If the fate of the Indo-US Nuclear Deal today is at the mercy of the idiosyncracies of domestic politics, the blame lies squarely with Manmohan Singh and Sonia Gandhi.
If Sonia Gandhi’s?primary sin was?her lack of political leadership in evolving a bi-partisan consensus, Manmohan Singh is guilty of an even greater crime. He has allowed the domestic politicking on this single issue to overwhelm his governance to a degree where individual Ministers ran roughshod with their private agendas while major policy making remained completely paralyzed.
An Offstumped rerun from mid 2007 and early 2008 chronicling how dysfunctional Governance has been since a disoriented Manmohan Singh caved in to the Left in August of 2007. But the icing on the cake is the long list of GoMs Offstumped had researched back in 2006 highlighting a deeper problem of Executive Delinquency?resulting from having an unelectable bureaucrat academic as a surrogate Prime Minister.

Offstumped takes a hard look at the last 30 days of Governance of the UPA since the wedge with the left came to fore and the Government is on life support.
The Press Information Bureau is a great place to look for evidence of how debilitated the UPA Government is since it has been put on life support. In the last 30 odd days, the Government released approximately 614 press releases via the PIB. A cursory analysis by Offstumped of these 614 press releases was very interesting and is presented below.
Of the 614 press releases the bulk are informational releases largely in response to parliamentary questions and the rest are public relations exercises in a clear sign that the party in Government is spending more time promoting itself than on focusing on Governance. Just 12 Executive Decisions of any significance. Of these 12 only the Indian Airforce RFP for procurement of aircrafts stands out as the most significant decision. Of the rest 2 are rank populist in nature again signifying that polls are in the offing with Livestock Insurance and Health Insurance in the UnOrganized Sector. Only 6 decisions by the CCEA, of which only 2 are significant investments the rest are all about populist spending. 3 GOM decisions of not much consequence and 1 EGOM decision on formula for Gas pricing.

34 Press Releases with references to the Prime Minister Manmohan Singh. Almost all of them have to do with the Prime Minister inaugrating some conference. With the exception of the Chief Minister’s Conference which saw some sharp policy differences between the Prime Minister and the rising star of the BJP, Gujarat Chief Minister Narendra Modi, there was hardly anything substantial that the Prime Minister said or did. If that clash brought to fore Manmohan Singh’s Communal Socialism this particular release by the PIB hardly received any press coverage.

And so on the story goes with a whopping 40 GoMs including the one dealing with the issue of sealing unauthorized businesses operating in violation of zoning laws in Delhi. It must also be noted that Pranab Mukherjee chairs most of the GoMs which leads one to question what stellar contributions he managed while in the Defence Ministry, juggling as he was the GoM musical chairs. We are now told that he has 9 bureuacrats (Officers on Special Duty, OSD) to manage his GoMs. So in effect the GoMs are not exactly Groups of Ministers working on issues, but Groups of Bureuacrats on special duty, having long abandoned what was supposed to be their primary duty. Given the number of GoMs and the range of issues from buying aeroplanes to giving permission to setup private universities, it makes one wonder what purpose Cabinet Portfolios serve any more. Manmohan Singh might as well strip all his Ministers of their portfolios and instead maintain a rotating pool of Ministers who will get assigned to GoMs in a round robin fashion.

