The Union Home Minister, Shri Shivraj Patil today inaugurated a Conference of Directors General of Police and Inspectors General of Police. According to the PIB the Conference of DGPs/IGPs in India is organized by the Intelligence Bureau since 1920. The Director, Intelligence Bureau is the ex-officio Chairman of the Conference. Amongst the attendees Ministers of State for Home , Shri Sriprakash Jaiswal , Shri Manik Rao H. Gavit and Smt. V. Radhika Selvi; National Security Adviser, Shri M.K. Narayanan; Home Secretary, Shri Madhukar Gupta and Director, Intelligence Bureau, Shri P.C. Haldar.
How many of you knew we had 3 Ministers of State for Home Affairs ?
With gutless wonder Shivraj Patil busy sponsoring IAF Junkets for Sonia Gandhi it makes full sense that he needs 3 Deputy Ministers to do nothing. So what exactly did Shivraj Patil pray for at the conference.
Development and strengthening of intelligence agencies should receive first priority in any plan for combating crime and terrorism
Any plan Mr. Home Minister, what about your Ministry ?
Why are you speaking in the third person here, dont you have a plan to share which reflects your priorities and spells in back and white what you in the first person are planning to do and are expecting of the states ?
Why are you addressing the homeland security appratus as an indifferent 3rd party observer ?
He said that no weapon or device is going to be as useful as intelligence can be to control and contain crimes, violence and terrorism.
Yes and we pray God confers more of the same to your esteemed intellect.
The Home Minister called upon the States to equip their special branches with modern advanced gadgets and technologies.
Called upon ? Is that the best you could come up with.
Isnt it your duty as the chief executive on all matters related to internal security, to demand this happen with timelines and action plans. How can you shirk responsibility towards the Nation’s Internal Security by merely passing the buck to the states.
So what did the Home Minister have to say about Terrorism
About the situation in Jammu & Kashmir, the Home Minister said that it continues to show definite improvement. However, there is no scope for complacency when infiltration across the border continues and terrorist incidents are still taking place. About the North-Eastern Region, he said, the security situation in the States like Meghalaya, Mizoram, Tripura and Arunachal Pradesh has been comfortable. However, continued violence in Assam and Manipur and persisting factional clashes in Nagaland are causes for concern. On Naxal violence, the Home Minister said that in some States, it has been contained, but in some others, Naxal problem has become more difficult. Since the problem cuts across State boundaries, the States would need to pursue a coordinated approach to meet this challenge.
The Home Minister had nothing to say about 7-11, Malegaon, Samjhautha blasts or Hyderabad. Where he did have to say something he once again passed the buck to the States putting the onus on the states to “pursue a coordinated approach”.
So if everything on the Internal Security front needs to be done by the states, why pray do we need a full Cabinet Minister and 3 Ministers of State in the Union Home Ministry ?
Why not make do with merely a full time civil servant and save the “aam aadmi” some money ?
But then again how would Sonia Gandhi get to fly IAF.

Shivraj Patil is one of the most inefficient Home Ministers we had. He is surviving basically becasue the BJP doesnot know how to expose him other than talking about POTA.
He is basically a statistician and great BABU. naxalism is growing in karnataka and Tamilnadu and they are great in hiding the training grounds.They are attacking only AP and chatisgarh while the equipement and training is carried out in Karnataka and Tamilnadu and may be in orissa.
Most of the DG(P)’S DONOT know how to use a laptop and they cannot even visulaise cyber attack and cybercrime.We require young officers who are computer savy to be incharge of cyber attack.
I have only one word to describe our Honourable Home Minister… SPINELESS.
What more can we expect from a shameless, spineless, sychophantic, moral vaccum of a person ? Abuse and misuse of power comes naturally to him – as Jug suraiya mentioned in – http://timesofindia.indiatimes.com/Opinion/Editorial/BRIEF_CASE_Patil_vs_Patil/articleshow/2126825.cms. I am sure, a lot of others would also have hoped that he would become the president of India. With him in Raisina hills, there would have been one incompetent minister less in North block.
Yossarin, I thought it humorous and sad at Shivraj’s briefing: “OK, so there’s going to be terrorist attacks during festival season…that’s all”…Anyhow, look at his deputies…Radhika Selvi, a goondha’s widow; Manikrao Gavit, an aging first-time minister with no qualifications except being tribal, and Shriprakash Jaiswal, who again, has nothing illustrious to his name besides being one of the UP faces of Congress. Thats the home ministry for you.
