YSR’s illegal surplus land – Congress Communal Socialism in Andhra puts communists to shame

So what is going on down south in Andhra Pradesh. What started with Andhra Pradesh Chief Minister Y.S. Rajasekhara Reddy on last Tuesday announcing the surrender of 618 acres of surplus land he possessed in his Kadpa district, saying his holding violated a land reform law, is now turning into a land redistribution madfest reminiscient of communist revolutions of last century. YSR told reporters that he had surrendered the surplus lands that his family held in excess of what was permitted under the Andhra Pradesh Land Reforms (Ceiling on Agricultural Holdings) Act, 1973. Reddy said others who possessed excess land should emulate his example and surrender the surplus lands to the government. 

Offstumped examines the underlying politics. 

Under the Land Reforms Act, which came into force Jan 1, 1975, the ceiling limit prescribed ranges from 10 acres to 54 acres per family, depending on the class and category of land. A beleaguered chief minister Y S Rajasekhara Reddy on Wednesday countered the opposition demand for his resignation over the land issue by charging that they forced adjournment of the house for the day in order to prevent discussion on the alleged irregularities by Margadarsi financiers headed by media baron Ch Ramoji Rao. Then came the twist when the Chief Minister declared that the extent of land he had surrendered was only 310.57 acres and not 618 acres as reported in the media. “It was a slip of tongue,” Dr. Reddy said amid jeers from TDP benches. 

The whole controversy is now set to have a ripple effect. The political witchhunt against those with so called “surplus” land is now set to affect politicians and high-networth individuals, several corporates too. The CPI(M) and BJP pressed in the Assembly on Friday the demand for Chief Minister Y. S. Rajasekhara Reddy’s resignation and his prosecution. The Chief Minister also did not provide details about Idupulapaya lands in his declaration before the Election Commission while contesting the elections and this amounted to suppression of information. He should be prosecuted on this count too. The Congress meanwhile desperate to salvage the situation has started spinning YSR’s act as “sacrifice” calling him the modern Vinoba Bhave. The Congress is now working on strategy to acquire and reclaim patta land bought by big farmers from the original beneficiaries. The government brought an ordinance on assigned land and is planning to introduce a Bill in the current Assembly session. 

The apparent explanation for the move – the need for more land in rural areas since the government has to implement the rehabilitation package for those who lost agricultural land in the proposed irrigation projects. Meanwhile, the government has issued notices to major business houses, including Satyam, GVK group, Sanghi group, Ramoji Film Studios etc., to submit their excess land within 15 days. Though a clear list has not been made public, according to sources, about 90 business houses who possess excess or patta land, were issued notices by Ranga Reddy district officials. About 8,000 acre of excess or assigned land is in the possession of individuals and corporates around Hyderabad, according to a rough official estimate. 

With slogans like “Poor man’s land in rich man’s hand” the rhetoric in Andhra is such that it carries one back in time to the Communist revolutions in China and Russia. But this should come as no surprise as the Congress since its coming back to power in 2004 after the Naidu, NDA debacle has been looking at land redistribution as the means to ending the naxalite movement. In all the empty political rhetoric and sloganeering it is clear that the politicians of the day have forgotten or not bothered to acknowledge why exactly the first round of land assignment was such a fiasco that large tracts of land made their way back into the hands of fewer individuals and corporate houses. This is largely due to the failure of beneficiaries to put the land to use. The lands were found to be barren and useless and required huge amounts for development resulting in the lands being sold. 

Offstumped Bottomline: It is stupefying that the Congress is seeking to turn the wheel back on history in Andhra and is repeating the same mistakes defying economics and common sense. It is unsurprising given how Manmohan Singh has morphed into a Communal Socialist. The politics of land redistribution in Andhra will be dictated by the underlying economics and many years of likely litigation. In the meantime however YSR’s position as Chief Minister is untenable for his blatant violation of the law and his three decade old hypocrisy in holding on to lands that he now discards for political convenience. Offstumped demands he resigns.

    Yes he should resign but the land ceiling act also be repealed going forward instead of going after everyone in the state. And YSR should be prosecuted for lying on his election papers. Get rid of the dope.

    This is a peculiar problem faced by more than 20
    ex-journalists (from
    all over the country-expected to hit another 80+)
    associated with ETV
    NEWS channel, owned and managed by Shri Ramoji Rao, a
    resident of Ramoji
    Film City, Hyderbad-12 (Andhra Pradesh) India.

    Sir, we would like to summarize the problem in some
    words.

