Look who is batting for the Maoists

After?the audacious attack by Maoists on the armoury, police station and police training schools in Orissa’s Nayagarh on February 15 the nation is slowly waking up to how malignant the cancer of Maoist Terrorism has become. Nitin had this short piece on the over and covert support the pro-China Maoist agenda is receiving. Last week we also saw how utterly clueless the Home Minister Shivraj Patil was on the Maoist threat.

In that post Offstumped had posed these 5 questions which need to be answered to understand the nature of Maoist threat we are facing.

1. What is the terror structure that sustains Maoist violence across states in the nation ?

2. What are the sources of funding ?

3. Who are the key leaders and how is the movement organized ?

4. What are their strategic objectives and what near term tactical goals does the movement have ?

5. Which are the recruiting grounds and what plans does the Government to infiltrate the movement ?

As if in answer to Offstumped’s poser the Indian Express carried two extensive stories on how under prepared the police are in dealing with the Maoist threat as well as on how extensive the Maoist network was.

Some riveting statistics from the Indian Express

Chhattisgarh has the worst record in tackling Naxalites. Of the 20 police districts in the state, 16 are officially called Naxalite affected.

700 people including about 250 security personnel, have been killed in Naxal-related violence during the last 2 yrs.

368 deaths in 576 Naxal-related incidents in 2007 alone. One of the biggest ever Maoist attacks took place last year on March 15 on the Rani Bodli outpost in Bijapur in which 55 security personnel were killed.The latest attack was on February 18 in which five CRPF personnel were killed in Bijapur.

The Indian Express also provided insights into the Maoists objectives

?The 9th Congress held last year also resolved to drum up popular support in new areas, including states in north India. Urban sub-committees have since been set up to target industrial workers, develop mass organisations and form town committees in areas hitherto untouched by Naxal ideology

At the top, you have a 14-member politburo and a 17-member Central Committee headed by Ganapathi. The politburo, incidentally, has seven members from Andhra Pradesh, including Ganapathi who hails from Karimnagar district. The Central Committee oversees four regional bureaus covering the East, North, South-West and Central parts of the country. The Eastern Bureau handles Lower Assam, West Bengal, Orissa, Chhattisgarh, Bihar and Jharkhand. The Northern Bureau is called 3U since it covers Uttar Bihar, Uttaranchal and Uttar Pradesh and also handles Delhi, Haryana and Punjab. The Central Bureau is in charge of Andhra Pradesh, including North Telangana and parts of AP bordering Orissa. Operations in Karnataka, Maharashtra, Tamil Nadu and Gujarat are looked after by the South-West Regional Bureau. Below the regional bureaus are the 17 state bureaus. And then there are committees and groups that look after specialised tasks. The Naxal?s budget is no less painstakingly-compiled than a government?s. Rs 60 crore for two years (2007 and 2008), most of it?about Rs 42 crore?allotted for logistics. The Central Technical Command gets another big chunk, Rs 10 crore, with communication receiving nearly Rs 5 crore. Intelligence (Rs 2 crore) and technical work (Rs 1 crore) complete the list. A nine-member Central Military Commission is in charge of procurement of arms and ammunition, communication and electronic equipment. Then there is the Central Technical Committee that is tasked with production of arms including country-made weapons, grenades?even rocket launchers.

Well thats below the ground. Now look who is batting for them above the ground if this report by the PTI is anything to go by.

So who are these anti-national academics and activists who’s conscience is selectively outraged.

Prof Manoranjan Mohanty of People’s Union for Democratic Rights (PUDR) lead the team of PUDR, Delhi, People’s Union for Civil Liberties (PUCL, Orissa), Andhra Pradesh Civil Liberties Committee (APCLC), Centre for Protection of Civil Liberties (CPCL), Tamil Nadu and All India Students Federation (AISF, Orissa)

And what brief are they holding for the Maoists

Asking the state as well as central authorities to enter into unconditional dialogue with naxalites, he said “there shold be comprehensive socio-economic-political and legal response to the escalating violence and counter-violence

It appears that these anti-national elements are succeeding into coercing the Government if these remarks by Orissa Chief Minister Naveen Patnaik are anything to go by.

