Dubbing the United Progressive Alliance government ?non-functional? and ?internally paralysed,? BJP leader L.K. Advani on Friday asked the business community to develop a long-term perspective for India Inc. and the nation so that bold and innovative measures could be initiated to make the current growth story more equitable and sustainable
Mr. L.K. Advani was speaking at the luncheon session of the Federation of Indian Chambers of Commerce and Industry?s 80th annual general meeting in New Delhi. While the speech covered familiar grounds in its criticism of the Manmohan Singh Sonia Gandhi lead UPA Government it was unique on two counts.
First the speech gave a first glimpse of the likely economic agenda the BJP lead NDA would go to polls with next year. Mr. Advani spoke of
speedier economic reforms, modernisation of airports and the railways and all-out support to manufacturing
with a new formulation of a new definition for GDP
GDP ? good ?Governance, Development and Protection? ? as the three imperatives to benefit the ?ordinary? people if his party and the NDA happened to win the mandate in the next parliamentary elections
But that was not all. What was noteworthy about the speech was that the first time since the 2004 debacle the BJP seems to have overcome ideological confusion and shed inhibitions to articulate a clear “Right of Center” philosophical basis for its economic agenda.
It shall be our firm resolve to make good governance, development and security the trinity encapsulating our common minimum programme? to ?unleash the entrepreneurial and creative energies of crores of ordinary Indians
With a clear emphasis on the spirit of Enterprise Mr. Advani had this to say
I?know for a fact that small and medium enterprises, the tiny sector, the informal sector where millions of entrepreneurs and workers are engaged, are impatient to see a governmental environment that helps them, rather than harassing them
Finally the one remark from Mr. Advani on where exactly he saw the role of Government should be taken as a clear signal that the BJP intends to put reforms and privatization back on track if voted to power.Ours is one party that has consistently followed a policy of supporting private enterprise
wealth generation activities should be left to the community.
Offstumped welcome’s this clear signal from the BJP’s Prime Minister in waiting on the thrust of his economic agenda. However the challenge has been sustaining the reform agenda beyond the first two years in government. Mr. Advani and the BJP will have to do a lot more to show that they can walk the talk. Narendra Modi in Gujarat has already shown how this can be done to buck incumbency and win. The proposed conference of Chief Ministers of all the nine NDA-ruled states in March will be examined keenly by this blogger if the BJP is able to build on Mr. Advani’s Economic Vision.

Nice talk. Let’s see the action. Sounds like Obama. Be interesting to see him ground it in policy rather than float airy easy-on-the-ears thoughts of economic progress. The Indian economic story is 8-9% growth despite government interference – not because of it. If these collective idiots get out of the way – and do what they’re supposed to – we’ll be growing at 12%.

An Open Letter of the Dalit Christians to Hon’ble Prime Minister of India,
Indian Parliamentarians and Indian Church Authorities

For the last several decades, the Indian Church Authorities and its Leaders at National and International level have been subtly pressurizing the Indian Government to make suitable amendments in the Constitution to include converted Dalit Christians in the list of Schedule Castes. Our Constitution founders and framers had seen the validity of assuring equality and respect to Dalit Hindus in their Hindu fold, while they were not clear as to the implications of the same with Dalit Christians. Hence they formulated the provision for Hindu Dalit reservation for Schedule Caste in the Constitution. The Hindu community as a majority of peoples accepted reservations as a just and fair provision. Thus the Indian constitution gave equal right to the Dalit Hindus because they suffered ill treatment and were oppressed in the society over the centuries. It was a fair and just compensation to the Dalit Hindus for the exploitation done to them.