    1. We are all Masters in Mass Communication and
    Journalism and
    applied for ETV News, as per their advertisement in
    media.
    2. After a written test and oral interview, they
    selected us for the
    post of trainee copy editor/reporter and offered Rs
    5,000 as the
    salary.
    3. But, at the time of joining they forced (!) us
    to sign a articles
    of agreement saying that we must serve the company for
    minimum of three
    years.(see: attachment)
    4. The articles of agreement even read that even if
    ETV people
    terminate us from the job, we must pay the said
    amount. But unfortunately
    they not even said a single word on how much they pay
    us or what’s the
    service conditions, pay scale etc
    5. Actually we are all well trained in our
    University including
    two months of internship at newspaper offices. But as
    we thought that ETV
    is professionally managed company and they might treat
    us as per the
    rules in regard to the journalist acts.
    6. But one fine day, they created us such a
    situation that, we
    simply flown out of Hyderbad. After wards the problem
    started.
    After that NEWS TODAY PVT LTD sent many notices and
    finally terminated
    us from job and now even secured a order from Andhra
    Pradesh High court
    over formation of an arbitration bench. Sir,
    arbitration bench hearing
    was started on November 10 at Hyderbad.

    Sir, what about law and Justice?

    Sir, we do agree that we violated the agreement. But I
    think, it’s not
    at the cost of Rs 75,000. Sir, when we joined ETV
    NEWS-Kannada as the
    trainees they assured of international level training.
    But for our bad
    luck, they are not even taken a single day class in my
    case. They taught
    nothing special including what’s media, freedom,
    ethics, guidelines
    etc. Even after completing the one-year of trainee
    period, they not even
    given any special degree or additional qualification
    other than change
    in the designation.

    As in our class rooms, we taught that Manisana Wage
    Board is accepted
    and implemented we taught that NEWS TODAY PVT LTD also
    implement the
    same. But, only after joining we came to know that
    it’s not implemented in
    the organization. At last we taught that after
    completion of the
    trainee period we might given the wage as per the govt
    orders. But it’s also
    not done. They are not ready to follow the law of this
    land. But
    expected us to follow the bond. Sir, this is just a
    example for how we
    cheated by NEWS TODAY LTD.

    Sir, first we would like to draw your attention
    towards
    how the NEWS
    TODAY PVT LTD violated the laws related to working
    journalists. Sir, as
    per the WORKING JOURNALISTS AND OTHER NEWSPAPER
    EMPLOYEES (CONDITION OF
    SERVICE) AND MISCELLANEOUS PROVISIONS ACT, 1955, Hours
    of work in any
    media house should not exceed for more than one
    hundred and forty-four
    hours during any period of four consecutive weeks,
    exclusive of the
    time for meals. But, NEWS TODAY PVT LTD fixed 8 hours
    work per day leading
    to 192 hours. NEWS TODAY PVT LTD, which speaks of
    75,000 compensation,
    is silent in this regard.

    Sir more than anything we want to draw your attention
    towards the
    another torture given by the NEWS TODAY PVT LTD. Sir,
    once in 15 days they
    made us to work between 12 at midnight to 4 pm of next
    day without a
    single minutes rest. Sir, how could any journalist
    could work for such a
    long hour and handle the news items which is has
    greatest impact.

    Sir, we would like to bring your kind notice towards
    the some of the
    provisions of the Bonded Labour System (Abolition)
    Act, 1976, which
    defined the bonded system as ‘forfeit the freedom of
    employment or other
    means of livelihood for an specified period or for an
    unspecified period
    Or forfeit the right to appropriate or sell at
    market-value any of his
    property or product of his labour. Sir, but none of
    our government
    agencies tried to topple such an effort taken out by
    NEWS TODAY PVT LTD.

    Sir, as like as any other journalist of this country
    we
    also working
    for a state newspaper from Karnataka and other parts
    of the country. Sir, you know
    the salary and
    perks provided by news organizations! Sir, now as most
    of our journalists
    are scattered all over the India and not in a position
    to pay for a
    advocate, how could we defend our self in the
    arbitration bench or in front
    of highcorut?

    Sir, please interfere and protect the poor
    journalists….

    Should Chandrababu Naidu (who has 950 acres) and other political leaders surrender their illegally and unethically acquired lands to government?

    Type your comment here.this is with reference to the one posted by journalists alleging harassment from newstoday pvt ltd of eenadu.first of all i tell you dont panic.its not easy for them to realise those amounts from particularly when they are on the wrong.the agreement is itself illegal as it violated your rights.simply consult one GOOD advocate,all of you and take his advice.generally they intimidate you with such notices and nothing more than that happens.show every notice sent by them to ur advocate so that he will take appropriate steps.u can also take my help.just stop worrying.

    Type your comment here.Lets not discuss abt ramoji here. This is about YSR and his tyranny. He is sure making andhra pradesh a police state, Trying to introduce the tamilnadu kind of politics by using the state missionary.
    For me chandrababu naidu is a model CM he brought fame and name and reforms on which YSR is eating today. Tell me one big company YSR brought to andhra pradesh. Moreover we in visakhapatnam are having 2-3 hours power cut that too in dec- feb. god save us in summer when there will be much more worse power cuts. Its better if the politicians do corruption but develop the state rather than just doing corruption and doing no development.
