On 23rd November the Prime Minister indulged in some sunday levity announcing a 100 day roadmap to fight terror
3 days later on 26th November, as if on cue, War was waged on Mumbai to remind the Prime Minister that terrorists neither have the patience nor the time for indulging him
5 elections and a parliament debate later, we are now told that the Prime Minister is finally going to move on the creation of what is being called the National Investigation Agency
We are also told that bills for this purpose will be introduced in Parliament.
The Prime Minister meanwhile speaking in Parliament during the debate on the Mumbai attacks had promised 3 things
-
- Dealing sternly and effectively with the epicentre of terrorism, which is located in Pakistan
- Effective steps not only to bring those responsible for the Mumbai attacks to justice, but also to ensure that such acts of terrorism do not recur
- The Mumbai incident has highlighted gaps in our preparedness to deal with these kinds of assaults. We need to equip ourselves more effectively to deal with this unprecedented threat and challenge to our country’s integrity and unity
Now that the customary notes of political consensus have been rendered and the Congress party spokesperson are back to scoring brownie points in daily press briefings, Offstumped would like to ask of the Prime Minister on how many day a deadline is he willing to commit to deliver on these 3 promises ?
Shall we reset the stop clock and begin the countdown again Mr. Prime Minister ?

AHMEDABAD: In her new home in a narrow bylane of Ahmedabad, Madina Pathan (25) has no idea she has kicked up a storm with her deposition before the Supreme Court-appointed Special Investigation Team (SIT) probing the 2002 Gujarat riot cases.
While an affidavit in the Supreme Court stated that Madina, then a young bride, was raped and stabbed by rioters at her late husband’s house in Naroda Gam, she has told the SIT she was stabbed but never raped. She said she had no idea what was written in that affidavit since it was in English which she could neither read, write or understand.
“In those days, some people used to come and question me. There used to be a Nanu Miyan, I would go to him with the other victims,” Madina told The Indian Express. Nanu Miyan Malek, a Naroda Gam survivor on whose affidavit the Supreme Court appointed the SIT to probe some of the riot cases, says Madina is not lying. “Madina was stabbed in the stomach but no one raped her. She stayed with us in a relief camp for nearly six months,” Malek said.
Malek said the affidavit was “fabricated” and had “incorrect” information. He alleged it was drafted in English without his knowledge by Rais Khan, coordinator of the Citizens for Justice and Peace (CJP), who made him sign on the affidavit. “I had mentioned this in my statement to the SIT too,” he said.
But Rais Khan claims it was CJP secretary Teesta Setalvad who sent him affidavits for signatures. “Teesta Setalvad used to send me these affidavits through e-mail. I used to take printouts and get them signed after calling the persons concerned to Shahpur. All these affidavits were drafted by Setalvad along with some legal experts,” Khan said. When contacted, Setalvad declined comment.
According to Malek’s eight-page affidavit, Madina, then the newly married daughter-in-law of his neighbour, was attacked and raped by a Hindu rioter. The affidavit was appended to a petition which the National Human Rights Commission (NHRC) and CJP had jointly moved before the Supreme Court in 2003, seeking a CBI inquiry into the riot cases on the grounds that the Gujarat police was trying to scuttle investigations into these cases.
Madina’s husband, mother-in-law and two brothers-in-law were killed in the attack. She later married one Rafik who now works in Saudi Arabia. She has a three-year-old daughter.
Madina deposed before the SIT on May 20 this year, stating she was never raped. “Jab Gandhinagar ke bade saab ne poochha tab mujhe pata pada ki pehle court mein aisa likha hai. Mera to kabhi balatkar nahin hua tha (I realised that this was written in the court paper only after the official in Gandhinagar (SIT) asked me. I was never raped).”
She says she received Rs five lakh in compensation which she deposited in a bank. In her statement to the SIT, she said she never identified any of the attackers, neither had she said so in any statement anywhere.
I think you should have instead asked, “how many times a day is he willing to commit to such promises?”
Because these guys make these “vows” all the time. It’s merely a figure of speech to them, and not any kind of serious undertaking.