While Dalit Hindus- who were converted to Christianity- lost their privilege of reservation policy and thus they were not included in the list of Schedule Caste. The Converted Dalit Christians had ‘an historic option’ to decide whether to accept their original religion-Hinduism and return to their community and thus avail the facility of Schedule Caste but most of the Dalit Christians forsook the reservation policy and they decided to remain Dalit Christians (DC) mainly because DCs fondly recalled the words of Jesus Christ: “Come to me, all of you who labor and are burdened, and I will give you rest.” (Mt Ch. 11:28)
Over the decades, the Church Authorities and Leaders belittled the faith of DCs., Besides, the Lords of Christendom- the Bishops, had already condescendingly accepted and treated the DCs as low grade Christians- reminiscent of their ‘original stigma’-untouchables. This subtly implied that DCs should never forget who they were and that it is thanks to valiant, foreign missionaries efforts that they still can be treated as second class followers of Christianity. Thus Church Authorities maintained a clear distinction between ‘those of the earlier accepted the Christian faith and thus possessed a superior grade/class and a superior faith’ and those traits should be preserved till reward day of the Master. Keeping this as a background check, the Indian Church Authorities deemed it fit that Dalit Christians remain uneducated lot, and they were not given proper and equal right for gainful employment least they be filled with a false pride of being true Christians. Notice the subtle distinction and statements of Church authorities when it comes to the game of numbers. DCs who form over 70% of the Christians population should be a’ feather in the cap’ of the numerous foreign missionaries who descended in hordes triumphantly dreaming that one day the whole of India would be Christianized.
Further, the line of thinking of Church Authorities can be described thus: DCs ought to get proper compensation in lieu of governmental benefits they lost is ‘an unchristian consideration’- this would spoil ‘their Christian motivation’. Thus, it was clear to the Bishops and Church Authorities that any such talk of compensation made to DCs is unheard of biblical remedy. Hence DCs should remain poor and despicable to as proof of their newly accepted ‘superior faith’. Moreover, the secular Indian Government should be taught a lesson or two -especially the lesson that it is the ‘duty and responsibility’ of the Indian Government to make appropriate provisions for DCs? And that ‘we the Bishops’ if needed, are ready to fight tooth and nail to see that the Indian Government implements and practices what is enshrined in the Constitution of India. The Government should be blamed squarely because they care two hoots for the plight of the DC while they are pampering the other Dalits with innumerable concessions all for political gain. And why should Church Authorities and leaders make suitable provisions for their own least brethren was beyond the comprehension of the great Lords of Christendom.
In just four hundred years the Christian population grew in leaps and bounds, the Indian Church’s with the selfless efforts of foreign missionaries added millions to the zero percentage of Christians in India. But no Church Authority ever even noticed that the plight of those numerous DCs remained the same. Nay over the decades it worsened. Hence what was and is the primary intention of the pious missionaries becomes clear. Indian Church Authorities and Leaders merely used DCs in a game of numbers and scarcely gave a passing thought to improve the living conditions of DC. The DCs were never or rather deliberately kept out mainstream Christianity and thus they were unable to experience progress and growth in their Christian living even though they had full membership in the various Churches.
Notice this fact, when it came to the ‘battle of equal rights for all Dalits’ the Indian Church Authorities deemed it fit to wage a battle with the mind of Constitution founders and framers. And the battle did begin as early as or as soon as India gained independence. In their heart of hearts the Church Authorities and Leaders wanted that DCs to be loyal Christians and remain faithful members of their respective Churches and yet when it came to the matter of improvement in the standard of living, all their sound reasoning and superior faith failed them. Even an ‘ordinary statements of the assets’ of the Indian Churches- like enumerating the thousands of Christians Schools , Colleges and large compounds, and thousands of other allied majestic institutions like Hospitals and other social work Institutes will show the might of Indian Church wealth. It is well known that Indian Church Authorities have wealth ‘second to none’ in terms of immovable assets and finances. And note – this second to none is in comparison with the Government of India.
Besides, in the name of DCs and poor, the Church gets flooded with funds both from within country and from abroad. And most ironical- the condition of DCs remains as poor as the proverbial Church mouse. Do all these the funds instantaneously disappear into the incredible mouth of Bishop Pip? The Mighty Indian Churches have conveniently divided India and with the magical wand of the Pope and other Church Authorities, have created around 250 to 300 dioceses in the country in order to smoothly run and manage their vast properties and institutions. A diocese may have average around fifty thousand followers. Based on their own methods of mission management: aren’t the Indian Church Authorities and Leaders responsible for the sorry state of affair of DCs? Why is the Indian Church constantly harping on the same old tune that Indian secularism is at stake when they themselves like Pilate constantly wash off their hands regarding a sound and just policy of justice for their least brethren- the Dalit Christians( DC)?.
