That tax payer funded conscience keeper is at its mischief mongering once again. This time playing to the vote-bank politics of the UPA.
“The attacks on Christians and their institutions appear to have been well-planned. The state (Karnataka) must keep a close watch on the activities of all such organisations that have contributed to the breakdown of communal harmony. Remedial action, including a ban and prosecution, should be initiated. Communal harmony should be maintained at all costs,” the commission has said in a report to Prime Minister Manmohan Singh.
So what facts does the NCM have to offer for a well-planned conspiracy ?
the District Magistrate and the Senior Superintendent of Police of Udupi have told the commission that all 17 people arrested in the district for violence against Christians belong to Bajrang Dal.
Authorities in Bangalore told the commission that 36 of the 83 people in judicial custody in connection with communal clashes belonged to the Bajrang Dal
That is it. On the basis of this flimsy evidence that less than half of the people involved in incidents of mob violence belonged to one organisation in one part of one state, the NCM would like that organisation to be banned nationwide.
That is the degree of responsibility and judgement exercised by the NCM.
Offstumped had on multiple occassions questioned the need for a tax payer funded conscience keeper. It is time to revisit that question once again in light of continued partisanship in the conduct and recommendations of the National Commission for Minorities.

In 2002-2003, The National Commission for Minorities spent 2.21 crores, 1.28 of which on full time staff. By 2007-2008 the budgeted estimate has doubled at 4.4 crores with 2.35 crores on full time staff. But that was not all office expenses doubled too from 73 Lakhs to 1.4 crores. For a non Executive Body it has 4 full time civil servants at the Secretary level amongst others. For a body that states as its objectives the safeguarding of the Constitutional and Legal Rights of Minorities the NCM has not exactly redeemed itself by publishing an annual report to account for how effective it has been in achieving its objective. It however lists amongst its major initiatives its activisim in furthering issues related to Minority Educational Institutions apart from 2 odd cases related to police highhandedness. Where the Commission talks of its initiatives in redressing educational problems of Minorities it actually only talks about redressing the problems of “Minority Educational Institutions” and rewriting Text Books.
That is only half of the story.
The Commission then goes on to list its recent achievements in solving educational problems of Minorities. Well so what “educational problems” did the Commission solve:
- Helped obtain clearance for a Minority Educational Institution in Rajasthan
- Restored aid for a Minority Educational Institution in Maharashtra
- Exempted aid reduction for a Minority Educational Institution in MP
- Minority status to an Insitution in AP
- Text Book rewriting in Delhi, UP
- Land for a Minority Educational Institution in Maharashtra
- School Holidays during Xmas
- More land for Minority Educational Institutions
- a couple of?odd entitlement concessions for Parsis and Sikhs ?
Why is Offstumped laboring to detail the achievements of the National Minorities Commission ?
Two reasons.
First is obvious from the facts above on how the NCM has perversely interpreted “solving educational problems of Minorities” to mean “solving problems or rather going out of its way to further the cause of Minority Educational Institutions”.
It is no wonder that 60 years after Independence the Ghetto continues to remain well preserved as before on the one hand while the Government of the day cries hoarse on Minority Issues.
The second reason is the hue and cry over the Sachar Report and the politics of Communal Socialism that Manmohan Singh and Sonia Gandhi are hell bent on playing. In yesterday’s post Offstumped had critiqued the recent move by the Congress lead UPA Government to setup an Equal Opportunities Commission. The ostensible reason – Discrimination of Muslims ?
So if there is such overwhelming discrimination of Muslims it is but logical that the National Commission for Minorities must be seized of this issue. So let us see what exactly the NCM has to say about Discrimination of Muslims and what initiatives it took up to address them.
Now for starters we have already examined the list of major initiatives and recent achievements of the NCM which seem replete with addressing issues of “Minority Educational Insitutions” and not issues of “Minority Education”.
So what discrimination of Muslims are we talking about here, unless of course the contention of the Government is that Mulsims are being discriminated in Minority Educational Insitutions ?
Well let us give the NCM the benefit of doubt and dig further beyond the “major initiatives” and “recent achievements”.
The NCM also lists important recommendations it has made in recent times to the Government. In all it lists 42 major recommendations. The first two are about holidays. Next 3 are about issues related to Sikhs. The 6th is about Interest Subsidy for riot hit, 7th about Urdu, 8th on Kashmiri Pandits, the next 4 are Kashmir related as well, 13 is about violence in Rajasthan the next 3 are on assorted issues from wakf to urdu to targets for lending to Minorities. In the 20s there is more on Haj, Wakf, hiring targets for Minorities in Police. More on expanding the NCM staff before wrapping up with Malegaon and Gujarat riots.
The word “Discrimination” does not even occur once in the entire list of “important recommendations”.
Offstumped next takes a look at the NCM’s annual programme of action. Again not a single reference to the word “Discrimination”.
In fact giving even greater benefit of doubt Offstumped undertook an extensive search of all publicly listed material of the NCM.
The results are even more astounding. Just 3 references to Muslim Discrimination.
The first in the description of profiles of current Commission Members.
The second in a 2001 report on the purpose for Constituting the Commission.
The third in the NCM Manual released under the RTI Act.
So Offstumped poses the question – if discrimination against Muslims is so overwhelming a problem that it calls for yet another tax payer funded Commission for National Conscience Keeping,
how is it that an existing National Conscience Keeper that has “Discrimination” in its Charter has neither bothered to cite “Discrimination” nor bothered to act on ‘Discrimination”.
There is no “secular” political challenge to this subterfuge at the tax payer’s expense that keeps the communal Muslim Appeasement Politicis of the Congress in business. If the BJP raises these questions it is branded anti-Muslim and communal.
But where are the “secular” liberals in calling into question this fraud in the name of National Conscience Keeping.
Offstumped Bottomline: Tax Payer Funded Consicence Keepers reflect our Nation’s lack of faith on our own values and Institutions. By misusing them to further politics of Muslim Appeasement neither helps the average Muslim feel secure enough to discard the Ghetto in favor of mainstream inclusion nor does it help safeguard the Constitution and Secular Values.
The case for an Equal Opportunity Commission must be made on secular reasons of discrimination and not to appease Muslims.