”My government is always prepared for dialogue with the naxalites, but first they should give up arms and the path of violence,” Chief Minister Naveen Patnaik told reporters after reviewing the ongoing combing operation against Maoists’ at a high-level meeting

Offstumped Bottomline: There should be no middle ground in dealing with Maoist Terrorism. As history has taught us any half baked moves at holding fire will only be a tactical concession by the Maoists to regroup and gain popular support and sympathy. While the State fumbles in its half-hearted attempt at waging war on Maoist Terrorism, with this post Offstumped is declaring Intellectual War on those above the ground Maoist Sympathisers who are batting for their anti-National pro-China agenda. In a series posts Offstumped will challenge these psuedo-intellectuals to expose them and their discredited cause.

    The pseudo sickular establishment has perhaps sensed the nemesis approaching in the form of general elections 2009. The sudden rush to get a binding nuke deal, spurt of support for maoists, bleeding heart bonhomie being displayed towards pak-land and irresponsible comments of General of Indian Army all point towards a rush to completely inundate the nation with their agenda of impotent patronage power politics. But the tomorrow they are worrying about is actually here.
    P.S: UPA set to lose majority in RSabha i April, end game is near.

    Naveen Patnaik’s offer for talks with the Maoists reminds me of AP’s CM Rajashekhar Reddy’s similar offer in 2004/5.

    Agreed, there was a spurt of Naxal activity after that truce. But the media frenzy provided useful information (otherwise difficult to get):

    * It exposed the important leaders and their strongholds to the public. The media televised these guys live!

    * It brought out (until then) closet Naxal sympatheizers into the open.

    Once the truce collapsed (as expected), there was indeed a spurt of Naxal activity.

    But what happened after that is even more interesting. Maoist leaders (including CC members) felt unsafe in AP and fled, thanks to aggressive policing and intelligence. Respected ‘intellectuals’ who were Maoist sympathizers were given ‘police protection’ after they were threatened by phoney (presumably police-backed) couter-militia. No significant Maoist activity after that, given that they consider AP their home turf!

    So one shouldn’t be too surprised if something similar happens in Orissa as well.

    Spent the weekend reading Sudeep Chakravarti’s Red Sun that was reviewed in February 08 issue of Pragati.

    It’s a very good book. The main insight is that the Maoists have set up a broad network of underground and above ground organisations to ‘bat’ for them. Now, since their main rallying call is “discontent”, they are simply collecting people with local disaffections from wherever they can, and using it to fuel a large scale operation. So all those “other India” types, wittingly or unwittingly, contribute to public sympathy for the Maoist cause.

    Of course, the state response, like the Chattisgarh gag order, is hamhanded. It may work in the backward areas, but is counter-productive on the wider scale. A more sophisticated media and public communication strategy is required.

    I personally believe that naxal problem could be easily solved by the following step;
    i. Bring police under independent comission, not under state government. Give them power to deal with naxal strongly but wihtout torturing local people. Since police is touturing local tribal people to get infomation, they become more sympethizer to naxal. As a result police is not getting information, naxal activities spreading. Police under state governemnt is always used to tight the oppositon leader instead of dealing with real culprit.

    ii. Most importatnt is developement. Talking about taking tough major is fine, But we have to uproot the main causes, that is the underdevelopement inside the rural area. Any governemnt, be it NDA, UPA or CPIM is not taking proper step to improve the life of tribal people. So they are drawn towards naxalism becuse they give them instant opperunity to get some income through demand of more wage or price.

    Personal example, I can site, In Bankura district, WB, important road was not repaired for long last 15 years, It is fully tribal dominated area and also naxal affected. everyone is listening that government is spending so much money to improve rural road, but where is implementation.

    If local goverment do their act properly, I am sure naxal problem will be solved easily, because they are confined inside the country, not at the broder, where they are fed by outside forces.

    AP Congress held the meetings with naxals to honour their election mandate.
    Just before the talks, they have made public about the unification of the maoists under a single banner.
    Still it looked wise for Manmohan Singh to allow the AP Govt to hold talks with a group that is butchering the security forces in Chattisgarh and other states.

    Manmohan Singh said situation is grave only after the death toll was increasing.
    Preemptive steps are forbidden in our country, else we will see a backlash from all the human rights groups.

    The lack of development and just the sense of hopelessness among these people starts these ‘insurgencies’.

