A National Satyagraha against Terrorism

The cancer it seems is now terminal with no cure in sight. With a Government that wont learn from its mistakes nor see the folly of its ways it is no longer enough to to talk of Anti-Terrorism as a policy of the State but to think of Anti-Terrorism as a sustained people’s movement that will be uncompromising and unrelenting.

If Gandhi’s Satyagraha was to fight Terrorism on the people of this nation by the State, by intent, this 21st century Satyagraha is to fight Terrorism on the people of this nation despite the State, by default.

So How would this Satyagraha be unlike the the previous one form the century gone by ?

Gandhi answers it for us very eloquently. Offstumped had posted this Gandhian Doctrine to guide on?responding to Terrorism?several times in the past based on a reading of Gandhi and the Gita where he expounds on the principle of “Desireless Action”. If “Ahimsa” was the mantra for the Satyagraha to battle British Terrorism in the 20th century, “Anasakata” and “Karma” should become the twin mantras for the Satyagraha in this century to battle the twin evils of Terrorism and the State’s indifference to Terrorism.

Quoting from this Offstumped post in the aftermath of the 7-11 Mumbai Blasts on the morality of pre-emption and the immorality of inaction

as India debates its response to terror, it must be purely guided by its primary duty to its citizens and not by any other moral considerations. The State must not take recourse to inaction under the cover of the resilience of its people. More specifically the State when in posession of legitimate intelligence on intentions of terrorist to hurt and kill its citizens must act proactively to pre-empt, such pre-emption is morally consciable for the alternative is willing inaction which is immoral. The state must not rule out going to war against terrorism in fulfilling its duty as long as it does so fully mindful of its consequences and has demonstrated the capacity to accept those consequences with equanimity

So how can we take these principles and apply them to a people’s movement??

The Satyagraha against Terrorism must have the following characteristics.

Characteristic# 1 – It must be unrelenting in the demands it makes of the State to compel it into action on Terrorism pre-emptively or otherwise.

Characteristic# 2 – It must be uncompromising in its intolerance of not just perpetrators of acts of terror but also of those who aid and abet terror by providing sanctuary to those perpetrators.

Characteristic# 3 – It must be self sustaining in its execution through local community action directed at vigilance and audit of local law enforcement

Characteristic #4 – It must be Dharmic at all times by being “desireless” in its actions

A beginning must be made someplace for this Satyagraha against Terrorism to take root. A good starting point could be Bangalore. Of all Indian Cities, Offstumped records the highest traffic from Bangalore. Perhaps Offstumped readers in Bangalore could take the first step.

But to make it national and to have the necessary impact on the State, this Satyagraha requires moral Leadership at the national level. Mr. L.K. Advani has provided that kind of moral leadership in the past in the wake of Jain Hawala scandal by vowing to not seek elected office till he was proven innocent. The situation in the nation demands such a sacrifice once again of Mr. Advani to make this Satyagraha impactful. He must appropriate the moral high ground by vowing to not seek any entitlements from the State including his security cover till this Satyagraha against Terrorism has shamed the Manmohan Singh Government into action.

Offstumped appeals to Mr. Advani to seize the moment and provide that moral leadership to this Satyagraha.

    I am pretty depressed that the Home ministry had the chutzpah to say “We warned them the day before!”, as if they think they can wash their hands of all responsibility!

    When the centre and state do not cooperate, it just makes the nation softer than ever. I know the SIMI bhaiyyalog have just tied rakhee on Madame Sonia, but still…I guess I don’t have to say much about it, after all, look at the way Chhattisgarh government has implemented original programs to try and combat naxalism, and all the Centre can do is either blame the state for security problems, or protest because a program like Salwa Judam pits “villager against villager”…but there are no solutions to be had.

The state should release all Jihadis, Maoists and all others so that they capture power very peacefully like in Nepal and BINGO you have no terrorists cause they will then be our rulers, just as in Nepal.     The victims of this and every other attack of mass terror that preceeded this deserve justice. Those in power who have the constitutional responsibility to deliver that justice have been criminally delinquent for not 1 or 2 but 11 such incidents over the last 4 years. You are complaining that my appeal to the Opposition to shame the government into action to deliver justice is “using the tragedy” ?

