“The first step toward combating international terrorism is toidentify the places from which it springs, and the latest StateDepartment report properly points to South Asia as anewhub of activity. Pakistan and the rigidly Islamits Talibanmovement that dominates Afghanistan are providing safehaven and support for the loose networks of individuals andgroups that seem to be replacing states as the primary source ofglobal terror. The terrorist problem in South Asia involvesprivately sponsored groups motivated less by politicalgrievances than by religion and ideology, which are notamenable to negotiation.”(The New YorkTimes, May 3,2001)”

The scourge of international terrorism, roiled with religious radicalism, is upon us and with a vengeance!Notwithstanding, this phenomena, which presents an existential threat to all democratic societies andcivilization in general, has to be combated by aprescription, that dovetails punitive security measures andthe virtues of an enlightened discourse, into a Policy-Compact.As has been the standard operating procedure of the past, post the Bengaluru and Ahmedabad terror strikes,discussion about combating terrorism, has once again been relegated to the periphery, vide platitudes that do not go far enough. The inveterate issues, pertaining to a dearth of information gathering at the base, ham-handed crossexchange of information amongst security agencies and more importantly, the feckless analyses of data collected,remain on the roster and repeatedly come to the fore, as monumental lapses, which ought to be addressed.

It mustbe borne in mind, that those who mastermind and perpetrate these heinous acts, do so, not out of any commitmentto the Muslims of the country, instead to further accentuate the cleavages between Hindus and Muslims and to heighten Muslim alienation from the Indian state. They see that as a useful step, in their larger agenda, of weakeningand possibly, dismembering India.At a time when the terrorists have sounded the bugle that, they can strike with impunity, at the place and time oftheir choosing; more often than not, the State machinery appears clueless on how to effectively tackle this issue.

A litany of questions await; with a majority of them waiting to be answered.

How and why terrorist outfits in Indiaand abroad are able to recruit young Muslims in India?

Why so many well-educated youngsters are joining terroristorganizations?

How and why our intelligence gathering is failing repeatedly?

Why the existing anti-terror laws havenot proved to be deterrent enough?

Why most of the intelligentsia and democratic-liberal opinion makers are stillwary of any tough action against terrorism?

Why tough language against terrorism is considered hawkish andantiparticular communities?

How a ‘War on terrorism’ could be waged with the involvement of all sections andcommunities?

Why only politicians are reacting to policy issues concerning terrorism?

Why civil society as also intellectuals, are apparently wary of participating in the public discourse on War on Terrorism?

In order to find answers to these nagging questions, a brainstorming event, has been planned, involving knowledgeable persons across the ideologies.

It is on this background that a National Seminar on War on Terrorismis being organized under the aegis of Rambhau Mhalgi Prabodhini (RMP), a Mumbai based Institute.

Experts on issues like defense and internal security, experienced govt. officials, ex-civil servants, political analysts, journalists,activists associated with voluntary organizations as well as educationists and opinion leaders and above all family members of the victims of terrorism are being invited to join this day-long National Seminar on War on Terrorism to be held at New Delhi on October 4, 2008.

This day-long seminar would be focusing mainly on analysis of the ‘Changing Face of Terrorism in India’ and the Need for a Stringent Law to Combat Terrorism effectively.’

It is expected that this seminar will bring about a consensus about the actions to be taken for doing away with the threat of terrorism and ultimately evolve a Charter of Recommendations for Preventing Terrorist Tendencies.

    Terrorism is a strategy employed by weaker states and non-state actors when fighting an asymmetric war against a more powerful opponent.
    No state or non-state actor enters a conventional war against an enemy it has no chance of defeating conventionally.
    Since the U.S. has declared that it will maintain military superiority without challenge, it has done everything in its power to do just that. The US defense budget for 2008 is some $700 billion. There is no single state or non-state actor on this planet that can defeat the United States in a conventional war.
    Therefore, any single state or non-state actor that finds itself at war with the United States will be forced to fight an asymmetric war. That is, they will be forced to employ terrorism.
    Therefore the war on terrorism is a war against anyone at war with the United States. Therefore the war on terrorism is a lie. It is not a war on terrorism at all, but a war to promote and defend US imperialism.

    That is a relevant observation but your conclusion that:
    It is not a war on terrorism at all, but a war to promote and defend US imperialism.

    is flawed because US is not the only target of such asymmetric warfare. All other target countries are not fighting for US but their own sake. Any alignment of interest between US and other target countries is just a fringe-benefit while they all go about securing themselves.