Why are the Church Authorities forcing our Parliamentarians to debate on the scheduled caste status of DCs? It is for all to see who has a hidden agenda. It is for the Church Authorities to honestly provide a ‘white paper’ on their fabulous wealth and what have they done to alleviate the sufferings of the least of their brethren- the Dalit Christians.
To all Indian Bishops
The open letter is now addressed to the Presidents of the Catholic Bishop’s Conference of India, of the National Council for Churches in India, Church of South India, Anglicans, Methodists, CNI, and all Bishops of all Christian Denominations.

Happy Christmas and New Year,
Over the last several decades, the Catholic Bishops Conference of India, National Council for Churches in India, all the Protestant Churches and all the Christian foreign funding agencies were and are trying their best to amend the legislation of inclusion in Scheduled Caste status for Dalit Christians. You had several ‘ high level meetings and conferences at National and International level; and you were seen frantically appointing the best legal luminaries to see that DC are included in the list of scheduled caste thus securing a new heaven and a new earth for DCs.
It was reported in the newspapers that your Grace and Lordship have graciously come down to the earth in New Delhi- the National Capital on November 29th 2007. You staged a Dharna for inclusion of DCs into Scheduled Caste status. When your Grace and Lordship, and predecessors converted Dalits from the Hindu society, the main attractions offered to them was that there was no caste discrimination in the Christian society and that they would be treated equally as brothers in Christ. It was with this hope of an ‘egalitarian status’ within the Christian community that the poor Dalits converted themselves to Christianity. If they are still Dalits the question is who has been oppressing them of late, it is true that when they were in the Hindu society they were oppressed by caste system that existed in that society. But was it not a solemn pledge before God and man that these converted Christians would be looked after without any discrimination and with Christian love and sharing?
There is an answer to this question. Obviously, it is the Church Authorities and Leaders who are exploiting the DCs. If only the Church Authorities can spend twenty five per cent of the Church income for the welfare of DCs, surely there will be a great change in the lives of DCs. If only the Church Authorities can give fifty percent of employment in their institutions to the DCs we believe that within ten years, all the DCs will have employment. But alas- the Church Authorities only gives all employment to and give important posts to the priests, nuns etc. Notice that you are creating fatted calves and bestowing on them privileges upon privileges to merely a small class of clergy and superior Christians.
You are seeing the speck in the eyes of Constitution founders and framers but fail to see the mote in your own eyes? For centuries the Church Authorities are merely filling up the barns for a minuscular clergy and pampering them into a parasitical life, while you ignore the cries and agonies of the discriminated DCs. For these very poor, Jesus has said, “The spirit of the Lord is upon me, because he has chosen me to bring good news to the poor. He has sent me to proclaim liberty to the captive’s recovery of sight to the blind, to set free the oppressed and announce that the year of remission, reward and restoration. Confer, Luke Chapter 4; 16-19.”
Poor Christian Liberation Movement appeals to the Church Authorities and solemnly asks these questions. Why after converting DCs into the Christian fold you have constantly denied and deprived them of proper education facilities, of just employment, and generous financial support? And why do you not give proper Christian respect for DCs? Why do you not offer equal rights to DCs in the Church life? Why are you constantly using DCs as pawns to show the might of your own Empire and missionary prowess? Why hasn’t the Christian sense of giving compensation to DCs never even once crossed the minds of the all powerful and wealthy Church Authorities? Why are you playing the role of going around the devils ring by leaving DCs to the mercy of Indian Government? Why are you not fulfilling your responsibility toward DCs? You must remember the solemn words spoken to Peter Simon. Jesus said to Peter Simon: “If you love me then take care of my lambs and sheep (St John 21:15-17) .And even St. Paul emphatically said this of himself: that he was imprisoned, that he was beaten many times, faced difficulties, was in odd situations, worked hard, spent sleepless nights, many times without food and water, and besides other things, I am under daily pressure because of my anxiety for all the congregations. Who is weak and I am not weak? (2 Corinthians Ch 11: 23-29). Can all the Bishops honestly say that they have fulfilled their responsibility towards Dalit Christians?
May the all the respected Bishop dare to say- YES. Amen.

