ?

Alternately should we go back to the hijacking of IC-814 to Kandahar or should we go back to the many fidayeen attacks during the Vajpayee government from the december 13th attack on Parliament to the attack on Akshardham ?

Should we go back to the 1993 serial blasts in Mumbai or to the smaller scale serial blasts in multiple trains in the same year ?

Were the Diwali eve serial blasts in Delhi the beginning of this chain of events or the Varanasi blasts as the Indian Mujahideen email sent after Jaipur claims to be ?

Were all of these events orchestrated by the same controlling entity or were they independent efforts by entities that shared a common pool of resources, sponsors, recruits and objectives ?

To develop a coherent hypothesis that allows for a meaningful connecting of the dots, let us agree on a few things:

#1 – Fidayeen attacks or blasts inside Kashmir, Maoist attacks in the hinterland,  assorted separatist activities in Assam and other North Eastern states while contributing to the general objective of weakening the Indian State by a “thousand cuts” should be considered as a ancillary to this analysis and not the primary focus

#2 – One off, low intensity, low casualty incidents on targets of no strategic significance and with either no claims or doubtful claims of responsibility should also be considered as not the primary focus

#3 – Incidents with a clear objective of maximising Muslim Casualties, while likely having a significance will be treated as a sub-text that may ultimately fit with the overall narrative

If we apply these ground rules we are left with major incidents that have occurred in the hinterland (Major states minus Kashmir, minus Assam and North East). From this list if we eliminate all events before the 1993 blasts and eliminate Kandahar for its limited objective of securing the release of specific individuals, we are left with a chain of high profile fidayeen attacks with claims of responsibility which morphed into a chain of serial blast attacks with no claims of responsibility initially before culminating into the deadly cocktail of mass casualty attacks.

Connecting the dots from this chain of incidents leads us to this 6 post series from Offstumped.

    A few stray comments -

    Media in Pak is as unreasonable as Indian MSM
    Both are acting essentialy against the interest of respective nations by resorting to untruthful reporting, sensationalising and spreading propaganda.

    So who benefits?

    Anti-Americanism is rampant in the media.

    But Anti-China comments are not seen.
    Anti-Naxalite comments are not seen.
    The WB govt under commies was let off easily for what it did in Nandigram and for its loss of face in Singur.
    Kerala, another state under commies is lauded for its health care system and literacy, but its dismal industrial situation as a result of labour activism is suppressed.

    In Pak, latest developments indicate that even Pak Army and ISI is not in full control of the situation.

    There is one country who benefits from weakening India and Pak and that is China.
    India and Pak being two of the largest countries in Asia, if both go weak and are fighting with each other, China becomes unrivalled.
    And that is what is happening.

    I think the unseen hand behind the media, in both countries is of China.

    Maoists have taken over Nepal.
    Tibet is already with China.
    And China has already done enough regarding Arunachal that Chinese aggresssion on it sometime in the future appears inevitable.
    Only, India might be too pre-occuppied with Pak then to be able to repulse it, or India may be too weakened by then due to internal strife and lack of direction from Centre.

    Perhaps, like the Malegaon blast probe took all the attention of Mumbai ATS to allow Pak terrorists easy access to mayhem in Mumbai, Terrorism fostered by ISI may be occupying our intelligence agencies to saturation that we may not be adequately prepared for a Chinese aggression.

    The US, weakened by war on terror and economically dependent on China may not act the policeman India would expect it to be in such an evantuality.

    In Kerala they have branches for LET and also they recruit misguided muslim youngsters from Malapuramm & Palakkad Dist… and this commies give support.. politicially, and the police officials most of them are Jihadi supporters.. lot of youngsters and their LET Jihadi leaders arrested in Kerala recently. totally our country is a mess like Pakistan..because of Politics and Politricks & what not?

    Okay, let me connect some dots.

    Our external enemies – and maybe even our internal ones – recognize that India’s newly powerful economic growth has a potential to be a game-changer that puts us far ahead of them. So Pak for example cannot afford to merely hit us in Kashmir, which is of little significance to the Indian economy. If they were to continue on as before, only hitting us in Kashmir, then the overwhelming bulk of our economy would continue to grow in the meantime, allowing us to quickly outclass and defeat them.