    A suggestion for what it is worth.

    If we can put together a small but effective e-mail together – no more than 2 pages – summarizing an indictment of UPA government and why India should vote for NDA, ALL of us can send that e-mail to EVERY Indian we know AND ask them to do the same. Such a chain letter, started 2-3 months before the elction can help NDA. We can even insert a link to more details of the indictment of UPA and reasons for voting for NDA back on Offstumped. This will help increase traffic on your website as well.

    Only you can write such an effective e-mail. I for one will be more than happy to broadcast it to at least 5000 Indians.

    There may be some other participants on this site (like myself) who have conducted e-mail campgains for marketing purposes. They can help increase the reach and effectiveness of the e-mail campagin as well.

    I will be happy to help send e-mail to large # of people if some folks have such lists but do not have means to send them. However, it is more effective when folks get e-mails from people they know.

    I agree with you about this viewpoint, but you are looking @ it from US’s viewpoint, and also that would have not been the case if 9/11 wouldn’t have happened.

    In our (Indian) context, we’ve battling the menace of terrorism, in its current form, for almost three decades now. It started was back in ‘81 with the assasination of the publisher of a Hindi daily newspaper Lala Jagat Narain in Punjab at the hands of Khalistani terrorists.

    War on terrorism is nothing but a word play, @ which the Americans are quite adept at. From Indian perspective, this offense what you term as ‘War on Terrorism’, which I may call an assault on terrorists and their agents, at the same time taking preventive as well as defensive measures, to protect the innocent lives as well as property, is yet to be put in place by Indian policy makers. They, esp those in power @ present, are more enamored to the vote bank politics, which in turn speaks of their lack of will to enact a coherent policy against terror acts committed on Indian soil as well as against Indian citizens on foreign lands.

    The blasts in Delhi September 12, 2008 are another in the series of tragic blasts in which scores of people have been killed are condemnable calling for an unbiased investigation into the same, the guilty be punished. At the same time it seems that our investigating agencies are ignoring some thing very crucial in the matters of investigating the acts of terror.
    While the current investigation is totally focused around SIMI, many an alleged culprits have been put behind the bars. At the same time another stark truth is being deliberately sidelined and undermined. And that relates to the blasts done by Bajrang Dal and Hindu Jagran Samiti.
    1. In a serious case of blasts in Nanded in April 2006 two Bajarang Dal workers died when making bombs. Similar incidents of bomb blasts were witnessed in many places around that time, Parabhani, Jalna and Aurangabad in Maharashtra. Most of these were in front of the mosques. The Nanded investigation ‘leads’ were not followed. Local BJP MP told the police not to harass those related to the culprits in the wake of the Bajrang Dal involvement in the bomb making. In Nanded, ATS also found fake moustache and pajama kurta, the idea being that the culprits will dress like a Muslim while doing these black deeds.
    2. A bomb blast took place at the RSS office at Tenkasi, in the Tirunelveli District of Tamil Nadu on January 24. They had confessed that they indulged in this terror act to instigate the local Hindu population against the Muslims.
    3. The bombs which exploded in Gadkari Rangayatan on 4th June 2008 injured seven people. Again Maharashtra ATS succeeded in nabbing the culprits,part of Hindu Janjagaran Samiti (HJS). These culprits were also involved in other blasts, in Vashi, Panvel and Ratnagiri. But no further action was taken.
    4. On 24th August, in Kanpur two Bajrang Dal workers died while making bombs. Rajiv alias Piyush Mishra and Bhupinder Singh were killed while making crude bombs on Sunday afternoon.

    Let us develop a 1-2 pager email that could be disseminated to as many voters as we can.

    We could also post the mailer on as many blogs as possible, to get maximum coverage.

    To start with, it could be a blog+email campaign.Towards the end, we could make it as SMS campaign.

    One of the important things to do: All possible ‘voters’ should get Voter ID cards and enroll themselves in the voter list. Bloggers could aggregate the information on where to go to register and obtain a Voter ID card in different cities, and post the info on the Net.

    Can what works in an area the size of Mizoram scale up for the whole country ?

    I’m sure in such a small place you can very effecitvely track people, and insipite of it Israel isn’t exactly terror free. It’s calmer nowadays than before, but you really need to look at its history since 1987 or the first intifada. They were in the press nearly every other week for some incident or the other.