Say hello to double-digit inflation! And to think that it comes at a time when the prime minister of India happens to be someone who was once India’s most touted finance minister!
Or is it? At least part of what we are seeing today is directly due to the failure of leadership at the top, of how poor politics made for worse economics. India will be paying the price for a long time to come.
But first things first, I agree that the Indian customer could not be indefinitely shielded from rising global petroleum prices. However, both the timing and the reasoning that is being dished out leave much to be desired.
We all know that oil recently touched an all-time high of $135 per barrel. But, true to form, the Manmohan Singh [Images] ministry announced the hike in prices when, on Wednesday the fourth of June, prices had fallen to $123 a barrel. Talk about bad timing!
It gets worse. Even the 10 per cent hike announced by the UPA regime is not enough to offset the losses made by the State-owned oil companies. The total losses were an estimated Rs 245,000 crore. They are still going to be losing money despite the increase in prices and the cut in duties. Now there is talk of floating oil bonds, in other words taking money today to be repaid, with interest, of course, by our children and grandchildren.
It is no secret that the price of crude oil had been rising. Nor was it unknown to our economist prime minister that his government was running out of money to subsidise the oil companies’ losses. So why did he wait until June, by which time the chief executives of the oil firms were warning that their cash would run out in four months?
The answer lies in the electoral compulsions of the Congress. Elections were due in Karnataka, to be followed by a slew of assembly polls in winter, and a general election in under twelve months. Under the direction of the Congress president, the prime minister and his finance minister had cooked up what everyone called a populist Budget, offering sops to one and all. (Does anyone remember P Chidambaram explaining how he would find money for the farmers’ loan waiver?)
There was simply no way to wave the ‘Aam Aadmi’ flag yet simultaneously raise fuel prices. (Or, alternatively, cut the subsidies.) Thus, for the sake of winning the Karnataka assembly, the oil companies were forced to incur mounting losses — until they were in danger of running out of money altogether.
The results of the Karnataka polls demonstrated that the voters weren’t falling for the Congress’s promises. But the party apparently believed that there were still plenty of people who might be fooled. (There is a general election looming up after all!) The Karnataka results came out on May 25, but it still took ten additional days before the Union Cabinet could raise fuel prices — and crores were lost on each of those days.
Do the price rises of 4 June signify the end of economic insanity? No, not really!
Did you know that India continues to export diesel even today? India has imposed such an insane web of taxes that the private refiners, Reliance [Get Quote] and Essar, find it impossible to sell diesel inside the country. I am sure the prime minister knows this perfectly well, so why has he done nothing to ameliorate this? Enabling both firms — possibly others too who come in — could bring down transport prices. (Most freight firms use diesel, not petrol.)
If the timing of the fuel price increase was poor, the reasons that are being trotted out are nonsense.
The Union finance minister was claiming, shortly after his last Budget, that government revenues are hitting the roof. So why can’t he find the money to continue fuel subsidies? Because, so say the Congress spokespersons, there isn’t enough to fund both development activity and oil subsidies.
This really is the root of the problem. What development activities are they talking about? Are you getting an assured supply of electricity, without wild fluctuations? Do you get clean water around the clock? Have the potholes in the roads in your town been filled up? Does anyone believe that the local government schools or the primary health centres are functioning adequately? (Or functioning at all!) So where is the money going?
One weak excuse being trotted out is that the funds are being targeted at rural areas, whether in the form of loan waivers or the National Rural Employment Guarantee schemes. This is a joke.
The reaction of the banks to the enforced loan waivers announced in the last Budget was best expressed by the State Bank of India [Get Quote] two weeks ago; the bank announced that it would make no more loans to farmers who wanted to buy tractors. State Bank was forced to retract under political pressure but the message is loud and clear — the waiver does not mean that any fresh funds will be injected into the rural sector.
What of the NREG? Sonia Gandhi’s [Images] pet ploy to win votes is coming a cropper. On May 14, this year a man named Lalit Kumar Mehta was murdered in Jharkhand. The police tried to pass it off as a case of robbery, but the real facts soon emerged. Lalit Kumar Mehta was an activist in the Vikas Sahyog Kendra, which works for adivasis. At the time of his death, he was carrying out a social audit of the local NREG. scheme, and his father, Jagdish Mehta, insists that he was carrying a CD-ROM with hard proof of misuse of funds.
Please note that this particular social audit was being carried out not by just another unknown non-governmental organisation, but under the direct supervision of Professor Jean Dreze (the Belgian economist associated with Dr Amartya Sen). Media reports confirm the Vikas Sahyog Kendra’s suspicions about the daylight robbery passing off as NREG schemes. And this, I am fairly certain, is being replicated all over in India.
Let me sum it up. There is no money for fuel subsidies because it is, supposedly, being used for developmental activities. But nobody can see any effect of these activities. (The highway development schemes started in the days of the Vajpayee ministry, for instance, have practically ground to a halt.) I repeat: Where is the money going?
The simple fact is that neither the prime minister nor his finance minister have the political clout to ram through harsh economic decisions, such as raising fuel prices before a crucial assembly election. Nor can they ensure that all wings of the government run with the same rectitude that they themselves practise.
The Union finance minister boasted in February that the deficit would be in the vicinity of 2.5% but economists privately say it will be at least three times that. Meanwhile, inflation – real inflation, not the official figures – is the highest it has been since 1995. (Guess who the finance minister was back then!)
When the UPA took over the reins in 2004 it introduced a system of dyarchy — Dr Manmohan Singh to handle the economics and the administration, Sonia Gandhi to tackle the actual politics. With prices going out of control and the party losing a string of polls, would it be fair to say that the system just hasn’t worked?