    So they feel they have to get us everywhere. They have to make everyplace in India like Kashmir. Such a strategy would only lead to the destruction of the Congress Party and the political space it operates in, so it’s therefore ironic that the self-centred survival-oriented Congress would be so slow in catching onto this. If they’re too slow to figure this out, then that’s fine by me, because according to my thinking their demise is long overdue.

    It’s also rather inconvenient for Pak that they’ve embarked on this new intensified all-India strategy right at a time when they’re upto their necks in US demands over the War on Terror. Because obviously the US doesn’t want Pak to be pursuing a war-mongering maximalist terror strategy that provokes all of India, when it needs Pak to be focused on the War on Terror.

    And this is why the US will have to perform a deep root canal operation to uproot ISI, because this minimalist tolerant approach towards ISI will only allow them to keep undermining the War on Terror until it becomes non-viable. The US simply can’t count on restraining India forever, in the face of repeated and escalating provocations. At some point the atrocities will become to great, and AlQaeda/Lashkar/etc know this.

    Abt PRC:
    I doubt GoI is unaware of the PRC threat. Prob is we aren’t yet ready to take them on should they rapidly escalate to invasion level like they did in ‘62. Only after a credible sub based N deterrent is deployed can we call their bluff with any conviction. Discretion is the better part of valor. The urgent activities all along the Tibet border indicate GoI awareness and attn, IMO.

    Abt Pak:
    Its more a pawn than the puppeteer. Its jihadi spawn are spinning outta ISI’s control too, seems like. It will have to be balkanized, no other permanent solution will do.

    While we are pre-occupied with China and Pakistan we ignoring the game CIA is playing in india. All of rural India is affected by Christian evangelism. How this will play out in future is anybody’s guess. At least in tamil nadu in the past two days LTTE men have been caught. Their Christian backgroud is there for all to see. By creating distinct religious identities INdia could be balkanized. At least that is the objective. World Vision is active in of all the places in Pazhani in TN. I know once Sonia & CONg is out of picture the pace of conversion will reduce however that wouldn’t be a long term solution.

    How symbolic and pertinent that I am writing about Clash of Civilizations along religious identities on the day when Samuel Huntington passed away. But the irony is his proposition is being played out in every nook and corner of this world. My guess is Israel will be the flash point. Let us wait and watch.

    It is therefore essential to understand the impact of religious politics in India and stop acting naive(Secular).

    Biggest danger is from evangelists – who are just a neo colonialist tool.
    World vision is an arm of Western neo colonialism. You can see the impact in Korea and SOuth America (where they operate in strategic mineral rich areas)

    Also regarding Sonia encouraging the types of World Vision – it is not very clear. Remember Sonia was born a catholic and World Vision is an evang protestent org. Only recently do the two have a very uneasy truce. In the past there was a lot of antagonism. The Vatican does not like these guys because they poach on their territory (South America). Additionally, these guys flourished during BJP rule as well (Joshua Project)
    My theory around Sonia is that she is totally sold out. Her affiliation is not to any religion but moolah and whoever can blackmail her well and proper (with her dubious background etc). If Hindus could blackmail her and give heftly bribes, she would be supporting Hindus

    I think your attempt to draw an historical analysis for the causes is a good attempt. YOu howver need to start a few centuries earlier and see how islam spread and you will see that todays actions are the same albeit from a cowardly enemy as islam is no longer the military power it used to be.

    Good positive thoughts. I think we all should stop cribbing aboput the problems and satrt work on the solution. The ekal guys are doing a terrifc job. Support the guys they need sponsorships. They have about 500 unsponsored schools. each with an annual budget of 16K. If we are interested and want to do a bit more than crib, the unsponsored scools will get sponsored overnight. A bit of good work goes a longer way than a lot of hot talk!!

    Please read the PDF “Give Peace a Chance” by Dr Narayanan Komerath in the link below. Narayanan has been keeping tabs on (and analyzing) Pakistan and its actions, plans, causes, compulsions etc. for a couple of decades. In addition, Narayanan is very funny, and his papers are basically the distilled wisdom of Bharat-Rakshak, on which he has been a regular. As such, the PDF very readable, and far from dry intellectual work.

    The Transcendental Temptation: A critique of the religion and the paranormal by Paul Kurtz , a Secular Humanist.