    What i would really like to see is a list of all terrorist incidents over the last 10-15 years with a column adjacent indicating whether there was any convictions as a result of. This way we get an idea of where we stand. I’m not interested in the partisan angle voiced by others here, this sort of thing should work, and be effective, regardless of who happens to be in office.

    Tougher laws are not a panacea, or a deterrent, there are plenty of laws on the books which amount to nothing if there is no enforcement& sytem to work behind it. As i read around the web i see various suggestions made.

    - A central intelligence agency that could co-ordinate amongst different states. Do we also need a homeland terrorism dept ?

    - Better networking within the community, if you marginalise an entire community, don’t expect them to come up with the perps.

    All terrorist attacks have been linked to Islamic Terrorism, by virtue of open declaration by Islamic organizations, involved in Islamic Terror attacks. Common thread running in their cowardly attacks are Hindu hatred, and ethnic cleansing of kafirs, in the name of jehad.

    Some of the bloggers in this post and elsewhere in other similar posts are conveniently overlooking these basic facts.

    Indian civilization has survived, and the only civilization to survive, from 5000 years. The inherent quality of Indian and say Hindu philosophy is One World, One Family. Inslam fanatics are waging their losing battle, now that Hindu Renaissance is taking roots, witness Jammu’s agitation for 2 months. The next phase will be Union Election, when the Congress is going to be ousted lock, stock and barrel.

    Here is a Brief Note on the points made by Shri Narendra Modi, Chief Minister of Gujarat while intervening in the discussion on the Political resolution.

    The Country stands at the cross-roads of an important phase in its life when the government of the day has become a threat to the unity and sovereignty of India.
    Historically the RSS, Jana Sangh and the BJP were parties of aggressive nationalism. The Communists, the Muslim league were subversive in their stand on issue of sovereignty and integrity. The Congress had a traditional centrist position on these issues.
    During the past few years, the drift in the Congress has strengthened the forces which are out to weaken India. Congress under Mrs. Sonia Gandhi & Dr. Manmohan Singh have drifted the traditional Congress position on national sovereignty
    Analyses of the Congress / UPA functioning reveals the following ten issues were the UPA has seriously compromised national interest. This Government has tried to assault symbols of our national and cultural pride.
    1. This government has been soft on terror. It has consistently sent a signal that its softness on terror is minority friendly. The repeal of POTA, the non execution of Afzal Guru, the refusal to give assent to the State level anti-organized crime laws are all evidence of the government’s softness on terror. The softness on terror is being used by the UPA as an instrument for vote bank politics.
    2. The government has bowed to its allies in agreeing to the demolition of the Ram Sethu. This was done essentially to hurt the majority sentiment in the country.
    3. The decision to withdraw allotment of land to the Sri Amaranathji Shrine Board was an evidence of the government bending backwards to appease the separatist. The UPA government wanted to please the separatist even at the cost of alienating the nationalist.

    4. The illegal immigrants from Bangladesh continue to invade India. The Government of India and the UPA don’t perceive these illegal immigrants as a threat to the sovereignty and demography of India. They prefer to use these immigrants as a vote bank.
    5. The Supreme Court quashed both the IMDT Act and “The Foreigner’s (Control) Order Amendments” since they were intended to make detection of Foreigners’ impossible. The UPA has failed to introduce a proper mechanism for foreigners’ detection.
    6. Three constituents of the UPA, the Samajwadi Party, the RJD and LJP have openly supported SIMI and the Congress continuous to maintain a relationship with them.
    7. Religious conversion by missionaries is been protected and increased even though it has an adverse impact on demography and creates social tensions. The proposal to grant reservations to Dalit Christians and Muslims is intended to incentives conversion.
    8. The Sachar Commission recommendation intended to introduce Communal budgeting in India and initiate reverse discrimination against the majority are now sought to be implemented.
    9. Religion based reservations have no place in our Constitutional system. Yet the UPA has been trying to introduce religion based reservations in states ruled by the UPA.
    10. The Indo-US nuclear deal seriously compromises national security in as much as it limits our testing option particularly when China and Pakistan have nuclear potentials.
    As against this our state governments particularly in Gujarat, Rajasthan and Madhya Pradesh are the only ones which have succeeded in resolving terrorist crimes. The Chattisgarh government has launched a crusade against Naxalism.