The only thing I donot agree with him is bashing of Hindu community on this. These missionaries are on conversion spree for more than 100s of year now. There were restricted clashes before.
This is the only time that it has taken the enormity. and the initiation point is definitely not the Hindu’s getting converted to Christianity. The initiation point is killing of a saint who was trying to re-convert these christians into Hindu. A saint who was using exactly the same ways that these missionaries are using. This saint was killed by the supporters of these missionaries. Shashi can argue that there is no proof but Police internally knows that it is the case.
So Mr Shashi, will you not agree that Hindus has also equal rights to convert Christians and if this saint was doing this, why was he killed? And if he is killed, how can you just blame Hindus for agitation and not condemn Christians for initiating it?

New Delhi: Gujarat Chief Minister Narendra Modi has flayed the attacks on Christians in Orissa and Karnataka but linked the violence to religious conversion.

The Orissa Church today accepted that allegations made by the pastor in Kandhamal of a Hindu orphan living in the local parish / church was raped and burnt alive Hindu mobs has no substance.
This vindicates the stand of the Orissa government and majority of Hindus, that the violence in Kandhamal has nothing to do with religion. It is a clash between the Kui and the Pana communities and the rascal secularist’s have played up things and made it look like a genocide is on.
Well, to me it does not matter at all, coz I firmly believe that for Hindus to react anywhere in BHARAT, there has to be some extreme provocation.
In the past couple of weeks Maharashtra has seen communal flare ups : In Rabodi, Thane ( Outskirts of Greater Mumbai) and now Dhule. In both cases the minority Muslim community is to be squarely blamed for the provocation. The question is since Maharashtra has SECULAR (???) government in place, so why are such communal acts happening here????
The fact remains that Secularism is the code word for destruction of Hinduism ( as said by our fellow commentator Aryan), I believe in it.
What heartens me is that in both cases in Maharashtra , Hindus supporting to all political parties came together and stood their ground.