One of my complaints about the opposition NDA is, they are talking a lot about inflation, but i am yet to see them unveil any concrete measures against inflation. This will in fact help the NDA, because as vidur nithi says “jan samudhay mein bhook ki aag ko kabhi badak ne na dho”. If NDA can come up with a comprehensive strategy against inflation, people will feel more comfortable in thinking about other issues the BJP raises. I want to see some concrete financial plan to reduce prices, not just hollow barking about inflation. I know that on other issues BJP will do well like security and stuff, but abt economy, they need to come up with a plan.

The only weapon left with India to fight against inflation is to let Rupee appreciate against world currency. that can be done by using forex reserves that india has collected.
Well i do not know how to control inflation . Economics has never been my forte. But all i know is that in order for this country to attain progress , this UPA tamasha party has to be shown the door

If the rupee appreciates, then we can save money on imports and we will lose on exports, a balance has to be struck. But i guess ur right, at this stage india will gain if the push the currency up, which is not being done becos some vested interests derive money from foreign sources (especially companies who do business outside but run offices in india). its a tough nexus to break, becos then if we want to improve our currency, they blackmail that they will withdraw business from india.

Currently, problem is that we have less money coming in than going out. So short term measure to contain inflation is none other than appreciating Rupee with help of forex reserves. In long term, the appreciated rupee can be compensated with decent infrastructure, labour reforms etc. Also you should check out INR against Euro, Aus $, GBP,, INR has depreciated drastically. So their is enough GAP for appreciation against those currency. Also it makes no sense to hold forex reserve in terms of USD, as USD is under tremendous pressure against world currencies. Their is no doubt USD is going down against world currencies in future.

The entire economic policy is flawed, MMS changed some things as FM and all governments continued with it. However, the second step of reforms were never initiated.
For example….The high input costs the industry faces, there is no end to it…No government is willing to address this important issue.
I was talking to a few hoteliers here in Mumbai and I was told that about 20 restaurants in the Fort area ( The main business district of the NATION) are up for sale for the past one year, not because of business going down, due to high input costs…Electricity, Commercial Cooking gas,raw material,wages have all gone up.The Municipality which has OUR government has also increased the water tax, health department tax etc.
Maharashtra has 12% VAT as compared to 4% in Karnataka and Gujarat, when VAT was introduced the govt. said that it will allow the assessee to offset some losses by means of a central rebate, the assesses are still awaiting that rebate amount.
This all adds up to woes of the Hoteliers in this case, their basic argument is that EVEN IF WE HAVE TO INCREASE PRICES, TILL HOW LONG WILL WE DO IT?????
Corruption is another issue, think about it…The Maharashtra govt. passed a law stating that all signboards of all commercial establishments has to be only in MARATHI, subsequently a gazette was issued and now the Municipal corporation of Mumbai has started implementing the rule strictly, my info. that atleast 10 hoteliers have been fined Rs. 30,000 for not adhering to the edict.
The state of affairs in our Economy is thanks to all parties, dont forget that when our NDA government was in power in Maharashtra, corruption zoomed to unbelievable levels.

