As the debate in parliament progresses on the two bills for creating a new national agency to investigate and prosecute terror and for new legal provisions to bring terrorists to justice, it is important to belabor the question at the risk of sounding redundant
Where does the buck stop on Terrorism ?
To better appreciate this a simple reading of the mission statement of the Department of Homeland Security, as prescribed in the bill to create it in the United States, is in order.
The primary mission of the Department is to-
(A) prevent terrorist attacks within the United States;(B) reduce the vulnerability of the United States to terrorism; and
(C) minimize the damage, and assist in the recovery, from terrorist attacks that do occur within the United States.
(2) In carrying out the mission described in paragraph (1), and as further described in this Act, the Department’s primary responsibilities shall include-
(A) information analysis and infrastructure protection;(B) chemical, biological, radiological, nuclear, and related countermeasures;
(C) border and transportation security;
(D) emergency preparedness and response; and
(E) coordination (including the provision of training and equipment) with other executive agencies, with State and local government personnel, agencies, and authorities, with the private sector, and with other entities.
The mission statement is not just clear on where the buck stops in preventing terrorist attacks it also makes it clear that fighting terror is not just about what happens after the fact but pre-empting what is to happen, before the fact.
This is exactly the kind of mission statement one hopes to see from the government in articulating a vision and mission for how the National Security Architecture will be transformed but alas we are still debating what we will do to clean up after the next terrorist strike and in all likelihood we will feel good and move on once that debate is over.

I wonder if all the major contributors in this blog like Bharat, Gujjuman , kng iyer, KSV Subramanian, Ot, Shaan, rationalist and counterview know Yoss already .I am also given to understand that all of you stay at US currently employed in Big US IT/Finance Corporations.
The avaerage age of this core contingent should be around 30, just like mine and I really appreciate your initiative and zeal towards the larger ideological goal, a strong, prosperous and self-confident INDIA.

These are the sites which serve as the meeting point for most Nationalists here (US) and many from Bharat. And there Nationalists from other countries too..
There are many sites that have spun off from these (not to say that there were none before BR and IF came along). People have been engaged in spreading real info about Bharat, its Dharma, culture etc, dispelling myths, etc. BR has a readership that includes lots of big nationalist names in India.
Changing perception of Bharat in Bharatiya minds is more important that forming political parties. The former will give lasting benefits, that latter will give short term gains. Now, strengthening BJP and rooting out Kaangress-psec parties is the immediate need, but the long term need that has to be fulfilled to lend permanence to any political change is changing Bharatiya minds.
If people know what Bharat is, ie the reality, then they would never vote for videshi/vidharmi parties (except for personal reasons, such votes would always be a minority). And believe me, the change in the Bharatiya mind is happening, though slowly!!
Although it is important not to belabor the point mentioned above, a vigorous debate is essential to make sure that innocent civilians are not swept up in the frenzy of lock ups that might follow once the bill will be passed and enhanced powers are written into law.

Antulay’s voters don’t care or worse, agree with his slander. Spreading awareness about Antulay’s malefescence wouldn’t stop Antulay from getting re-elected but the hope is it would stigmatize his presence enough in better company.
Sadly, it seems unless the Indics vote more strategically (like the abrahamics routinely do), there is little to no hope. And even where the Indics have voted strategically (such as in Assam) due to horribly deteoriarating circumstances, the psecs have managed to turn the tables around by encouraging humongous BD infiltration.

Whatever this Antulay has uttered today is very much disturbing. He is just playing into the hands of Pakistan, perhaps deliberately. Pakistan says that the terrorist caught by India is not its citizen. Now this man Antulay comes out with a new twist, rather a new theory. ” There are more than meets the eye in the killing of Hemant Karkare” he blabbers. Then he adds “who sent him in this direction (may be in the direction of terrorists)”. Perhaps he is in full knowledge of who sent Karkare in this direction. This matter should be thoroughly enquired by conducting a narco test on Antulay.
From whatever is uttered by Antulay it seems he he concurs with the views of Pakistan. Kasab is not a Pakistani. The killing of Karkare is at the behest of someone else (he is trying to attribute the killing to some elusive hindu terrorist). So now Pakistan can start their work quoting our Minister Antulay that the entire mayhem committed in Mumbai is not by anybody even remotely related to Pakistan. Now what should we construe about this man Antulay. He is helping Pakistan directly or indirectly in its efforts to wash its hands off from the mess it is in. Then what should we call him ?

Yossarin: How can it be said that the probe against AN Roy and Gafoor is a knee jerk reaction and tantamount to witchhunt. AN Roy, it is said, is a political appointee of Sharad Pawar. It was also reported somewhere that Gafoor was sitting in his Air Conditioned Car or Control room instead of leading his forces at the site of action. The government has ordered a probe only. Every person should be made accountable for his action or inaction. Otherwise the entire system would collapse. Whether the government is incompetent or not is a different matter. After all there were intelligence outputs. What these police authorities did or fail to do to prevent the horrible incident should be enquired into and the responsibility fixed and action taken. If found guilty of lapse they should be dismissed summarily. Persons in authority should either perform or get lost.

My take is Mr. Tata is repeating his Singur mistake here. As the numero uno business leader in the country he must get engaged in the political process like a Soros or Buffet rather than sit out and cut private deals. Jamshedji Tata and JRD went beyond their business interests to contribute to the National Interest. Ratan Tata would be doing a great disservice if he doesnt take that legacy to the next level to get directly engaged in the political process.

It is very difficult for you to keep yr business interests and politics seperate from each other.And also it is a question of ethics – i have some regard for Rahul Bajaj – he being the one who speaks his mind – in general; i do know tabout the value system of the squirms like Rajeev Shukla and Amar Singh – the others no idea.

When a person like TATA is taking such an extreme step of going for his own private security, that should ring alarm bells. He has got enough pissed off with our system that he wants to protect his assets on his own.

The biggest lacuna in NDA’s record of fighting terrorism was that it did not proceed with the action required on several “mini-Pakistans” within India, particularly after the Parliament Attack when the iron was hot and they would have got support from other political parties on the issue.
We first need to clean up our own backyard before we think of taking military action against Pakistan. For the moment, we could cut-off most of our diplomatic relations with Pakistan and try to ostracise it in the Global fora.
But first we need to clean out our own “mini-Pakistans” all over the country ! This would be a strategy which we can implement and to good effect. Most cross border terrorism happens with support of local sleeper cell and by destrying the support base in India – we can dramatically reduce the terrorist activities in our country !!