RANCHI: Controversial lines in a translated version of the Bible in Jharkhand rocked the state assembly on Tuesday, leading to an assurance by the government that the book would be recalled.
Chandresh Oraon, a Bharatiya Janata Party (BJP) legislator, moved the motion to stop work in the assembly on Tuesday and demanded a debate on the lines in the translated Bible that call for destroying tribals’ places of worship.
The book in Kuduk language, one of the main tribal languages in Jharkhand, has been brought out by the Bible Society of India (BSI).
The translated version reportedly says: “Destroy the trees and Sarna (tribals’ worship places).”
“BSI has done a criminal act by publishing such derogatory remarks in the translated Bible. This is a conspiracy against the tribal society.
“We seek a probe and action against the society for publishing the book which hurt the sentiments of the tribal,” said Oraon.
Yet another example of the the terror let loose on the Tribals, an act subscribing to FORCED CONVERSIONS.

Sorry for digressing in my previous post. But, that was related to the topic too, since Bodos ARE minorities and they are being threatened by illegal immigrants.
I have another doubt. Shouldn’t NCM be renamed as National Commission for Religious Minorities, since it seems to be mainly involved in blabbering about so-called religious minorities? I don’t understand this either – In some states hindus are minorities. Will NCM protect their rights in these states? Hindus themselves are divided into many divisions [GOI divides Hindus into OC, OBC, SC, ST etc].. so aren’t Hindu SC’s minorities too? In a state like TN, Hindu OC’s are just around 3 – 5% of the total population. So will NCM fight for Hindu OC rights in TN, at least when it comes to state related issues?
There seems to be absolutely no basis for NCM to exist. When we have NGOs like Amnesty, HRW etc, we don’t need a public institution like NCM since NGOs would do a better job when compared to a partisan public funded institution.

It is increasingly becoming clearer that the Kandhamal story is not one of “Christian persecution”, or even of the killing of Hindu leaders like Lakshmanananda by Chrurch-backed militias.It is a caste clash in which the Church is taking the side of the better off caste, because most of poeple of this caste were successfully converted. The unconverted tribals are already discrimnated against in Church-run ’secular’ bodies like schools. Now there is a move to encroach further on their space by getting the Christian Panas the Scheduled Tribe status. This is the same Gujjar story of Rajastan, with a twist: the extremist Christian outfits and the Congress are neck deep into it. Simply put, the Church is acting as an instrument of caste oppression in Kandhamal.
The inability of the Orissa government, and of BJP bozos, to articulate this point is alarming. They are taking the “secular” route of condemning the attacks on “Christians” without at the same time pointing out the Church’s money-backed and media-backed aggression against tribals. The ones having the field day are the Church’s foreign sponsors. Today, I made the mistake of clicking on a Google Adwords ad calling for donations to the “persecuted” church in India. It talked about Kandhamal! That’s the level of sophistication of their propaganda warfare, and the response of Hindu orgs — not just of the BJP which guys here seem to worship as the next great thing to god — to this campaign is pathetic.