Ten-Point Programme Formulated By the PCLM for Development of Dalit Christians:
PCLM model for development of Dalit Christians in the new millennium for a golden future for the 7o % Christian population:
Keeping in view the necessity of change in the social, economic, political and academic standards of the life of Dalit Christians, the ‘Poor Christian Liberation Movement’ (PCLM) has been drawing attention of the church leadership towards the pathetic conditions of Dalit Christians. For the last two years, PCLM has been stressing the need to draw up a model for the development of Dalit Christians. Activists and workers of the movement have dwelt in detail on the basic necessities of Dalit Christians, with various denominations and groups. Emboldened by the Bhopal Declaration of January 2002 meant for the development of Dalit sections of the society, Dalit Christians fondly recall ‘The Charter for the Poor’ (Anavin Yahweh) declared most solemnly by Lord Jesus in his Sermon on the mount: “Blessed are the Poor, they shall possess the land”. The movement’s deologues, executive members, senior members considered each and every aspect before drawing up the Charter for Dalit Christians, including the original spirit behind the Bhopal Declaration of the Government of Digvijay Singh of Madhya Pradesh. After intense debates and discussions, senior members and executive members urged the movement –President R L Francis to draw a model for the development of Dalit Christians, so that it may be referred to the Christian masses in different states throughout the country for their opinion and comment.
National seminar hald in New Delhi and other part of the country on September 7, 2000, February 22, 2001, April 10, 2002, on “53 years of Independence- Dalit Christians in India, Dalit Christians and Church organization, and Role of the Church in the Development of Dalit Christians” were of great help to focus, sharpen and pinpoint the real needs of the Dalit Christians. Finally on April 26, 2002, the final draft was prepared and agreed upon as such.
The following is the ten-point programme formulated by the PCLM for Development of Dalit Christians:
1. Land Concrete plans should be formulated to make available three acres of cultivable land to each rural Dalit Christian family to enable it to preserve its social and economic well-being. Dalit Christians could not avail themselves of the benefit of the land distribution dyring the Bhoodan Movement launched by the great social activist the Late Sant Vinobha Bhave just after independence.Again, in the 1980s, they were denied the benefits of the 20-point economic upliftment programme launched by the Prime Minister Smt Indra Gandhi.Church leadership and Christian NGOs should make an honest and through effort to make available land to the landless Dalit Christian population, because of the social and economic standards of a community can be judged only by the land owned by it. Dalit Christians do not possess land even fof building asmall tenement for the survival of their families. Church leadership, therefore, should take nessasary steps, and consider this point with yhe utmost seriousness and urgent earnstness.
2. Education. Ministers are servants, not rulers. (Mark 10: 43). Compulsory and free education should be provided for children of all Dalit Christians. Even though more than 40,000 educational institutions are being run by the church and missionaries, children of Dalit Christians remain illiterate, and are engaged in occupations that can be really considerd as child labour. Strangly enough, these institutions being run in the name of minorities have no statistics as to the number of Dalit children availing the educational fasalities they provide. To ensure admission of children of Dalit Christians in these institutions, at last three representatives of theDalit Christian should be nominated to the Governing Bord of each of these educational institutions. These representatives should revive the policies of the institutions, should provide information regarding them to the Christian population attending the local church and should formulate a selection- process for admission of Dalit Christian’s children and also finalise the list of such children. Until and unless such definite and solid steps are taken, children of Dalit Christians would not be able to obtain and avail of the facility of education. This procedure should be adopted in the church and missionary organizations at the earliest.
3. Evangelism and conversion: From the very beginning, Christian missionaries have been concentrating on this as a result of which Dalit Christians have become tools of increasing the number strength of Church organizations. The Movement stresses on the point that hundred (100) years, and should take effective steps for the upliftment and development of Dalit Christians who have been on the edge in every sphere of their life. Putting and end to the policies of dividing Dalit Christians, creating of new Churches should be stopped and instead exiting Churches should be thrown open to all Christians. Money being spent on Evengelism and Conversion should be spent for developing and uplifting Dalit Christians. To strenghhen faith in Christ in the hearts of the masses, programmes of prayer meetings in Christian families’ shoud be organized.