    In this book, there is a chapter on Islam, read it. Paul is no Islam bait-or (He has also torn apart Christianity and Judaism in this book), But he very beautifully tears apart the religion of Islam, Its falseness and duplicity and very beautifully explains the crookedness of its Prophet.

    IMO the Islamist terrorism that India has faced is a consequence of (often ideologically-motivated) statecraft being pursued by Pakistan, with, of course, tacit Chinese approval (for now).

    What probably started out as a covert weapon to keep a more powerful rival enfeebled, has over the years morphed into a policy grounded in Islamist ideology. As expected, the history of the subcontinent (incl. the recent past and the Afghan civil war) often comes in handy to these ideologues.

To connect the dots we have to separate the incident planners and conspirators, incident makers ( those place bombs, send e-mails, make bombs etc.), incident supporters (giving shelters, buying Simcard, facilitating transporting etc.,) post incident supporters (media, human rights, politician). We can classify them as tiers: The top tier mostly based in Pakisthan. Now what motivates them the ideology of Pakisthan motivates them ie., Hindus and Muslims are two nations (or is it civilisation) and Muslims were ruling Hindus prior to British and we should get back to the days of glory. This can be destroyed by tenacity and ultimate annihilation. This will take place in History. See the history from Mohammed bin qasim to this date At one point of time Allauddin Khilji had his islamic empire upto Rameswaram in the south and virtually the whole of India. But today islam is restricted to the western and a small eastern pockets. How did this happen? We remained steadfast to the ideology of diversity of castes, language etc with adherence to a common culture of belief in the freedom of diversity. This will destroy the semitic religions’ ideology of one religion, one god and one method of worship and one culture. This has become a big post. Let me talk about other vestiges in my next post.

    You’re onto something here.

    A cursory analysis of other countries’ anti-terror response reveals that you need to get three things right first; everything else is immaterial

    1. Identify your your enemy clearly, and assess the threat they present. The US9-11 commission explicitly lists the enemy as not just Al Qaeda but as ‘islamic terrorism’; israel explicitly lists the hamas and hezbollah as theirs.
    Manmoham and co dont have the guts to say LeT etc. Minus one for india already.

    2. Realise that terrorism — especially of this magnitude — is not a law and order problem, but an act of war.
    Kasab is hence not equivalent to a pick pocket, he’s a captured combatant and a war criminal (due to his murder of civilians).
    He should not be tried by civil laws applicable to indian citizens but by military laws.
    This also has implications for intel, counter terrorism and vigilance

    3. Realise that this is an asymmetric war — hence you have to use guerilla tactics on terrorists (including, but not restricted to pre-emptive strikes, special strikes, taking out of supporters etc.)
    Minus one for india yet again.

    Without these ideological shifts, things like the NIA etc are just a waste of money and effort.

    Any doubts as to why we’re losing?

    I think we should start connecting the dots from the day from which the hydra headed monster started its attack on India – the times of Ghaznis, Ghoris, Timurs, Mughals et al – for looting, murdering, converting people taking inspiration from the so called ROP to make India an Islamic wasteland. It never stopped. Slogans like” Muslims are a separate nation and cannot live with hindus” culminated in the vivisection of this nation on the basis of religion. But blowing its own trumpet of secularism of the worst kind the Congress made the hindus scapegoats for the continued attack on the hindus. In the eyes of Congress the lives of Indian citizens, especially hindus, have no value. It can be trampled upon and exposed to all kinds of risks for few votes. The Congress allows illegal infiltration with open arms and does everything to prevent deportation of these people. This growing volcano of this fifth column is the vote bank of Congress.

    So as to balance the repeated bomb blasts by the terrorists from outside and inside, the Congress, instead of stamping out the menace once and for all, is trying to prop a mirage called Hindu or Saffron terrorism. See their vigour in the Malegaon probe where the ATS and Police spent over 80% of their resources while the Pakistani terrorists had a field day in planning and executing the gruesome Mumbai mayhem. Even if it is not deliberate, the authorities should be made answerable for this great lapse. It is evident that Congress wants to please its Muslim vote bank by propping up a hindu terrorist bandwagon and in its enthusiasm they left a vacuum which the jehadis used to the maximum.

    But the Congress did not leave at that. See Antulay, Digvijay Singh & Co., are saying. Are they not directly helping Pakistan. We have so many bleeding hearts for Pakistan in politics, media etc. etc. But whether we should continue with any kind of dialogue or for that matter any kind of relationship with this rogue terrorist State called Pakistan is the mute question. The so called civilian rulers are just puppets in the hands of the monstrous army and the evil organization called ISI. There is no point in talking to these puppets.