    In Gujarat our police intelligence and investigating ability is being supported by the state government. Vote bank politics is not allowed to intervene. It is for this reason that the Gujarat police has cracked the recent Ahmedabad blast case.
    We are handicapped since Gujarat’s anti organized crime law has not been given central clearance. We are being prevented by those who act soft on terror from fighting terror. But we are determined to carry on the battle both against the terrorists and against those who prevent us from fighting terror.
    It has been reported in a section of media that the National Security advisor has also supported the Gujarat government’s proposal for an anti-terror law namely GUJCOC to fight terror. The Home Ministry has opposed it.
    Those concerned about terror obviously support GUJCOC, those concerned about terrorists understandably oppose it.

    Terrorism is the calculated use of violence to inculcate fear, intended to coerce or intimidate governments or societies as to the pursuits of goals that are generally political, religious or ideological. International terrorism involves citizens or territory of more than one country.

    The mindset that prevailed and caused the creation of Pakistan still persists. Pakistan’s internal politics is Indo-centric and as such thrives on “hate India” emotions. Pakistan takes financial help from across the world as a result of the tensions with India. These are the reasons why Pakistan is carrying out all these activities.

    It is as if all international forums are now divided between those who support terrorism and those who are determined to fight it. The world is shaping into two camps. Earlier, there were two superpowers. In days to come there would be two groups—one that supports terrorism and the other that stands for humanity.

    I believe that Hindustan should pledge all its goodwill and strength towards formation of such a group. All of us will have to unite to fight.

    Same thing happened in Gujarat in the post-Ishrat case, with stories like ‘Modi has killed Ishrat’. The third day the media people were left with red faces with nowhere to hide when Pakistan issued a statement saying Ishrat was their operative and that they were proud that she had sacrificed her life for her country.

    Post-September 11, even United States of America came out with stringent laws against terrorism. They went two steps ahead and not only have made immigration procedures rather harsh but have also created an entire new department of Homeland Security so as to ensure its territory’s integrity against terrorist-related aggression. Unless the same is done in India, there is little hope for effective action against militancy.

I fail to understand how tonnes of intelligence were either ignored or not even considered analysing based on their old/new email ids, which ultimately ended up condusive to more blasts after that.

First, there is the curious story that the crown prince, Dipendra, having massacred his entire family, then tried to kill himself. He might have succeeded, except he contrived to shoot himself in the back of the head. This appears rather difficult to do, especially with an assault rifle. So then who shot him? And the latest story is that an Uzi assault rifle “exploded”. Very strange, that an explosion should have precisely targeted all these people.

    Second, there was the immediate certificate of non- involvement given to China by that self-proclaimed expert on the affairs of the Indian subcontinent, Barbara Crossette of The New York Times, thanks to reader Sanjai who pointed this out to me. The Hindu newspaper, despite its name a left-wing paper, said the same thing: that the “so-called” Maoists had nothing to do with this, thanks to reader Suresh. Said Crossette:

    Johnson Moyalan was murdered inside the Don Bosco mission in Nepal’s Sirsia town, about 15 km from the India-Nepal border. A group of four to five people forced their way inside the mission early morning, locked up the assistant priest and shot Moylan dead.

    The Don Bosco group of Roman Catholic priests said he had been shot twice, in the stomach and chest. And the attackers left pamphlets at the spot that said the Nepal Defence Army was responsible for the killing. The Hindu group claims it is training suicide squads to restore Hinduism as the state religion.

    The last rites of 60-year-old Moyalan will be held in the Bandel Church of India’s West Bengal state, the order said.

    Moyalan’s murder inside the mission created ripples with the Vatican too taking note of the slaying of its priest.

    Hailing from Ollur village of Kerala in India, Moyalan had entered the service of the Roman Catholic church when he was only 19. After serving in Bangalore and Hyderabad cities in India, he came to Nepal in 1996.

    Four years later, his order opened a mission in Sirsia to work for the uplift of Santhals and other underprivileged members of the Hindu community regarded as low-castes.

    It opened a primary school of which the priest served as principal. According to reports, the school had been receiving extortion calls from underground armed groups active in the turbulent Terai plains.

    This is the first killing of a Christian priest in Nepal.

    Before the pro-democracy movement in 1990, the church had to contend with deep distrust by the government when preaching and conversions were a punishable offence.

    Though the former Hindu kingdom of Nepal has eased religious curbs since then, some of the churches in south Nepal came under Maoist attack during the communist insurgency for not meeting the insurgents’ demands for money.

    Last year, Nepal’s parliament declared the country a secular state, a proclamation hailed by the religious minorities.