A Strange Minority Aggression
The minority politics in the country is getting curious. The church is behaving as if it has a divine right to proselytise. As if it is part and parcel of the special minority rights. And an Archbishop. As if he is a special envoy of the Holy Roman Empire in the zenith of its glory. And for some representatives of the Muslim community, every act of the internal security apparatus is lawless, biased and designed to discriminate and condemn them. Look at the reactions of the Vice Chancellor of Jamia Millia, the residents of Jamia Nagar, Azamgarh and even cine actress Shabana Azmi. Do the minorities believe that they are super citizens? A hang-over of the past when they were the ruling class and the majority Hindus, the deprived second class citizens? In a democracy there is only one law and the law must apply equally to every citizen.
Archbishop Barnard Moras of Bangalore behaved in a strange and uncivilised manner when the Chief Minister of Karnataka B S Yeddyurappa went to see him as part of his mission to restore peace and amity in the state. But the Christians are on an offensive. The Bishop berated and shouted at the Chief Minister in front of the whole world as if to show his contempt to the elected ruler of the state. The Chief Minister kept his cool. He was a picture of humility and forbearance. It did not behove a priest, who is a Godman to get into such a rage, and berate the Chief Minister of the state in full public view. Obviously, the Bishop had rehearsed the drama well in advance and wanted it to be relayed all over the world over the media. Perhaps he wanted to show the world that Christians were under attack in BJP-ruled states. This is politics, not religion. The provocation came from evangelists. The blasphemous literature they distributed was reported widely in the press including Deccan Herald, a leading daily of Karnataka. Other than isolated incidents of localised vandalism in which both Christians and Hindus were involved, there was not a single instance of organised violence in Karnataka. There were any number of provocations on Hindus in Andhra Pradesh, Kerala, Tamil Nadu, Assam and Jammu and Kashmir where Hindus suffered huge losses and even made to flee. But no Hindu leader ever misbehaved with authorities the way the Bishop displayed his misdemeanor. The situation in Karnataka was never so grim that the Bishop should have behaved in so crass a manner.
Similarly the Vice Chancellor of Jamia Milia says that he will use taxpayers’ money to defend terror accused. Is it an admission that the Central University, fully under the Union HRD Ministry has become a haven for jehadi terrorists? And stranger are the kinds of reactions greeting the arrest of terror accused by the police. Some of them even characterised the martyrdom of the police officer as “fake”. What is this mindset that cannot distinguish between a national calamity and their sectarian loyalties? The VC says he will fight the case for the suspected terrorist students with public money. This is outrageous and unlawful.
These actions strike at the idea of India and harm the country immensely. Simultaneously some parties jump to grab any chance to curry favour with the minorities and promote their fanaticism and separate identity. Look at the manner in which the Janata Dal(S) leader Deve Gowda is trying to vitiate the situation in Karnataka. There were more attacks on churches in Tamil Nadu and Kerala, but the DMK and the CPM are in the forefront accusing the BJP of not protecting minorities. In fact, the BJP record in maintaining inter-religious harmony is much better than any other so-called pro-minority parties. Sensible sections of the minorities acknowledge this. But there are elements too willing to be pawns in the political chessboard.
The BJP is ruling in seven states and is sharing power in four others. The recent Orissa and Karnataka clashes involving Christians are aberrations. In both cases as in Gujarat in 2002 the provocation came from the minorities.
India is the only country that has always protected the minorities. But the definition of minorities in India is strangely distorted. Here the minorities are better off than Hindus and were the ruling class for centuries. It is the Hindu who faces an existential problem with petro-dollar, terrorism, infiltration and proselytisation undermining his number. The Christians are in majority in four states, the Muslims in one. Is it not a fact that where minorities are dominant they don’t accommodate any other community? Hindus are the only people in the world who believe in the oneness of God and equality of man.
India is the only country on earth which he can claim as his own. The minorities have to appreciate this Hindu angst. The vote bank politics has deprived Hindu his status.
This is at the root of the tension in places where conversion is tearing apart the social fabric. In states where the minorities are in majority their tyranny has totally subjugated the Hindu. Compare this with the Hindu response where they are in majority.
The BJP has walked an extra mile to reassure the minorities and take them into its fold. But the response has so far been limited. If pseudo-secular politicians and fanatics gang up in this fashion what will be the future shape of Indian polity?
The allies of UPA are pressurising to ban Bajrang Dal. OK, let it be banned ? Is it not necessary to ban the conversion agents too who published books like “Satya Darshini”. The government should also consider banning such extremist conversion agents too along with Bajrang Dal or any other hindu organizations. Extremism of the minority can be tolerated, but being hindu, the majority community should tolerate any abuse to their religion, gods, scriptures etc. Is it freedom of expression like the freedom of expression enjoyed by the likes of MF Hussain.
Perhaps the minority community has got special rights of freedom of expression to abuse hindu Gods, Goddesses and scriptures. What else we can expect from an anti-hindu UPA, especially congress, who showed the temerity to file an affidavit questioning Lord Rama and Ramayana.