    What would you rather have me do, appeal for communal harmony, deliver a sermon on national integration and praise the resilience of Bangalore for showing up to work tomorrow morning and then conclude that we are like this only and get on ?

    I am afraid my friend your emotions are clouding your judgement.

    The second part of your comment is even more confused.

    Have you reflected on the question of why there are no political costs to the UPA for its pathetic anti-terror record ?

    It is because beyond a momentary sense of outrage there is no sustained public pressure on the government to ac, not even after the worst attack of this decade in Mumbai.

    How do you raise the political costs ?

    Only by a sustained public campaign.

    Not sure what your prescription is for Anti-Terrorism for I see a very muddled thought process here that is lost between a politically correct emotional response and a righteous urge to kick the terrorists butt.

    And why would Advani and Co. be any different? Remember Kandahar – and Jaswant Singh – and how much pain Masood Azhar and Co. caused us after that? How about Vajpayee on a bus to Lahore while Kargil was being planned? And then there’s Advani himself waxing eloquent about Jinnah. Advani is compromised by his inconsistency. He is ill-suited to taking the moral highground on this issue. Absent a clear case for Advani leading this moral charge (the case is far from clear to me) it follows that it is politics.
    This is not to defend MMS and Sonia Maino – they’re worse than pathetic.

    No. But “appealing” to Advani to help “raise political costs” is not it either. Trying to get a moribund political establishment to be accountable through a satyagraha – that’s fiddling while Banagalore/Mumbai/Delhi/Varanasi burn. This is a war – it requires a formal declaration – Narayanan made the first hopeful sounds in early July. If I heard that the babus and netas were engaging the Israelis on this, it would be quite comforting.

    My words were “our behavior” (self included). The point was about us reacting like wimps. We’ll make brave sounds for a few days. Then we’ll forget – till the next incident. Makes one feel emasculated.

    Dudeyour logic is getting circular. mms/maino is no good. Lka is no good. But u want a formal declaration of war by the political establishment :) the NSA’s belated outrage is reminiscent of those cop movies where the cops fiddle till one of their own take a bullet and then all of sudden u see moral outrage and a sense of purpose. Engaging the taliban and al-qaeda in a formal war is beyond indian imagination right now atleast the political imagination. The war must begin at home first.the government wont do it. You and i can rave and rant all day on this blog but that wont do either. The political costs must be raised. Who best than the political opposition to raise these costs. But you worry about political dividends, but that is the essence of democracy. There will be dividends for those who stand up and take a stance and make credible sacrifices so that stance counts for something. Hence my appeal was not merely an empty appeal for more political rallies and protests. It came with an important rider – renounce all entitlements including security cover. Why begrudge political dividends that accrue to someone who is willing to risk and incur personal costs knowing ?

    BJP has to fire this guy if they want to have any chance to doing well in the next election.

    Party observers attribute the current situation not so much to infighting, that ailment which continues to bog the leadership, as to internal sabotage. Ever since Mr L K Advani was named the NDA’s prime ministerial candidate, BJP president Rajnath Singh, wary of being pushed to the margins, has been striving hard to make his presence felt. There are thus two centres of power within the party, each pulling in opposition directions.

    There is now also a nagging suspicion that proceedings at the core group meetings held from time to time were being leaked to government managers, allowing them to pre-empt moves initiated by the BJP.

    That the party leaders were working at cross-purposes was evident from the manner in which they failed to snatch the JMM away from the UPA camp. It now transpires that there was a deliberate delay in getting back to Mr Shibu Soren after initiating talks with him. Precious time was lost in conveying NDA’s readiness to accept Guruji’s terms, allowing the UPA strategists enough time and leeway to lure their estranged colleague back.

    Those in the know of things blame the BJP president for botching efforts to wean the JMM away. Known for his proximity to former Jharkhand chief minister Arjun Munda, Mr Singh resisted efforts to bring back Mr Babulal Marandi to the party fold. It’s the same factor that is believed to have been at work in torpedoing a deal with the JMM.

