Prime Minister Manmohan Singh’s teflon like conscience appears to be belatedly shaken in the aftermath of Jaipur Blasts. Having taken all around flak for several days since the blasts, the Prime Minister has now sought to build a wall of defence by mooting the idea of a Federal Terror Agency.
So what would such an agency do ?
Investigate Terrorism as a “Federal Crime”
That right there says it all, that the Manmohan lead UPA Government and the Sonia lead Congress have not understood the fundamental nature of the Terrorism threat.
Before we examine the UPA’s response to terrorism in detail, it is important to recognize Manmohan Singh’s basic instincts. What we have here is not a Leader but an over-qualified Bureuacrat occupying 5 Race Course Road. Every single time Manmohan Singh was challenged with a complex issue his instincts and responses have been that of a bureaucrat. The plethora of Group of Ministers, empowered Group of Ministers and Commissions formed during his tenure are testimony to this Executive Delinquency which Offstumped has extensively chronicled during the Delhi sealing episode and subsequently when the government was reduced to a lame duck over the Indo-US Nuclear Deal.
So its the same bureaucrat’s response at work when you see the first and only formal response to Terrorism from Manmohan to date is the now defunct and barely mentioned India Pakistan Joint Terrorism Institutional Mechanism which was nothing more than a bureaucratic liason office and a glorified call center.
Even APJ Abdul Kalam for the bureaucrat and scientist that he was demonstrated far greater leadership and intellect in recognizing the true nature of terrorism and the kind of wholistic response it deserved in his Independence Day speech in 2006.
So when the bureaucrat in Manmohan Singh is faced with all around criticism for his Government’s cluelessness in responding to terrorism, what is the first thing that comes to mind – a new federal agency !
Offstumped Bottomline: Any credible strategy on Terrorism must begin with a coherent doctrine characterizing the nature of the Terrorist threat and articulating the kind of response it deserves morally and constitutionally. Such a doctrine must be predicated by pre-emption and underlined by zero tolerance. Only when the Manmohan Singh, Sonia Gandhi duo demonstrates the ability to articulate such a doctrine can any anti-terrorism proposals from its bureaucrat Prime Minister and AWOL Home Minister be taken with any credibility.

Man Mohan Singh, as a career ‘Bureaucrat’ know, rather too well; the rules of game and he is applying and playing all tricks to ensure ‘retirement’ benefits. Most of that are secured by now.
As for federal agency to combat terrorism? Let me warn you and those who advocate for that, we have a CBI – a supposedly free,fair and independent! We all know how and who it protects. Especially when ’secular’ forces are at their ‘zenith’ with the help of ever obliging MSM.
Any more ‘centralized’ agency, especially to combat terrorism and that too ‘Maoist and Islamic variety’, just can not be trusted with the center alone, after all we have had some PMs like VP,Gowada,Gujarals and Man Mohan too.
God forbid, if we land up with a Laloo or a Mulayam or even a Yechury, adorning PMO. If a gowada or gujaral can become, these men do have some following at lest.

Yossarin, I believe there is a need for a federal agency to deal with terrorism and all federal crimes which encompass multiple states, since states in general do not have the wherewithal and resources to pre-empt or investigate such crimes. Also with the creation of such an agency the problems (excuses?) of lack of co-ordination between a central intelligence agency and a state enforcement agency can all be eliminated.
However, this alone cannot be the panacea for all terrorism woes facing the country. We need to back it with a strong legal framework (POTA and the likes) and a much stronger political will if we are really serious about the war against terrorism. After all, stringent laws and strict enforcement can also act as effective deterrents, and in a way pre-empt future attacks.
I agree with you that the congress party’s motives for suggesting this is somewhat suspect, since they merely want to deflect criticism and be somehow seen as doing something to tackle terrorism. And I also agree that under a gutless UPA govt, such an agency would be totally toothless. But the current setup is even more unacceptable, since even a non-Congress govt at the center would hit a stumbling block when dealing with terrorist attacks under congress ruled states.
By the way, the creation of a federal agency is not an original idea mooted by the PM, as projected by the mainstream media. This has been doing the rounds earlier also and was even part of the BJP/NDA’s 2004 election manifesto, amongst other measures. Somehow this solution never cropped up in the last 4 years. And we were told that Vaypayeeji had knee problems…..
The problem with Manmohan Singh is that his leadership credentials are close to zero, the major problems being the total lack of touch with the Indian people(Minority or Majority, considering he hasn’t won an election), lack of political will and therefore, failure to think about ‘relevant’ new ideas and getting things done.
Every time we have a leader who isn’t connected to the grassroots and close to the heart of the country, we will face the same problems. We will just have a leader who reacts(though Manmohan Singh miserably fails on this parameter too), rather than thinking pro-actively about the problems of India.
Coming to the contents of his suggestion, all the talk about a federal crime agency is just a political gimmick; we all know how little UPA has actually implemented when it comes to major policy matters. It must have had better sense before unnecessarily repealing POTA in a haste.
Hi Guys…The answer is not just re-introducing POTA or creation of another agency dealing with.
THE ANSWER IS REPRISAL….I know many over here differ with this, however, this is the only way these terrorist organziations will learn.
Look at the US, one 9/11 and the response the terrorist got, what terror attacks have taken place after 9/11, none.
WE must give full backing and powers to the existing security apparatus and LET THEM DIS CHARGE THEIR DUTIES. By doing this I believe terror will tone down.
During the NDA govt. they implemented this simple thing….LET THE SECURITY FORCES DO THEIR DUTIES and all of us saw that the terror attacks were handful.
Pre Emptive strikes, Surgical Strikes are the need of the hour. No international borders must be honored, after all it is the Indian people who are suffering.

There are countries all over the world which have already developed coherent and effective strategies to tackle terrorism. This doc on countering terrorism strategy of the UK shows how well prepared they are in dealing with this menace.

Sometimes makes me wonder what the jihadists have to do to get bad press. Despite blowing up innocents and rigging jihadist bums with sharpnel calculated to spread maximum pain around, the terrorists endup getting excused, expalined, understood, therapy-invited by dhimmedia, academia, untellctuals and the sickular polity. And films like Fanaa and actors like Aamir.
How long before other groups fighting for their ‘rights’ etc realize that best way to win the dhimmedia and untellctuals over to their cause is to issue death-threats against dhimmedia and act on them?
On a related note, the fawning and playing up of terrorist sympathies extends beyond desi media. You should see dhimmi-BBC covering Hamazs and hezbollah heroics in the middle east. The jihadists have figured out how to handle the media. Have the media realized this?

About the proposed federal investigations agency
Shishir Gupta’s analysis is factual and level-headed. He blames the states for stalling the proposed FIA. Its all about turf because law and order is a state subject (and also because state satraps can be snared in federal stings now). I find the states’ argument all too predictable and indefensible. While law and order may be a state subject, terror should not and cannot be treated as a mere L&O problem. The state control of organized crime act (SRCOCA) further setsup dedicated fast-track courts to try terror and underworld cases. About freakin’ time!
The center should simply go ahead with the bill even if there’s no uninaimous consensus among the states. Just like what the NDA did with the VAT system. Eventually all states did fall in line.