    There is no point in war mongering either. We cannot go for a war, especially with a rogue state like Pakistan. It will be suicidal. The only alternative will be to give them back in the same coin. But Congress with its dirty politics of appeasement cannot do anything. Almost all our political parties are just playing politics making apt the statement”politics is the last refuge of scoundrels”. But as far as our country is concerned, fortunately or unfortunately, almost all scoundrels have taken refuge in Congress. Wish all our political parties think of our country’s interest at least once and do something to stamp out the terrorist menace with a firm hand.

    As expected BJP won all the seats in North Karnataka (Hukkeri, Arabhavi, Devadurga) and coastral karnataka (karwar).

    In south Karnataka BJP is leading in Turuvekere and Doddaballapur.

    Congress is leading in Madhugiri(Kumaraswamy’s wife trailing).
    JD(S) MLA’s wife is leading in Madduru.

    All Bye elections are passing interest since BJP has now a clear majority of 115 seats. Out of 8 BJP may win 6 and JD(S) may win 2 leaving congress with 0. That will be a deadly blow to congress. Probably Siddaramaih may leave congress( a leader with some following). I expect BJP to win 20 + seats out of 28 in next lok sabha election.

    …Definitely winning back the two Jammu seats as well. Might rope in the independent from Ladakh on their ticket, too, or so I’ve heard.

    A lot of holes in NDA 2009 strategy, but being optimistic can’t hurt, right?

    Significant pointer to Loksabha elections.

    Congress would be hard pressed to retain 8 loksabha seats it has in Karnataka. The tally may fall to 3 or 4.

    It will have significant effect on neighbouring Maharashtra with 46 loksabha seats where congress has 23 seats.

    Maharashtra is surrounded by Gujarath, Madhapradesh and Karnataka.

    Even the most optimistic congressmen would be hardpressed to see congress + plus NCP to be more than 16 seats.

    The most optimistic scenario for congress in the next parliament would be hard pressed to retain 3 figure if toll comes down from Andhra Pradesh.

    Way to deflate congress as the year ends.

    This is an article showing how militants operate.

    I seriously hope that as Yoss is doing Pakistan also starts connecting the dots for its own good. To bleed India they supported the terrorists who have become a gangrene of Pakistan. It moved forces fighting in the western border to eastern border, but seems like they may not have any border on the west to return to.

    Even after seeing all this if the Kashmiris do not realize what is in store for them if they join Pakistan then God save them. Same applies for muslims in other parts of India who are so infatuated about the idea of puritan islamic state.

    When asked about the reasons for delay in sending the proposal to the Union Government, the officer said it was to be done by high level officials.     I completely cponcur wioth Ajay. The principle is complete development. The BJP should outline an economic policy. I’m aware that some of the people here don’t like chidambaram. But, the fact is that, Industry is more comfortable with the chidambaram – Manmohan singh duo as opposed to Yashwant sinha.

    One economic incentive for the BJP should be a promise of affordable low cost housing. Today, in metros and Bangalore/Hyderabad, getting a flat for 15 – 20 lakhs is a dream . there is not a single flat for anything less than 30+ lakhs. That kind of affordability is impossible for an average middle class person in such places.

    The BJP should stress on affordable housing possibly with plan for a brillinat tax structure, ex. 2 % taxes for loans less than 20 lakhs. This will boost the industry for housing to produce low-cost houses.

    This might actually revitalise the economy. since housing/construction is the key to actual industries like iron & steel / cement etc..

    Yeddy started his political career decades ago with the jan sangh. Time BJP recognises contributions of character-heavy people who have been with the party since years and not opportunists whilst distributimng tickets. Also, doesn’t mean have tired horses like VK Malhotra as CM candidates. leadership should always have a fresh and active tinge to it.

    Digvijay Singh has stated that the Pakistani terrorists asked for release of certain terrorists. The people should be made to know who were these terrorists whom they wanted to be released. If at all such a request was made why the government chose to sacrifice over 180 precious lives of its citizens instead of negotiating with them and trying to rescue the lives of citizens. It is time somebody should take the government to court to answer for the lives lost in the Mumbai mayhem.