There are atleast half dozen stories which blame advani while sympathising with rajnath and another half on on dozen stories which blame rajnath while painting advani a sorry figure, most notably shekhar gupa in the IE. Its the indian media’s bjp obsession all over again, and this time the new delhi’s jholawallahs are trying to strike back with a vengeance. If all this armchair punditry were accurate then it truly is a miracle that a rudderless divided bjp suffering internal sabotage won nearly every election in recent memory as opposed to a united congress with undiminished loyalty to sonia gandhi losing every election in recent memory.

    Advani and Modi share one trait and it is that they dont suffer no fools especially the jhola donning ones. The jholawallahs dont like. They have 2 main goals in life. First was to hit modi by sting or stink, that failed. Advani is a tougher nut to crack given his impeccable integrity so they have to hit where it hurts by trying to pain him as weak and lacking control. Their goal to stop him from becoming Prime Minister at any cost. They will do a Modi on him but with a difference. They will use the jinnah episode as a template to make him look weak and lonely.

    So take it easy this is familiar terrain.

    Yossarin, what is the giving credence to this story is that people like Swapan Dasgupta have time and agin referred to this kind of sabotage which will prevent Advani from becoming PM.

    As recently as Sunday, Swapan was talking about subterfuge. Swapan is so close to the party that he took part in the secret chintan baithak between RSS and BJP recently held in Ahmedabad.

    I do not think BJP is divided. BJP is still strong and has the capacity of pulling out of the current mess. But I have a feeling that Rajnath is running his own agenda.

    Arjun – i wont claim any special knowledge on the internal affairs of the bjp. All i can say to quote shekhar gupta its the most democratic with maximum tolerance for dissent. It is natural there is multiplicity of opinion and a competitive atmosphere of aspirations. The problem with our public discourse is we dont quite know how to deal with this kind of atmosphere for it is unlike the high command and centralize control structure of every other party in india. This is very much like the party system in the US where there is no culture of high command. The dissent and multiplicity of opinion in the bjp is a strength not a weakness. The timid jholawallahs dont understand it or dont want to acknowledge it.

    Political Costs have to be raised.In a democracy, political costs can be raised by opposition. The moral quotient of the opposition could come under attack when they are in charge of governance. But Satyagraha should not be posturing. BJP’s record on tackling terrorism except of Modi remains abysmal. Recent pronouncements of Modi is a clue. He identifies the contribution of Mahatma Gandhi in the freedom movement as converting the movement as a mass movement. I think he has tried and succeeded in making the anti – terrorism movement as a people’s movement. The riots were a product of this. In any war there is collateral damage, killing of innocents is that. You can bet that in a democracy, the collateral damage is minimal. Except for Narendra Modi Model, nothing else will succeed against islamic terrorism. This is a naked truth. Some may not like but many would pretend not liking it.

    IMHO, circumstantial evidence against Rajnath is there working at cross purposes is there.

    Regardless of the values that have represented India in the past, a significant discourse of the twentieth century, for many complicated reasons, was dominated by Gandhian thought.

    Whether or not Gandhi’s values are worthy of cherishing, two entire generations have grown up believing in the so-called Gandhian ideals.

    Although I personally would not care for a Satyagraha in this situation, I still wholeheartedly support your recommendation to Mr. Advani, for the near future.

    While the merits of this specific action can be debated, inaction is no longer an option.

    Every idea has it’s own time, when Gandhi launched his SATYAGRAHA in South Africa in fading years of the 19 th Century, it was required then in absence of ANY support,rights for the Indian community there. Like wise when he started it in India in the early 20th Century, that was the only possible way then.

    I firmly believe that it was effective till a time. Look what mess his non violent methods have created in the run up to our Independence:

    1. His non violent methods were twisted,subverted by Jinnah leading to many VIOLENT acts perpetrated on NON MUSLIMS

    2.We all know what role his NON VIOLENT methods played during the eve and immediately after our Independence, by this I mean the ETHNIC CLEANSING OF NON MUSLIMS, which took place then.The Non Muslim refugees who came to India, are a testimony to this.Whereas the Muslims whose went to their HOLY land and the ones who remained here were largely un molested.

