How many constitutional excesses before you are made to pay ?
Normally in a functioning democracy the first constitutional transgression should be enough to either impeach, dismiss or force a resgination.
But not so in our Constitutional Lab, for in this lab one can experiment the many ways in which the Constitution can be allowed to mutate without getting scalded.
How else do you explain Goa Governor S.C. Jamir’s many Constitutional sins ?
It started in Feb of 2005 with Jamir playing an active role in the toppling of the then BJP Government in Goa lead by fellow IIT Mumbai alumnus, Manohar Parrikar.
Jamir in true Congress style with no respect to federalism or constitution goes on to install the Pratapsingh Rane lead Congress Government with incredible flexibility on when it could prove its majority.
Back in July of 2007 when the Congress Government lead by Digambar Kamat was in jeopardy Jamir showed extraordinary disinterest by staying away in New Delhi and suddenly becoming unavailable to act on the Congress’ lack of majority. Following this Jamir looked the other way as the Goa Speaker scripted extraordinary interpretations of the Constitution to disqualify legitimately elected MLAs of the MGP from voting against the confidence motion.
Now you have Jamir playing a willing partisan in proroguing the assembly while the Congress struggles to woo back NCP MLAs who are up in arms. If the BJP is to be believed, Jamir’s unconstitutional partisanship did not end there. He got an ordinance promulgated to increase contingency fund of the state and avoiding an Assembly vote.
Offstumped Bottomline: Mr. Jamir your many sins in Goa will eventually catch up with you. Have you sir no shame, no conviction, no self respect whatsoever. If you have any respect for the people of Goa you will bring to end the constitutional fraud you have been perpetrating on them forthwith by resigning.
This is a litmus test for the Congress President Sonia Gandhi and Prime Minister Manmohan Singh. If they want the Congress’ commitment to Constitution and Federalism to be taken seriously they must give Jamir the boot asap.

He has “Congress” written all over him.
Congress’ & the UPA’s credibility is seriously at stake here. But then again, how many times have we seen them disregard our constitution….?
It is also clear that, with the congress losing it’s grip over the nation and faced with the lack of strong, honest & credible leadership, is trying dearly to hold on to whatever it can for survival. It’s sad that our constitution & our nation are held at ransom over & over again.
Dear Ninad,

Yossarin,
Nice piece as always.
I am exasperated myself and find myself repetitive in denouncing naked misuse of the office of the governor in the most blatant ways possible. Thankfully you’ve had the patience to compile this.
We must keep the war going though we may be loosing many a battles.