    The ’soft’ Indian state and it’s impotent response to internal security challenges further encourages the naxals. Look at how the Pakis dealt with baluchis, OR the americans with the secessionist south.

    First of all, the issue of development has to be resolved, and it is possible with the right leadership. Like Modi showed in Gujarat, 100%electricity supply, erecting check dams, soil reports, tribal programs can really make a real dent in the lack of progress and poverty.

    Secondly, the armed naxalites have to be dealt with under the barrel of the gun. Only in India will people who openly raise their guns against the nation, will be dealt with in a ‘humane’ way. This is civil war, and it needs to be dealt with similarly, not some law and order issue, these are traitors, not some misguided youth. If indian tanks, helicopter gunships, and the Indian army are put in action, the problem will be finished in a day. If naxals want to fight against India let’s see how long they last against brutally superior weapons.

    As far as the people batting for the maoists, the 5 star activists, there is a solution. These actualy are a ‘law and order’ issue, and should be ‘encountered’ with accordingly. =)

    Profit from Naxalites, Jehadis have been mantra of psuedos.

    Congress use Naxalites to terrorize large parts of India which is useful during election for Chappa Vote.

    Existance of present UPA at Center is thanks to Naxalites- as Y Samuel Reddy used them successfully in Andhra where Congree sweeped. Cong got 7 seats more than BJP at all india level and this could not have been possible without Naxalite help in Andhra.

    Congress did the same in Assam- resurrencted ULFA prior to last election.

    As Dipankar Bhattacharya, boss of CPIML- who fights election, told the Outllok in an interview last year, LALU PRASAD YADAV USES NAXALITES TO TERRORISE PEOPLE DURING ELECTION.

    However, as Naxalites get out of control, PSUEDOS ARE FACING MAJOR BACKLASH FROM REST OF THE PEOPLE.

    Slowly but surely, goveranance is becoming most important issue, and people are choosing stalibity, development, good governance.

    THAT’S WHY ADVANI AND MODI ARE GETTING PROMINENCE.

    Yes, Modi has definitely done commandable job in ecenomic as well as law and order issue. I would like to see him as central home minister soon.

    Somen is languishing in jail for his innate belief in socio-economic equality for the downtrodden. His family members are now worried that he doesn’t meet Dr Binayak Sen’s fate for his political conviction.

    I beg to differ. One of Advani’s most enduring legacy will be to strenghten our eastern border, put fences, multi purpose ID card pilot project. God willing, we will see Eastern Border and illegal Bangladeshi Muslim infiltration WILL CREATE MORE HAVOC THAN PAKISTANI SPONSORED ONES.

    POTA was passed during his time, which was uphold by Indian Supreme Court.

    Yes, we saw terrorism. But don’t forget over last many decades, psuedos – politicians and media have allowed them to take root in India. Suddenly, you cannot expect Advani cleaning all these mess just in a matter of years.

    Not a single terror attack was resolved after UPA came to power. All terror attackers were either killed, put thro’ legal system during Advai’s tenure.

    Advani is the first politician in last 1000 years who has shown what Hindu unity could achieve. I wish Modi well- he has many many decades infront of him.

    But to compare Modi with Advani, in 2008, is childlike. Advani’s stature is high- much higher (than even vajpyee I would say).

    I agree with you that stature of Advani is high compare to Modi because he is for long time in politics than Modi, But due to that we should not resist to compare and tell the comparison is chidlike. If you look in term of actual work done by them, Modi is far better postion to implement what he tell than Advani. Here Who is who does not metter. Work itself speak.

    Advani will not hesitate to admire Budda to be a politically correct person, But could you listen this from Modi? or even from CPIM toward Advani. Do not tell now this is as a polite people gesture. If it is so then this is not the policy of right-center.

    This admiration of opposition leader from BJP’s tallest leader put the BJP and his allay in defensive position because CPIM has strong propaganda mechinary to use it, This happened three four years back when he visited West Bengal as a home minister.

    Terorism has long history in India, I do agree, but It had not gone down during Advani’s rule. I strongly feel If a home minister has clear vision how to deal, then It can be kept down in his tenure. OK. wiping out will take time, not five years job. In that front Advani was miserably failed although he put toough Pota like law.

    Yes I agree with you on the area of Hindu unity, Yes, it is due to Advani (not Bajpyee), now voice of najority is heard in power coridor of Delhi.