    3.Nehru blinded with this same faith in Non Violent means, adopted the PANCHSHEEL policy, wherein we were deeply humiliated by the Chinese and more importantly we had to cede territory to them.They have done it once and they are confident that can browbeat us in doing it again.

    I have not understood by your using the word SATYAGRAHA in the Bomb blast context. By this if you mean the same Gandhi style Satyagraha, I am afraid we are doomed.

    IMO, the Satyagraha movement has left deep impression on NON HINDUS, that we will not stand up for our rights. Dont get me wrong, But this is what currently all NON HINDUS think of us. Else, in SECULAR state(??) why would anybody (NON HINDUS) not jump to our support in opposition to the Sethusamudram issue, tell me, have you ever seen a single article,heard a sound bite about NON HINDUS saying ” OK if the mere mention of the word Ram sethu hurts the feelings and sensibilities of the Hindus, JUST DROP IT”.

    No mate, No none of these so called secularists have said so and what do we Hindus do, the Danish PM who was to come on a STATE VISIT , his trip is cancelled, coz one of his country men, cartooned the prophet of islam. The decision to call of the Danish PM ’s visit was taken by whom…A Sikh PM, Hindu and Christian members of his cabinet, government respecting Muslim sensibilities.

    They forgot that very same Denmark which has donated money maybe 30 -40 years ago, so that our country progesses.

    AS I said, every thought,idea has its own time frame and such terror strikes dont call for a gandhian satyagraha.

    The terror strikes in India have to be seen through the prism of jihad which was waged in India over centuries. In that way it is not as if it something new. It is the manifestation of “clash of civilizations” that Samuel Huntington has alluded to.

    So, we can just contain it some extent since there is a rise in Islamic fundamentalism in the Indian subcontinent and also in the larger Islamic world. The rise of Islamism in Pakistan, Bangladesh is bound to have deleterious effect in India.

    So we have to gird up for a long fight. The basic things to is to improve policing and intelligence collection.

    All the votaries of knee-jerk reaction and seekers of political mileage (on any damn issue) are doing a great disservice to the nation !

    Suddenly, as the CASHGATE was wearing-off – this group has latched on a new beating stick – TERRORISM. bjp-LED NDA, and Advani in particular, have dubious track record to take on the Govt or for that matter anyone else to make a political issue out of it. There are several reasons for it as listed below :-

    1. The State Govt plays a very important role in checking Terrorism, aprt from the Cnetral Govt. The last two terrorist attacks – in Rajasthan and now in Bangalore – happened in BJP-ruled States with the State machinery looking like fools. Non-withstanding all the brim & fire – BJP has to accept the larger portion of the blame on its head for not being able to check terrorism

    2. Even during the NDA rule at the Centre – some of the ghastliest terrist attacks took place – the worst of them was in the Parliment. The Parliament attack was an absolute shame for NDA

    3. The worst form of terrorist abbetment (Kandahar) happened during the NDA rule. The Parliament attack and the Kandhahar episode were worst possible instances of NDA Govt’s faliure in cecking terrorism

    4. BJP’s “highly touted” silver bullet – POTA to check terrorism has been a highly narrow-minded approach to solving this problem.

    BAJ CANNOT FOOL INDIAN MASSES BY TRYING TO PROJECT ITS RESOLVE TO CHECK TERRORISM. ADVANI HAS MADE ENOUGH FOOL OF HIMSELF AND HIS PARTY IN RECENT TIMES. HE SHOULD PICK UP A DIFFERENT POLITICAL ISSUE TO TOPPLE THE GOVT – SOMETHINg IN WHICH IT HAS SOME CREDIBILITY LEFT (CANNOT BE MANDIR AGAIN SINCE NO BOBY WILL BELIEVE IT)