This is the point. The Government would seek to move a bill today/ tomorrow in Parliament. There will be the huge uproar of the SP, Marxist variety and then the bill will be sent to parliamentary committee for deliberation. The matter will be deliberated. There will be elections. Cong would say they are acting tough by proposing legislation for middle ground Hindu votes, say that the stringent provisions would be deliberated and removed for middle ground muslim votes and nothing has been done yet to get the hard core muslim votes. Any how hardcore hindu vote is a minority as we have seen in Delhi. The real point is have the Congress people decided to fight terror apolitically. This means the priority is to rid of the menace whether I win elections or not. Even BJP which cries about fighting terror is yet to make up its mind to fight terror apolitically. This is the real fact. Why did they keep silent during the 60 hour ordeal except for a new noises here and there and why did they suddenly go into the shell thinking that the aggressive articulation may cost them votes. If such aggressive articulation is necessary for the fight irrespective of the political fall out you should do. Leaders should lead and not be led by the crowd. It is true that in a democracy the crowd leads you to the seat of power but we need a leader who will articulate and make the crowd follow him in the fight for terror. IMHO both Manmohan singh and Advani are failing the nation at this crucial juncture. We want leadership. A Leader should not look behind but forward. If a leader looks back to gauge the number of followers he has on his mission he cannot fight the enemy who is in front. It is not the strength of the crowd behind him which is relevant it is the strength of the dharma behind his principles that will decide victory. The famour Yaksha Prasna in Mahabharatha contains this truth. Yoss will bear me out on this since this posting is quite lengthy.

The left has opposed the new law stating that it will oppose any draconian law which is similar to pota.

No bowler in Congress is capable of bowling out BJP. The possibility is only of a hit-wicket like it happened in some states in the assembly polls,” Advani told a meeting of the BJP Parliamentary Party meeting in New Delhi.
Advani, the party’s prime ministerial candidate, also asked leaders and cadres to focus on corruption under UPA regime along with issues of terrorism and price rise in the run up to the Lok Sabha elections.
The senior leader said the BJP failure in Delhi was primarily due to ’selection of wrong candidates’ while it was ‘internal contradictions’ in Rajasthan.
“Although terrorism and price rise would remain an issue, there is also a need to take to the people the issues of corruption under the UPA regime and more specifically the cash-for-vote scam,” he said.
According to BJP sources, the saffron party, which has failed on terrorism plank in the Assembly polls campaign, is planning to rake up corruption and equate it with Bofors scandal during the Lok Sabha campaign.

There has never been in any doubt that the UPA Govt views anti-terror actions as being anti-Muslim, and therefore is worried about alienating the Muslim voters.
The 100 days deadline announced by the PM is just empty rhetoric.
The Congress strategy now seems to be:
1. Externally, put diplomatic pressure on Pakistan and be painted as tough by friendly MSM.
2.Seek US help to extradite atleast 1 or 2 LeT leaders/operatives, and talk it up as a major victory.
3.Give sops to some sections of the voters, especially the unemployed, by pushing the PSUs to go on a recruitment drive (LIC, SBI, Railways).
4.Bring down prices of essential commodities while ignoring the long term repurcussions.
5.At the centre, and in states where Congress is in power, they are trying to clear as many files as they can, to ensure that money is taken out of public coffers, and handed over to people who could tilt the scales in important constituencies.
Question: The Congress is very cynically, in a calculated way, going about setting the pieces for the coming electoral war.The question is not whether the PM is aware of some of these strategies. The question is, whether the BJP itself is aware, and what the BJP is planning to do about it.
So far, I see the BJP and its allies being in a reactive mode still. They need to become proactive and raise important issues.
In AP for instance, inspite of the umpteen corruption charges against YSR, and the real estate scams, the BJP is silent and refuses to attack the govt.
At the centre, the BJP has failed to identify and highlight even a single major scam.Don’t tell me the UPA govt has provided us with a clean administration so far?
Terrorism as an issue does not resonate with the people.Hindutva issues also resonate with the people.But these are not issues that could win the NDA the next election.
If the BJP succeeds in highlighting the failures of the UPA govt w.r.t. the economy, clean govt, education and healthcare, infrastructure etc., (the bijli, Sadak, Pani issues), then terrorism issue will add value and be like the icing on the cake – the last straw that broke the camel types.
But if you always talk about govt’s failures in eliminating terrorism, UPA will happily score brownie points by pointing NDA’s failures on that front. And they will also take the development plank.