Concrete steps should be taken to transfer charge of Churches to local Dalit Christians.They should also be provided seats on priority basis in Gurukuls/Seminaries. The practice of appointing Bishops from outside should be given up. Instead, local people should be given encouragement. At present, there is a monopoly of keralites, Mangaloreans and Tamilians, in the Gurukuls/ Seminaries. The bishop in a Diocese should be from the same State, and not from any other state. Heavy expenditures on celebrations of the clergy like Silver, Golden and Diamond jubilees should be immediately done away with and the money spent thereon should be utilized towards the education of children of Dalit Christians.
4. Participation/ not S C States : The bogey of Reservations (inclusion of dalit Christians in the scheduled castes list) is a non- issue for Dalit Christians. The Church has been, for the past ten years, trying to woo Dalit Christians by raising the bogey of Reservations. Since the 1950s, the church has been demanding with insistence to include the Dalit Christians in the scheduled castes list. It has been quoting the instance of Mazhabi Sikhs and Nav – Bodos who have been provided the facility. But it has never quoted what changes this has brought in their lives. Secondly, the church leadership is also silent about the compensation of losses caused by their becoming Christians. Church leadership should provide participation in the church structure (governing/ managing boards ect.) to the 70% Dalit Christian community. Raising the bogey of reservations will not do any welfare to this community.
5. Determining Service- Duration of Bishops: Both the Catholic and Protestant Bishops should compulsorily retire within a period of five years. Catholic Bishops should not be appointed by Rome, but Catholic Christians should be given the right to elect their Bishop. Effecting a compulsoury reduction in the number of Bishops, there should be a total ban on appointment of new Bishops. Presently, in states like Jharkhand and Uttar Pradesh, where there is comparatively a small Christian population, 8or 9 Catholic Bishops are working. Taking together Bisops of all denominators, the number comes out in dozens this way in one state, one Bishop of each denomination should be appointed. This will save crores of rupees being spend on the maintainance of Dioceses, which should be utilised towards establishing small industries for generating employment opportunities illreterate unemployeds among the Dalit Christians.
6. Tranfer of power to Women, Youth and Elders:
For everything, there is a season, and a time for every matter under heaven.(ECCL3:1) The holy Bible is a democratic book and demands that all people live in unity, peace and equality and should hesitate from encroaching upon others ’ rights. It mentions the right of freedom prestige, harmony and self-reliance to all .Holy Bible has provided clear directions for the congregation. Presently, the majority of the Christian population 70 per cent Dalit Christians have no decision – making rights in the church set-up. ‘The church should therefore set up council of elders, council of youth and council of women on national, state and district levels.’ These councils should be vested with the right to take decisions and intervene in policy and financial matters.
7. Change in Christian NGOs: Foreign funds available with the Christian NGOs should compulsorily be utilised for the welfare of Dalit Christians. Concrete plans should be formulated for the next 10 years for proper channelisation of these funds at national, state and district levels. Education and land development for Dalit Christians should be taken up as a top priority by Christian NGOs of each and every diocese and missionary society. A there are 24,000 NGOs receiving more then Rs. 4,000 crores in foreign aid every year. 60% to 70% of these are Christian/ church NGOs. None of these is lending any helping hand to the Dalit Christian community. To bring transparency in their activities and accounts, details of their activities and fund – utilization should be presented before the congregation in the local churches, so that the benefit of their activities of welfare could reach the members of the Dalit Christians.
8. Sunday Collection / Land Receipt: “Zacchaeus stood up and said to the Lord, ‘Listen sir! I will give half by belongings to the poor, and if I have cheated anyone, I will pay him back four times as much.” (Luck 19:8) There is no account of the income-sources of the churches, especially the Sunday collection, aggregation to more then three crores of rupees every Sunday. Even at an average of one rupee being donated by each devotee every Sunday, more than Rs. 156 crores accumulate in one year throughout the country. Likewise, crores of rupees are also being earned from the institutions being run by the church throughout the country. Of this 156 crores of income, the church should provide atleast Rs. 100 crores for making available land to the landless Dalit Christians.
Besides this, church organizations have unlimited land and real estate which they continue to sell for their personal and individual benefit. Church organizations should themselves draw a plan through which these lands should be allotted to the Dalit Christian population. Central and State Governments should formulate a code of conduct in this matter, to safeguard the interest of the Dalit Christians. Church land lying under other influential and powerful groups should also be freed and should be handed over to the Dalit Christian community. Sale and purchase of Church land should be banned throughout the country.