I do not know if the article even requires any careful consideration as it is so replete with blatant presumptions.     Why do not you outline some of the tenets of this long and co-ordinated fight to control this menace? It is quite difficult to comprehend why accusing the government of going soft on the terrorism is doing great disservice to nation. Regarding your accusation that the BJP does not have a better record on the terrorism as the role of the state is of prime importance in maintaining the law and order and two recent bomb blasts have happened in the BJP ruled states proves that the record of BJP is as worse as the other parties, you have concealed more than what you have revealed. Out of the 11 bomb blasts that have happened in the UPA government tenure, the number of bomb blasts taken place in BJP states versus other UPA ruled states might have been more relevant. Secondly, apart from the bomb blasts, what is also equally, if not more, important is the response after the bomb blast. If you remember, after Raje government got tough on the shady areas where these crimes were germinating and prospering, suddenly none other than the home minister went all out in the defense of the illegal Bangaldesi immigrants. Also, the attempts for the state governments to enact laws like POTA have been successfully scuttled by the UPA administration in the center. The state does not have a sound intelligence and to assist them in this task is Intelligence bureau, however, what has been very glaring in these bomb blasts is the intelligence failure. Now, this IB is controlled by the central government and it is this laxity by the central government in adopting strong steps to strengthen the IB that is being criticised here. The two instances of terrorist activities that you pointed out during the BJP time may be debated. However, a little reflection shows that the basic problem with the UPA govt is the appeasement policies whereby MMS loses his sleep and all. It is this appeasement that deserves criticism.

    In a fragmanted political scenario during this coalition era – a firm approach to handling terrorism looks remote – where BJP and Congress refuse to develop a National consensus on this matter ! Political opportunism displayed by the larger parties like Congress and BJP prevents development of National Consensus on matters of National Importance like N-deal or Terrorism !

    Instead of trying to hold a “Satyagrah on Terrorism” – which will again reek of political expediency – Advani should approach the UPA & the Left and seek to develop a national consesus on this matter – if he is really serious about solving this menace.

    There is a need to build good governance on the convergence between the Congress and the BJP, at least on crucial policy issues.

    There is very little to choose between the Congress and BJP when it comes to agendas, which is precisely why Lal Krishna Advani, “willing to wound, and yet afraid to strike”, made a mess of his case, never able to rise above diatribe. He wants to claim credit for a repackaged 123 agreement but such sophistication was lost on his currency-brandishing henchmen.

    After the Trust Vote, the battle has been won. But with the Left Front on the warpath, the BJP licking its wounds, Mayavati determined not to be done out of third front laurels and Amar Singh beginning to feel his oats, the war has just begun. The bigger war is with the gangland that threatens to engulf us all and drown all values and standards. It can be averted not by framing more laws to be evaded, avoided or subverted but by clear headed political leaders & supporters on both sides of the Congress-BJP divide.

    OK first regarding the release of Masood Azhar. You have a plane sitting on an open landing strip (so no cover). On top of that it is surrounded by tanks, RPGs and SAMs. Further complicating matters, it is all in Afghanistan (land-locked country) that shares borders mainly with Pak and Iran (none great friends of India so to say) and in an interior Afghan city called Kandahar. In this circumstance, not only IA’s Special Forces but even US Amry’s Delta Force or the Russian Spetsnaz’ “alpha unit” will dare to attempt to storm the plane. So what is the alternative you got? Let all the 180 passengers die?

    And with regard to akshardam it’s sad that about 30 people died but atleast the pigs who perpetrated the attack were killed.

    Am somehow thinking these bums in so many places are practice for something bigger in the future. The pukis are exasperated by unkil’s repeated bombing raids in FATA and NWFP. Their stupid (this has been said publicly by no less than former COAS Mirza Aslam Beg) logic is that it doesn’t matter which country hits them, they will hit back at India. Now with their economy in shambles (inflation > 30%, infuriated people pelting the KSE) I think we maybe close to the endgame. I think the Pukis might want one more confrontation along the border, looks like they are yearning for it and they are not gonna stop with these attacks till we give them what they want. But I don’t think we should oblige them, war will be very very bad for the economy. The main reason they want this conflict might be to shift Unkil’s focus from Pak-Afghan border to Indo-Pak border; sort of signal — see what we are capable of doing if you lay your hands on us.

    Anyway I’m glad that Advani is taking up the issues regarding terrorism after such incidents. Goes a very long way in bringing awareness to common citizens.

    I also think as citizens become more and more aware about terrorism and which party can tackle it better not only from their words but from their actions, you will see more votes shifting towards BJP. Then since pols. follows, you will also see Congress slowly changing its stripes.