When Rupee was around 40/41, Dr. Subramaniam Swamy was advocating to bring it down to Rs.36 level.
Our PM and FM, one wonders, allowed the run away inflation to enter the country from the front door.
It was their callous disregard of the deteriorating situation, which has plunged the country into the quagmire like predicament.
Now they are looking to Rain Gods to save the country.
Also, lets talk about us INDIVIDUAL ASSESSES….
WE pay Income Tax, Profession tax for our Income
We pay VAT for our purchases
WE also pay Service tax, the Cesses etc.
Now tell me why isnt this DOUBLE/TRIPLE taxation counted as an expense for us INDIVIDUAL ASSESSES??????
The Income tax exemption which is A POWERFUL POLITICAL TOOL, is a load of crap, try this sum up all your expenses with all taxes and see it for yourselves, what this exemption is all about.

Just read that article on TN politics you posted. The author himself looks a bit confused. Moreover, i am sure you have noticed by now that TN political outfits are among the most opportunistic in the country. For one, any party that has an alliance with congress is doomed in TN. The people’s anger in the state against both the DMK and the congress is at an all time max. I will not be surprised if congress gets 0 seats this time around. PMK is talking to all parties to keep things safe. Vijayakanth’s party is still a baby, but PMK will always win 5 seats becos of committed caste voters. What is to be seen is how Jaya fills in the space. I can say this much that any small party in TN today will benefit more if it aligns with Jaya than congress for sure.

Bhajpa is clearly not in poll mode yet. Over successive elections, they have come to perfect strategy and message in poll campaigns.
Look how focussed and careful they remained throughout the K’taka campaign. The message was clear – ‘Betrayal’, ‘Price rise’, ’stability & Good governance’ – and they stayed on message for the most part, IMO.
Similarly, there’s no dearth of issues to impale the UPA sarkar on – on every issue in the socio-economic, psychological and security areas, UPA scores abysmally.
BJP has also used brutally honest internal polls whose numbers have proven far more reliable than, say, Yogendra Yadav’s.
Hence, overall, as and when poll mode winds in, expect bhajpa to get better and on message again. DOn’t expect the media to say so, though. And that’s already factored into BJP plans, presumably.

Meanwhile, the BJP has gone to its new strategy of giving party workers more decision-making power, analyzing everything at a constituency level, and figuring out who to play everything at the lowest level.
The next thing, delimitation means more urban seats, and more urban seats are going to benefit the BJP undoubtedly, as we already saw in Karnataka. For example, Bangalore now has 4 seats from 2. Ahmedabad has split, and so forth.
The CPM cadre is still strong where its roots are. I’m afraid from Bengali and Mallu friends, who indicate to me this delusion of a great socialist revolution is still very all-present. The AICC cadre, on the other hand, seems to be at its weakest after 4 years of UPA. With the Congress basically throwing itself at the mercy of MSY in UP, whatever is left of Congress strongmen and party workers is going to self-destruct. The state organizations of Congress in Karnataka, MP, Rajasthan, Chattisgarh, Delhi, etc. are at their lowest level ever. The key is for the BJP to take advantage of this and destroy the AICC’s like they are doing in Karnataka right now. (2 Congress strongmen are among those who will be contesting the LS on BJP tickets, in seats where the BJP has traditionally had low presence)

BSP’s gameplan is the following. Get 50-60 seats in UP. Along with left and UNPA, get to around 120 seats or so.
Then they will ask UPA to support them in order to keep “communal forces” out. Congress will have to support and Mayawati will become the PM. After that God save the country. What a khichdi that will be.
BJP has to kick BSP’s ass in UP if it has to come to power. LKA moves to court the minorities is a step in the right direction since that takes away the wind out of the “communal” argument.
All these dreams and reliance on BSP’s support on part of BJP is meaningless.

Actually CPM cadres are just Amra Bengali fascists (Bangali Bandar-lok), as the Bengali themselves are fascists thugs, and CPM is just a expression of it. To finish CPM these Amra Bengali multi headed monster has to be attacked in a multipronged way. First of all to take away the tribal areas gorkha areas from WB and make them separate states and then China style on the remaining Bengal. Situation in UP just is in favour of BJP clearly. This time IF THEY CAMPAIGN PROPERLY (I think that good begning has been made as subtle campaigning is already underway), they are going to have “atleast” 45 seats. CPM can do any tieup with Mayawati, but CPM-Left has absolutely NO BASE here.