9. Utilisation of Cemetery Land: The vast Christian cemetery lands should be utilized . “Let te dead bury the dead.”(Matt. 8:21-22) There is a need to explore thepossibility of resettling Dalit Christians on the vast wastelands of Christian cemeteries. In the present times, a majority of urban Dalit Christians do not have a roof of their own. Cemetery land should be allotted to Dalit Christians NGOs should provide funds for this. Norms for cremating the dead according to one’s own belief should be liberalized. This issue is being debated the world over , keeping in view the shortage of available land. Befitting their humble life and in the spirit of Moses, who being the greatest Biblical personage yet there is no trace to suggest his burial ground or as to how his bodybwas disposed off.(Deu 34:6).
10. Non-violent Struggle : All Dalit Christians bear in mind the Message of their master that Christians should be peacemakers, non-voilent, and be ready to go to the extra mile so that peace, integration, security and prosperity prevail among the people and in the land. This means Dalit Christians will be in the forefront to establish peace among warring factions, even at the cost of their lives ; and be ready to endure persecutions when the need of the hour is suffering. It means that Dalit Christians will employ only peaceful means of protest and never include in destruction of life and property in any circumstances to achieve integration in dignity within the social structure of the society. For everyone who asks and recievs and every one who searches finds, and for everyone who knocks, the door will be opend (Matt 7:8)
By long struggle, we mean that Dalit Christians are ready for a dialogue and discussion on these issues, especially through the media and other forms and reiterate their faith in peaceful for their liberation from there present enslaving solution.
EPILOGE

Dalit Christians form 70% of the total Christian population of three crores in the country. Despite being exploited by the high caste Christians have been faithful to lord Jesus and leading a life full of labour and hard work. Christianity is the centre of fortune and wonders. Well done, good and trustworthy servant, you have been trustworthy in few things, I will put you in charge of many things; enter into the joy of your master. (Matt 25: 14-30)
The Indian Chruch is in reality a Dalit Chruch, which has been occupied by some selfish creamy layer. Christian missionaries have never chosen to go against the interests of the high caste Christians. They know that if they do it, neither would they be able to rule the country, nor to expand their Kingdom. Therefore, they have compromised at the cost of development of their Dalit Christian brethren. The Mssionaries have started large educational institutions, hospitals and other organistions, the benefit of which however goes to the affluent sections of society only. If Dalit Christians were to benefit from those institutions, their plight would not have remained the same , which they had left behind in their search of self –respect and prosperity in the religion of Christ.
The reamy layer occupying the Chruch set-up has earned the wrath of the Lord Jesus and the Holy Bible. Ignoring the holy objectives of the Lord, this section has been hiding the property of the Church in a wedge, thereby fulfilling his self –interest . Full of discriminiation and greed, this is section has been busy in its own welfare, instead of the welfare of the poor. The Lord Jesus says: “Every good tree bears good fruit, but the bad tree bears bad fruit.” By colluding wth the section, which created the arrangement of high and low, Christian missionaries have tried together grapes from thorns and figs from thistles.
Dalit Christians were untouchables before they converted to Christianity, and are untouchables even after adopting Christianity, and will remain so in the future as well. In the whole of contry, dalit Christians are in a pitiable condition. High castes Christians have a sense of separatism against them. Their children are not allowed to get near to their school, even these are not within their reach, they do not have any social interaction with dalit Christians, and rather they are doing household chores as domestic help, chowkidars, sweepers or at the most clerks. They remain in the same condition as before their conversion. Though missionaries have been spending a considerable amount on evangelism and conversion, they have not taken any interest in the upliftment or development of Dalit Christians.
When, oh! When will these handfuls of people put a stop of their misdeeds…? When, and when will they recognise the fact that dalit Christians have also an equal right on the property and estate of the church as well, so that they will also be able to live the fullness of life in peace dignity, prestige and prosperity?
We should not forget the words of Lord Jeasus quoted in the holy bible:
“The stone that the buijlders rejected has become the cornerstone. This was the Lord’s doing, and it is amazing in our eyes. Amen…”