Also, I heard from reliable sources over the weekend that in AP, the govt obtained intelligence reports on its electoral chances.They were told that, as of now, the Congress will get around 25 LS seats in AP (out of 42), and a simple majority in the Assembly elections.They have identified weak constituencies, and if the buzz among chota politicians (from all parties) is to be believed, a sum of Rs. 1 crore per local leader is being offered.
TN: Expect an important development just before elections regarding the LTTE/Sri Lankan issue, that could create a swing in favor of DMK/Congress alliance.
There is also unconfirmed word from chandragiri that the local congress MLA candidate is ready to spend Rs.10,000+ per vote. Chandragiri is a small village in Chitoor. Wonder whats the situation in other parts of AP!!!

Rumors floating around (in fear-mongering circles, no doubt) that the proposed bill shifts the burden of proof onto the accused and accepts confessions as evidence.
Hugely unlikely to be true but if true, goes way, way beyond POTA. In fact, I would oppose such provisions that can then be used by ruling parties to arbitrarily arrest, force ‘confessions’ out of, try and imprison inconvenient but perfectly law-abiding political opponents.
But again, like I said, its probably fear-mongering with no basis in reality. We’ll know soon enough.

Agree 100% with your comments.
1. People must see what BJP would DO (not what Congress has done wrong) – LKA’s autobiaography is plush with such examples – be it NE terrorism, corruption fight and water, road facilities. Indeed, its surprising how UPA with such stalwarts of cynicism as Lalu with them, haven’t found anything in corruption of 1998 – 2004 rule of NDA
2. BJP should avoid “punchlines” to be “main campaign” – and it is quiet confidence that it should exhibit as “govt in the waiting”. Why they can’t say – we accepted a 1 vote defeat in 1999 but did not pay a dime, and look at what MMS govt has done! I also like “price comparison” of basic commodities – the big banners they put out on the railway stations
3. Manage the media. After Pramod Mahajan (who I guess overdid it a bit) – BJP has no one who can do this. It has been a lacuna in RSS strategy (due to “Lok Prasiddhi Paranmukh” – which helped them fly under radar screen of Imperial rulers, but haven’t helped them starting 1948.
4. start acting as a winner – I remember Pramod Mahajan’s comment in 1996 vividly. He was asked after Vajpayee could not gather majority as to why he said he was confident. He said – Obviously because I was sill working on it, shd I admit to you from day 1 that we’re not going to make it?
Thinking from position of strength even when you are not in that position, is what separates winners from losers.
Again and again we fall into the trap of winning the election. Which is our means and which is our end? We need to get this clear. If fighting terrorism is our means to get BJP government in at centre then I am against that. If voting BJP is the means to fight terrorism then I am willing to consider is what hardcore BJP supporters feel. The problem with BJP of 80s and 90s and BJP of 2000s is that while the former fought for issues which it considered as dear and incidentally ended up to rule. However the BJP especially after 2004 runs the party on the basis of SMS polls of MSM and surveys credible or otherwise. In this approach you end up with so many issues and you look pathetically power hungry and makes even some hard core supporters to think that these issues are only a ruse for attaining power. In my humble opinion BJP should have focussed on Terrorism, infrastructure development and criminalisation of politics come what may. Even now every move of theirs should be to focus on terrorism. If you jump from one issue to another just to gain power you will end up with losing power also by machinations of an incompetent Government which in its last days pretend by shedding crocodile tears (like the spate of resignations and the apology of an apology by PM). Immediately after the Mumbai Blasts in 2006 they started by focussing on the revival of terrorism but their fights are as reactive to blasts as that of Shivraj Patil’s dress changes. Just think gentlemen if BJP had not lowered its guard on its focus on terrorism after MUMBAI blasts 2006, by morchas, satyagrahas, meetings etc., may be some of the blasts would have been prevented and would have saved lives which are more important than some x,y,z gaining power. Now if based on MSM or page 3 views or the purported loss in assembly election (which I do not believe as a loss) the fight and aggression on terror is lowered guard we are going to fail in the fight against terrorism.
There are two intermeshing issues, and the BJP is ahead of UPA in both (**marginally ahead on some of the sub-issues listed, very much ahead in others**):
- proactive measures to prevent terrorism (POTA, prevention of development of SIMI type modules which execute some of the terror, and aid the rest)
-ending appeasement of minorities, abolishing 370, bringing in UCC, stopping conversions (at least BJP makes noises about these. UPA actively opposes any change in status quo; and actually tries to increase appeasement and conversions)
That is why we need to vote BJP. Not that BJP will erase terror-related issues right away, no way; things will slowly get better. But UPA would definitely make all problems worse, and some will get worse very quickly.

My question:
Why did BJP chose so many wrong candidates? BJP didn’t lost Delhi by 1 or say even 10 seats. BJP losts badly, they got half the seats of Kangress. So, why there was so many wrong candidates? Is it a mature party at all?
Why internal contradictions not resolved in Rajasthan? Was there less time? Was not five years enough to consolidate power and expand power-base? BJP lost by more than 1/3rd seats, which they had in the assembly (120).
We are not blaming you, Shri Advani. You are in last lag of career, you did enough to bring this party to this level. We are talking about those leaders of BJP, who will work/enjoy power for another 20 or more years.
To me, Smt Raje falied miserably to consolidate power for BJP in Raj. She was a woman CM, why she could not even consolidate women voters? Perhaps, as she come from families of former Rajas, it is beyond her capacity to be a true democrate.
BJP have now many PM dreamers (not bad, one should have dreams), thats why they are always politically correct. Other than Advani, there are only Modi and Rajnath who speaks without looking political correctness. Others are PM dreamers, without any leadership base.
If Kangress removes anti-Hindu Italiano clan from the party and discard jihadi appeasement programs, I bet they will regain the absolute power base and BJP will reduced to a party siting in the opposition bench eternally. BJP got millions of die-hard supporters, but they don’t realise it, they don’t utilise it, and perhaps don’t care it. Those reached to top level, anyhow will enjoy power, whether in power or opposition.

So as you can see all your so called leaders are no match for me, even if I leave aside Prannoy and his team. And you were trying to fight against us with your fact findings and your miniscule group of ‘nationalists’ who even don’t vote? Relax kid. Go to your office, work, enjoy, fornicate and live happily. Don’t ever try to change India. It was for Gandhi, it is for Gandhi and it will be for Gandhi ever. If really BJP losts due to RSS, then it proves RSS is a very strong body in Raj, and they can make and break a govt. In that case, my trillions of salute to RSS. So, if BJP needs RSS support to stay in power or come to power, why not share power with them? They punished BJP, not backstabbed. Are not Kangress sharing power (even saved Amarlal Singha and Ahmeda Patila) with MUlla Mulayam Singha?
BJP must realise, they come to power with support of RSS, VHP and millions of die-hard Hindus. And not by default. Does BJP have any workers force by themselves? I salute the convictions and boldness of Sikh community. Imagine, if it is an issue with Hindus. Tons of sickular Hindus would have supported France, by citing that country’s law and demonised Hindus for superstition. But, they will not talk about banning wearing Cross in India.

BJP will only replace congress forever only if people are given option to elect their representative. People reject the unpopular candidates from BJP eventhough they know that BJP will provide better governance at state level.
I have personal experience of this phenomenon in my village. People voted against BJP candidate but they still wanted Narendra modi to win. Such sentiments really affect elections which are battleground in nature.
So conviction and consensus amongst people is more important than ever now.
Otherwise, depending on convictions of BJP leadership, its difficult make BJP dominant force. Primaries are way to go.
Something akin to primaries would be a good idea. Parties are trying to do that by carrying out surveys.
It seems some people bribed the company carrying out the survey in Rajasthan to get tickets.
There can be no mistakes in BJP’s candidate selection for the LS elections.

The UPA Government under the new Home Minister Mr. P. Chidambaram appears to be engaged in covering up the willful and deliberate suppression of facts which facts show that there was sufficient advance information for the Maharashtra Police to have acted and that some powerful figures had intervened to see that this did not happen. The present UPA drum beating and hot air about Pakistan is to cover that up.
Mr. Shivraj Patil was unfairly made the scapegoat for the failure to prevent the attack on Mumbai. In fact, the files of the Home Ministry clearly show that he had performed his duty fully but that his orders were countermanded from elsewhere. This also what Maharashtra’s former Chief Minister Narayan Rane has said. Patil therefore appears to have been removed from the post of Home Minister as part of this cover up.
India stays in greater danger from the enemy within than from the terrorists from abroad. The latter can be taken care of and eliminated once the enemies within are exposed and dealt with. Otherwise, terrorist attacks will continue.
